Background:
Due to unreliable documentation and his own prior endeavors under the Universal Union, much of William Brown's past is left unverified - partly associated with the subject's tendency to fabricate and lie. It is believed that prior to the 7-Hour War he worked as the director of a major New York hedge fund.

William Brown came to the Combine's attention in City-17 as a highly influential politician and representative for the Black Glove Movement, a populist collective of independent businesses and organizations unified for political power. recognition, and communal support. Mr. Brown during this time stood as the sole-proprietor of the Grizzly Grotto, a working-class jazz bar and lounge - which grew into its own enterprise.

During this time, an unknown fringe organization going by "Napoleon Bonaparte" operated in his district; smuggling weapons and illegal substances into the underground and assaulting outspoken civilians and political dissidents. Eventually, it was found that Mr. Brown's original Grotto establishment served as a nexus for these criminals; with its management having been detained for processing.

Mr. Brown avoided punishment due to evidence indicating his non-involvement. In addition to his civil status and his history of working directly with the Combine. It was believed due to his populist sitting, prosecuting Mr. Brown for suspected involvement would lead to undesired unrest. Mr. Brown, instead, was stripped of his status - demoted to "Underclass" - and reassigned to City 24.

Following this, all known activity from "Napoleon Bonaparte" has ceased.

Heartwick - When I first heard of you, I immediately thought of the lucky few in our line of work who fell upwards into a suit and office. To hear that you burned down the homeless shelter all but confirmed my suspicions. You will be held accountable for your failures, the only question is whether or not that accountability is found on the wrong side of an Overwatch firing squad, or from under an Insurgent's noose. We'll see where your incompetence leads.
