Notices NEW CHANGE, NEW ERA - EXECUTIVE ORDER NO.06

It might be polemic but I got to say it.

Since this order came into abound, most of my friends have ceased playing because they feel they'll be too limited on where they can go or how they must play, this with the upcoming map change plus elden ring release has proven to be a mortal wound to their hopes and dreams regarding Willard.

The main case is of a man who had farmed around 150 Soc Cred, why? Because on a previous punishment the CP warned him that he either got his record clean or he'd be amputated upon next offence. So he began working shifts to improve his credit.

Now, he's told he can no longer roleplay in our shop (the pawn shop at the slums) without risking being punished by the CP. Which could lead to his amputation as he was pardoned of it last time with the subsequent warning.

What has this resulted in? He's gone, he's not playing anymore as all he could do is ask for Soc Cred reduction so that he being in the Slums would no longer be a criminal offence.

But then one's gotta ask. Why the fuck did he spend so much time in the workshifts? For the friends he made in there? It's just absurd that he's now being punished for following what the CP's told him to do.

So he's gone, which made the friend he brought stop playing, so that's two peep gone.
Then I am mostly alone in the shop, can only play during my work breaks. So in the end? In the end I end up playing Elden Ring almost exclusively as I can't do much because the guy who left had crafting at maximum. What do I have? jackshit

So that's three gone, then what happens? My cook? My cook needed me to do smuggling runs, bring him ingredients. But alas, I am gone.
So what does he do? He leaves too. He leaves in a ball of fire and anger, that's five gone

So now we got just one guy who regularly play. He's trying to reel us back in, but every day he tries at the end he ends up complaining about how the status of the rp has degenerated, claims to want to quit. He just can't, he's weak willed.

But the shop? The shop as a concept is gone. It remains only in spirit, yetit's production is gone. This was an enterprise which mobilised 6 players daily at it's core and 4 various associates which liked to hang out with us.

Now all that? Gone. Why? Because the fucking order said if you got High social credit you can't hang in the slums.

And just before that we had been told IC that we either got high Social credit or we'd be shot sooner or later.

So now half the work force can't legally come work here, and there's no reason to RP in the city itself as the main problem HL2RP has had since it's inception persists by it's own very design.

It's just not fun to RP for a long time in a dystopian society. Because for it's very nature it seeks to repress your joy and fun.
And once the novelty of the flashy concepts and lights run off. It's just fucking boring for most of the playerbase.

So yes, in definitive. I believe this Order is stupid.

The part with the insults, the discrimination. That's cool, that's dandy. That provides RP opportunities.

The part where you are phisically confined to a section of the map is realistic. Yet stupid for a simple reason.

This is not a real city. It's a Gmod map. It has like 4 streets, if they take one of these, you've lost access to most of the server content.

You may say they can risk it, they can smuggle along. But most folk are just not that willing to farm a character in the first place to then have to risk it on something as basic as standing behind a counter, because let me tell you. Shopkeeper RP was only fun as long as we all got in and could shit talk each other in arabic while we waited for customers.

Aside from that, it's just doing /actstand 3 and waiting.

What this order has added to my immersion is that now I am alone all day.

So from here I call for it's repeal. In game orders should not alter physical gameplay. Only psychological one.

Make rules that affect how you feel in the game, that add to the dread.
Don't make actual dictatorial rules which limit my freedom. Because this is a videogame. I can't flee City 24, it's just the skybox out there.

So this is that.

Truly hope the CCA who ignored our concerns prior to the implementation takes the time to read this.
If not CCA, then CM and Staff, I hope will read this and finally understand what detriment this Order is to not only the RP of the server, but the health of it as a whole.
 
I tried to warn about it :( my character works (worked?) In INDIGENT so I'm just staying off of it, he is also in thin ice because of another violation in the past which means any violation could have him pk'd, so I'm just not playing
ICly my character was under the impression that he could get away with going into the slums if it was to go work his job. It would make sense.

OOCly I knew it was a matter of time for the bs to pop up. Honestly, if loyalist tiers can go back in slums, in any way, the charges (and PKs) should be revoked. Unfortunate that my character got his first two charges in the same day, both unrelated, but I hope he's not heading for a PK. If my character gets PKed I'll find another interesting avenue to go down though.

Ironically this was the first sector-wide legislation to be passed by Summit 24, it later was moved to City-24 as legislation for the Provisional Assembly. when the time came to vote on it... the entire assembly including myself (who was chairman at the time) basically shut it down and everyone voted against it. And now to here, despite the legislation it's based on being denied, this still found its way, it seems like a big "fuck you" to the Provisional Assembly.

This whole order should be either improved drastically or retracted immediately
 
Across almost every community I have ever been in the server has been a hundred times healthier and more fun when RebelRP was marginalised, either intentionally or accidentally. RebelRP that is not tied directly to the city by force - built up more as gangs rather than a Resistance - will invariably end up becoming self-sufficient, locked in a corner and providing nothing day-to-day except attacks, which really only cops can respond to.

Six or eight months ago this executive order would have made far more roleplay. Why? Because the majority of interesting RP happened in the city and RebelRP wasn't much more than a husk.

You had a reason to go to the city daily from the slums - even most of the slum gangs were just that; gangs who involved themselves in the city regularly and provided roleplay outside of the slums themselves. The city had multiple thriving plotlines, both political and not.

Now all of those are dead, and given the choice between roleplaying in the slums and sewers where they can get items and everyone is sitting or trying to interact with caged loyalists and bored cops, what'll the average player choose? Definitely not the latter. Even the city loyalists have no reason to do anything because the city is mostly lifeless, they're locked out of the slums now and the cops, despite being bored, will usually just brush you off to march from corner to corner in victory square.

Even with this order being repealed it won't fix the actual underlying issue which is that the city needs to be the focus again.

Dear collaborators of City Twenty-Four.

Immediately as of now, the Underclass will be designated as anyone under 100 social credit points.

Following further amendments to the sanctions which include allowing anyone below 160 social credit points to freely access Indigent, however under heavy scrutiny. It is not advised to be found socializing in Indigent.

It is heavily advised that all subjects of City Twenty-Four review the new changes implemented. Workers are now allowed to continue their productive lives in Indigent if they have more than 100 social credit points.

The Sanctions placed upon Indigent will still stand until the end of March to be re-evaluated again. The Underclass has amendments and still stands as ACTIVE

The Administration sends their regards to the Civil Protection and all loyalists of City Twenty-Four. Together we are stronger, together we are one.

This is the right step forward in many directions, yet I'd still advise against the credit limit for workers and in general any kind of restriction into actual access. As I stated before the Underclass should be a system which adds to the psychological dread without detracting from the core gameplay of the server. The Underclass should be subject to public mockery, should be made to haveto go through bureaucratic loopholes, forced to be mildly inconvenienced in a way that feels spiteful, yet not effective. An example of this would be forcing underclassers to be disallowed from wearing hats, or to have to go to a special smoking area if they feel like having a cigarrete. Things like these which can further a character RP into hatred for the regime or perhaps meekness which forces him to become a part of it through indentured labour as is in work shifts.

This las part specially I believe it's far more thematically appropiate. A true dystopian regime does not seek to coerce it's populace into submission through true brutality but to render their mind weak. A human always seeks the easiest way out. And if instead of merely being phisically removed from the place, you are made to feel uncomfortable not being part of what they deem "civilised" society, there'll be many which will steer into a path of loyalism simply to avoid the societal shame of existing as a pariah.

And on a purely gameplay perspective, it gives most of the gears in the city a purpose, which can serve to get more players on the city itself.

CPs could tail underclassers, watch them, spook them without actually beating them or patting them incesantly. Just make them nervous by the dread of their presence, which in turn would make them scarier in the general psyche

Loyalists would stare at the underclasses, snide at them, show a visible apartheid which would serve to elaborate the concepts between Citizen and Anti Citizen, between the mass and the individuals.

And the Underclassers would have a clear view of their truth and goal. They can either embrace the solitude and seek the rest of the miserable
Or they can avoid all these hassles by simply conforming. Repeating what others do.

Which in turn helps cement a tribal mentality that'd lead to factionalism and gang troubles, these would in turn keep people in the city and the slums entertained solely out of the most interesting question a man could ever ask himself.

Who'd win in a fight? Me or him?

i have no polite way of saying how much i despite political rp and its consequences on the hl2rp genre

it happened on neb, and it happened again on willard, and it was always a shitshow

idk... rebelrp only (no civs in city) sucks as it kills cp incentive, but the city is garbage and no one can tell me otherwise. no one wants to rp with npcs in the city; i was around for when rebelrp was a husk and city was "alive" and all the city was, was dying shops, boring workshifts, ration farmers, loyalist simps who constantly asked for work desk stuff so they can escape being a civvie, and thtas about it.

but even during those times, slums was infinitely more interesting than city; interesting characters like Pegul, my own character, the bottlestreet conspiracies, old Sunrise, Tau, the smaller gangs like the commies, etc.

no one can tell me the highlight of willard was city rp because it never was; i was there as a player, trialadmin, admin, super admin, and then later CM

it was always boring to the point that i dogged myself back when i was admin to SA just doing events (nacht warden plotline) to keep people entertained and engaged because the city's content was nothing. either shut down by CP's at the time, or just boring ERP melodrama (which still exists now)

even now, people would rather plan and do expeditions on the expedition server than to log onto the main server

we've hit the wall of cityrp and everyone realizes it now, not just administration; city is BORING and its inherently by design. only if its radically redesigned from the ground up like aurawatch (and even that has its own issues) can city rp be "interesting" but i severely doubt it.

idk what to do to make the server fun anymore because ive hit writers block and im tired of all the ooc drama that not even admins are made privy to in order to make us all look like one happy, cohesive administrative family

its impossible to have the freedom of rp that merlin envisions in a large community liek this; somebody will always have a different opinion and only till you get to a higher level of staff will you be able to bulldoze past that opinion, and even then, it leaves you with enemies

case in point the large rebel attack a few days ago that was built up for OOC months; a lot of it was OOC manuevering that required a lot of touch and go (and a good part of it was because im a CM so all they could do was cope and seethe at me, especially cause 90% of it was planned icly) and even then it was draining to pull off and led to a lot of consequences both ic and ooc

if you want your completely freedom of rp server, you basically have to start your own and keep it small (10-20 players); kinda liek how expeditions server works right now

otherwise you get the current stagnant landscape of willard city rp

it is a melting pot of opinions, ex staff, ex community members, ex cp leads / cwu leads, current cp leads, etc. and they all have their own opinion of how things work. only people with enough respect and sway garnered after ooc months (people liek me) are able to push past this, and even that has a limit.

thtas why its stagnant; because to push past this quagmire you have to go through a lot of ooc weeks to months of getting enough headway to change things and even then it might require you to become a CM to do it (see: rebel reworks fully being done took Votton's help and me becoming CM to really push it through)

thats something u will have to learn to cope with because thats how communities work, especially roleplay ones; heck, thats how REAL LIFE works. the larger a real life company gets, the less individual power each employee has, the more politics is involved, and the higher you need to get for your voice / opinion to no longer be just an opinion but a fact of life

(i posted the below in nebulous, thought it would be relevant to post here too; i'm not a snake, so i'll post it raw NO RUBBER!!! have some willard criticism, hell, hl2rp criticism as a whole)

all overarching narratives concerning RP involving citizens has been squashed by staff (@Merlinsclaw 's militia arcs and other projects). CPs don't have anything to do. the barely-patrolled slums is the new hub for RP because it has all the script spawns and more bebuls and the plaza is 99% deserted except for john rationfarmer.

several months ago the city was the center for RP. it's not anymore. rebels have the equipment and manpower to stave off literally 3 waves of OTA and suffer zero casualties in the process (which could be blamed on poor weapon balancing, lack of OTA "training", or otherwise)

now, citizens and loyalists are encouraged to harass and berate those with a social credit count below 90 or 100 (minimal ration andies) which just drives more people into the slums. loyalists are also not allowed to enter the slums anymore because of IC CAB policies

these dev features you praise brought in new players and kept them busy for a while but now they're starting to peek behind the curtain and realize that actual hard-occupation city RP fucking blows. the management know this and the next version of the city 24 map will be more slummy and unkempt.

combine this with a gradual shift toward rebalancing the server around S2K instead of the turn-based combat system and the server is slowly but steadily turning into glorified combine vs rebels (the ultimate fate of every cityRP server before the inevitable lore wipe)

Politics RP is boring because it's missing why politics are addictive irl. Which is hatred

I served as a Councilman for my town for 2 legislatures, what keeps you there is a primal sense of infighting. City Rp is unironically boring because there's no democratic proccess. With the whole CWU, DoB and all the things there are in the server what should be fostered is a copy of a United Front system so prevalent in banana republics or the organic """democracy""" in Franco's spain. Where Carlists and Falangists butted heads against each other.

Making city rp is in my opinion as simple as making there be sides, just like in sports, give the common man a tribe and he'll be hooked until he destroys the opposing one
 
To sum it up, this 'order' was extremely poorly thought out and the only reason it was made, as far as I see it, was only to try and punish people who were primarily in the slums doing RP.

What people who think of these don't seem to understand, that rebel RP has so much attraction because there will ALWAYS be someone to rp. As people above mentioned, in the city, you're lucky to find a cop who can actually engage with you IC, and not just sit around and be basic copper who tells you to go fuck yourself number one billion.

Make it more incentivizing for people to actually try and become loyalists, offer new benefits to lower tiers within reason, I don't know, do anything but give people even MORE reason to completely abandon citizen RP and just gravitate permanently to rebel rp.
