Complaint Regarding Civil Protection​


It’s nearly every day that we face issues with CPs. We’ve now reached the point where it’s safe to say they have stooped so low as to reach what they often claim as “Rebel quality.” In fact, it might even be fair to say that rebels have better quality at this point.


We are now dealing with problems of powergaming, disregard for rules, unfairness, and bad faith, issues that even show up among themselves. The struggle is no longer just outwards; it has turned inwards, targeting their own members as well.


Just today, as I write this complaint, I was faced with having to write a report on a unit regarding powergaming, only to learn that it was not the first time someone from CP was reported for the same thing today as well.

There are many issues I wish to complain about, but let’s start by numbering them:


  • Being over-geared with no valid reason.
  • Forgetting their roles in the server.
  • Constant sweeps under reasoning that is not the rebels’ fault.
  • Constant cradling and protection from rules and staff.

We’ve seen units walking across the streets carrying AKs, M4s, SPAS-12s, and even Mini-14s. When anyone sees this, the natural conclusion is that something serious has happened, something bad, of course. Yet with dismay, we realize that the city is under Blue Code, or Marginal at best, during these times.


Units are being allowed to walk around with rifles and high-tier weaponry freely, and even conduct sweeps with such weapons. This raises the question: are CPs supposed to be the Overwatch Transhuman Arm, or are they supposed to be oppressing the citizens?


It is often that we also find the culprits of this to be rank leaders themselves. The ones who are supposed to enforce the rules upon their units are instead the ones parading around their fine weapons as a general with their medals... some of which we know very well were not earned by themselves. But that’s beside the point. What matters is that the current rank leaders have forgotten why they are rank leaders, and that their position has a purpose.


The weapons are at a point in which the disparity is far too big, and we’ve come to realize this because no one can keep up anymore. I’ve made several suggestions and several complaints in the past regarding this, given ideas and fixes to ensure this stops happening, and all of them have been just… forgotten or outright thrown out the window with “We’re working on it.” Well—your working is not WORKING at all.

We shouldn’t have entire tiers of weaponry that the server balance doesn’t account for being in circulation. Rifles wouldn’t need to be treated like some endgame pot of gold that needs to be carefully monitored and controlled if they weren’t so much better than SMGs.

Genuinely just make all guns actually hurt while keeping scrap guns worse than everything else. The tiers are too separated currently which I think brings more issues than we realize.”

Even our beloved @Robert has had to step up to defend how GT have lost all control over how CPs operate and how balance has spiraled into a mess. It’s become complete insanity at this point.


Let alone touching how GMs are hijacking other GM events and expos, causing mistakes and gear to end up in the wrong hands. This is something I and Stanford have spoken about and have our own heavy complaints regarding, but that’s for another day.


When CPs complain about rebels using high-tier guns, don’t forget that said weapons were given by CPs themselves. By over-escalating and carrying these weapons, they’ve ended up handing them over through failure.


We also forget that CPs and CSF gain their gear with no effort. It is given by a vendor, handed out through measly credits they earn by fining random people or by attending workshifts and afking. Their efforts are nothing compared to what a rebel has to do to gain their bread. And even then, CPs are cradled further with the premise of:


“If all CPs die then there’s no CPs to protect the city. CPs have to be active, so that is why rebels have it worse.”

But the same can be said about rebels: if rebels are not present, then there’s no reason for CPs to exist. This same thing was seen when event rebels were the only thing keeping CPs entertained and giving them a purpose.




Forgetting their roles​


It has come to the point where units seem to forget their true role: to oppress the citizens. Instead, they are out to seek rebels and chase them down at any cost.

We see shadow sweeps and sweeps with rifles all in the name of finding rebels, or people trying to open their stashes, as was the case with Crash (North). We have even seen OTA being sent for infestations, only to end up chasing rebels through the sewers and PK’ing two of them, a situation I sadly had to report and request punishment which I still doubt was enough for what it was.


Rebels no longer need to act to be oppressed. Even when the resistance is silent and dormant, outside issues are used as excuses for rebels to be searched for and swept up...




Misuse of Scanners & Seeking trouble instead of being passive​


It is often the case that scanners enter the Slums with little to no reason. They are meant for scanning the city, not venturing into cesspools of xen and criminals, only to end up destroyed and salvaged by rebels for another AKM, doesn't make much sense from the eyes of the combine to be sending them more materials.

It makes no sense ICly and is only seen as a nuisance. It forces players to disconnect (alt+f4) or switch characters until the scanner leaves, so they can return to their looting or other activities in the Slums, it proves no purpose...
What we always hear is that the Combine is slow to awaken. That is because they do not actively seek to find every piece of scum in the city, they simply oppress and maintain what they can control, reacting when genuinely threatened.


Despite this, we are now faced with CPs acting like OTA, while OTA themselves are not even “above” CPs at this point. As stated by Divine in their complaint: https://willard.network/forums/threads/ota-level-cops.14523/


If there’s something worth remembering, it is that CPs are compared to beat cops. Civil Protection is not really trusted in the eyes of the Combine itself, they are human, unpredictable, and unreliable. That’s the very reason CPs are only given pistols and stunsticks, and even then are heavily scrutinized.


We can even recall Half-Life: Alyx, where OTA have a voice line requesting Overwatch to enhance their weapons to fit the threat in combat. Even their weapons are regulated by an outside force.
So why are CPs being given so much power over the city, to the point where even OTA no longer feel like the only true check on them? OTA are the only ones the Combine trusts enough not to turn against them...yet even OTA are carefully controlled, but how are they to stop Cps if they turn on them...?




Unfair escalation and rule imbalance​


The escalation has become one-sided, and the imbalance is reinforced by unfair rules.

  • If CPs die, they don’t lose their character.
  • They don’t lose their rank (depending on the outcome).

Meanwhile, if rebels die, it is an automatic PK. They lose their character entirely: their story, their standing within the resistance, their rank, their gear—everything, it can all happen even without them doing anything, just a random sweep and you can be rounded up and killed, yet when rebels are the ones to step onto CP turf, demotions and NLRs are handed out to them... it's clear who is the favorite child... and it leaves a bad taste in our mouth.


While rules have been adjusted slightly, CPs still maintain their rank through death, while rebels lose everything.


And yet, CPs constantly complain: that rebels have too much gear, that rebels are too bold, that rebels are the problem. They fail to see how spoiled they are within the CP faction. They don’t have to fear loss, because loss doesn’t exist for them. That is why they so often chase down rebels without hesitation. They forget what they truly are meant to be.
We can see the distrust we have in Combine leads when Robert’s own statement was:


“The Rebel Bunker being blown up was a Rebel Lead decision. Well mostly—they were conflicted with it internally but eventually it was pushed through and was not a Combine decision to raid it, but a Rebel one to get themselves raided. Why? Because to the Rebel Leads, the bunker is responsible for killing Rebel and Slums RP, it was too protected, granted immunity and generally was a giant fuck you shield to RP and the Combine. Leads did not like that so they elected to blow it up… and then reinstated it after losing all trust in OWF leads.”

When rebel leads step up to make things fair, only to have more unfairness come from the other side.


Robert’s further words:


“The main issue is that no one really consults GT when it comes to bringing in rifles, factions, balancing-fuckery changes, etc. Like CPs with AKMs and shit was not a GT decision nor was GT involved—if anything GT got a little pissed off because it was a balance-killing move and one done out of desperation and a stressful environment.

… GT has not been responsible for most of the things going on. If anything, GT feels like it has no reins to hold anymore since V2 has gone batshit insane.”

Conclusion​


Civil Protection, as it currently stands, is over-geared, misaligned with its true role, constantly shielded by staff rulings, and empowered beyond what canon or balance would justify, it forces rebels to act out in frustration... which is what creates situations like the judgement waiver of yesterday, frustration and hatred for said faction and said injustice. Rebels, meanwhile, face constant one-sided risk and punishment...


Until these issues are addressed, CP roleplay will continue to spiral into powergaming, rule disregard, and unfair escalation, at the expense of the server’s balance and roleplay quality.

The issue why we do not see as many Cops oppressing Citizens is because... Citizen and CityRP have been kinda dead for a bit. There is NOBODY around. Stores are empty, only loyalists walk about etc. Most People sit in slums or bases, and I dont think I have seen a Single apartment sweep or search, as nobody lives in them either.

So they resort to the only other thing they CAN do.

I'll give you a good reason for this, credits being digital, no taxes, stashes, low cost apartments, nothing pulling credits. Find a fix for those and that will be fine.

I doubt taxes or no cost apartments are the reason why Citizen and City RP is down.

People didnt like tax cuts in stores, and nobody would be in City with them around, AND back when housing was like 35 credits, even LESS people had them.

In theory, its correct CP's should absolutely not be running around with rifles and stuff. It honestly doesn't even look normal on the occasions it is justified. It also means Low and mid-tier rebels are absolutely 100% fucked all of the time.

Now, here comes the bone, delivered by rumors and statements I hear down the grapevine, as well as my own interpretations - whether they're true, not entirely sure.

CP's are, I'm GUESSING, doing this do to counter a specific set of players, that basically shotcop on the regular and cause sweeps often. Who occupies this set is entirely happenstance to the fact it exists, as regardless, I'm imagining most of these changes are levied against them - with everyone else also getting hit with the stick as well.

After all, you cannot counter a max-tier rebel/vortigaunt without inherently screwing over the little guys too.

Reality is, it seems to have become clear CP's, OTA and CCR are all, collectively, just not as good as rebels are at S2k, collectively. I loathe this is even an issue, and the fact it is, is sad. But, without mincing words, that might just be the core of the problem. Frankly, people can highlight the 'G' part of RPG all they want, this is supposed to be an RP server, so I dont hold that against the Combine factions at all. Its not a roast, just how I see it objectively.

But, the server works the way it works. One lost fight snowballs into losing the next two fights. This, just about, irreversibly changes the landscape for months due to gear flow or faction impact. To which fight after fight is lost. Combine lose characters again and again, CP's/CCR get made completely obsolete, with the only 'relief' they get taking out some poor guy who has a single popper to his name by pure chance.

Does that make the things Civil Protection are doing good, or right? No.
But I'll toss that bone to them and suggest you shouldn't be applying nearly as much malice to it as the post suggests.

I guess if I were to suggest a solution, perhaps it needs to be observed more on what can be done for rebels, activity wise. If they had more to do, outside of shotcopping, perhaps issues like this wouldn't be nearly as prevalent. It might gear the scene back towards more RP based activity. Cause Im not even throwing shade at shotcoppers here. That kind of character can instill more narrative impact in ten minutes than the more RP based counterparts can in potentially months. Outside of an expedition or tailored event, what was the last non-S2K based impact rebels were able to make on the server? I could genuinely be off my rocker, but I cannot think of a single one.

In short, I'd throw the concept that the solution lies less with how we can beat Civil Protection back down, and more with how can the rebel scene be improved.

I could be entirely wrong with all of this, its simply my observation from what I gather from others and see for myself. Still, I have quite the suspicion I am correct, but feel free to correct me if I am well off the mark.

I read Half of it and realized why I stopped you don't even play a Cp or a rebel. I'm not even gonna bother, you just have to play both to understand why it doesn't work redhot...
I did and I know we'll why both sides are at fault and suck but right now the cp side is the one who's pushing and pushing and pushing.

Save us the time of reading your stuff cause coming from someone who spends 100% on loyalist rp and has never had a rebel char you're clearly spouting stuff you assume to be true.
Let me educate you on why shot ops aren't the problem, let's see the only shotcops that happened was when cps shadow swept the slums and captured crash, it was retaliation for the shadow sweep and even the cps had a ota waiting.

Then came the bunker assault which was event chars, not real chars.

Next shooting was two Jewish Chad's which was nanci and another player shooting two out of uniform and unheard csf characters. They didn't loot, they just shot them and left, it wasn't even targeted at cps and even then they got killed.

Then there was another event char shotcop

Then finally it was a shotcop by yours truly and the large gang of vortigaunts and rebels which ended in the judgements waiver.

The next shooting was Stanford in event char


So there's no issue with shot copping csuse... We're not shot copping left and right. Most of the things are events happening and those events causing cps to constantly sweep through slums or deploy ota for shit that might not even warrant it when cops can deal with it.

The only time there is a shotcop is when frustration got so high we said fuck it and went all out, causing a jw and a aw.
So please spare me the "there's better ways to do stuff guys stop shot coping pls, rp instead" because it's quite hard to rp when there's a sweep every few seconds cause a xen infestation let out a little fart in triumph street so now ota have to go look through and scare us all off into a alt+f4.

Yes there's been some bombings and some units died from some very unsuccessful shotocps in the past but when it all died down we saw no de escalation from units, instead we saw further escalation.
Ota sweeps, any gunshot or any event with zombies or god forbid xen had sweeps by ocs and wallhameds one of which I was a victim of and had to resort to a report for failure to follow their guidelines.
The bunker was handed to them as a win and instead we got a blatant metagame by ota after Ellen white scheduled a meeting through relay with pathfinder ota came and sweeped ending up with the death of a very valuable character.

It's getting more and more blatant...

It's safe to sY that most rebels don't even shotcop anymore we gain our gear through expos because it's much safer than meeting the current over geared and over pressuring state of the cmb.
We shot op because we're angry, not cause we need it.

So is there a fix for all this... Yes but it's gonna be some big changes to everyone and the system, I've already submitted them in the past but all I got was "it's already being looked at talia..." atitude.

Hell I even forgot to tell you that it's gone as far as cps sweeping for gunshots from the sewers... That's how ridiculous it is.

Tbf this doesn't really seem like powergame to me
 
When will be the return of TBC or S2RP. I think personally with combat-wise, If we go back to standard old /mes in combat - We would worry likely less about balance issues. But why let your character's life depend on his 20 out of 50 gun skill or let it depend on your 3000h on CSGO.
 
Honestly the destruction of the bunker killed Rebel RP more than letting them be in the bunker, ever since that's happened, I've seen maybe 3? 4? Rebels. People enjoyed the passive RP more than running around shooting.

Rebels wouldn't sit around in the slums when searches are common there. When the new map comes, It'll be far better... As long as OTA aren't allowed to run sweeps outside of the city every couple of hours.

Its not a matter of favoritism, its a matter of server balance in a way that not many people consider. I've seen this issue crop up in literally every single community I have ever played. You will never have true balance between the factions, simply because the ability for CP's to confidently respond to rebel actions and provide some sort of threat to them is vital to keeping the server dynamic ticking over on its own.

A CP faction where the cops are worried about a random rebel running up and costing them their character or one where even a sweep they had no say in joining will lose them a rank or worse is one that will get steamrolled by the rebels, picked apart through PK's and loss until they are ineffective and useless.

A lone cop cannot decide to rambo into the sewers and shoot rebels dead. A lone rebel can rambo into the city and shoot cops dead. Why should those two things be treated as totally equal?

"But Rabid, they agreed to this when they signed up to be a CP" - and yeah, true, but rebels agree to the risks of being killed when they pick up a gun and run around in the sewers too. It doesn't devalue their points when they get frustrated, does it?

Edit: Honestly though? This entire issue hinges more on the basis of CityRP needing to be stagnant to survive long-term, not one faction or the other.

The Bunker wasn't fair because any Tom, Dick and Harry could AFK in it all day. The shadow-sweep (which the 'losing trust' referred to) was fair, for reasons that have already been stated in a denied PK appeal. This dramatized stance is tiring, at this stage.

Honestly, S2RP would much better. I understand that people, that don't want to depend on the random rolls and rather on their s2k skills. But I think these issues went so far, that everytime Combat on the server starts the entire server gets somehow fucked by rule break by one side or a meat grinder that wrecks the weapon economy for a long time.

S2RP you can control it far more in smaller easier skirmishes.

Also, like to see how the character. Who never held a gun before in their hands or had a small time with it ICly. Become James Bond suddenly, just to save their own character in horrible PTSD s2k fights. (this means everyone, even cps)
 
S2RP sadly is win by numbers and equipment making skill usless, it would only be grind and grind till you have the best equipment making it not fun at all.

When I mentioned fairness, I was referring to handing over the bunker, I should have been clearer, apologies.
Now, while you’re right that giving it up isn’t exactly “fair,” I have to point out that it hasn’t been fair on our side either. CMB sweeps take almost everything, sometimes even when we weren’t at fault. You can agree that the bunker became necessary just to stop us from being killed constantly, or from having rebel RP wiped out entirely. Without a place to safely roleplay, it becomes impossible.







As CPs, you have the Nexus, you can RP freely there without worrying about being shot on sight. So why can’t rebels have a version of that? Why does it always feel one sided? Why can’t fairness mean both sides having a space to enjoy RP? Why do we have to log in constantly afraid of being hunted? Why should I have to log in, hear vocoders near the slums, and immediately log back off just to avoid being caught?

It’s easy to talk about how “oppressed” units are, how you’re forced into certain actions, or how rebels give you trouble, but that overlooks just how vulnerable rebels actually are. You have your Nexus. We have nothing. Even the sewers, which we treat as “semi-safe,” aren’t permanent. They’re filled with spores, and any OTA or infestation sweep can clear them out at any time. We don’t have a reliable safe haven for RP but the Combine do. Why is that...? Because you're an important part of the server, so are we, without us you'd come to a stagnant stop, it's happened before when you wiped out all the rebels the server came to a stagnant full stop. Event chars were the only thing giving rebels something to do and even then it became so stale that numbers plummeted. So please don't try to argue that you're so important to the server when all factions are part of it, we're all important to how the narrative moves.

Let me just put this out there. The reason why it feels like CPs got all this stuff and safe spaces is because in lore they do, while rebels are not supposed to have a magic base that they can always hide in. While sure there should be times when stuff is dialed down so they can get a breather, most of the time at least for people with BOL or AC should feel like they need to be running and hiding a lot. But with normal rebels you don't always have to carry all your gear, so if you just stash it away (not just the stash entity) you can be safe in the city or slums without being killed if found as long as you don't have gear and you are not marked. I feel like the only rebels that should be constantly in hiding and thus always in gear should be AC, so part of this is that people in loyalism stuff need to stop or be OOCly stopped from making the whole of slums locked down/not allowed to be in, and part of it should be on rebels to be more stealthy.
