Civil Protection: The State of Things [Bombings, JW, Antlion Arc]

Hey folks, while I wish I said something sooner, this has been an issue that's been building up for a few weeks now. I need to blow off some steam and make some issues aware to the public who may not see the other side of the coin. The bombing of the Check Point in Triumph leads to quite an amazing story. Anger boiling over, tensions rising, it was enjoyable then, only to have another Check Point bombed within days of one another that lead to a Judgement Waiver.

That's where some of the issues start appearing.

Note; I will be speaking as a Civil Protection/Combine Player during this narrative complaint.

CP-3 Bombing
If this wasn't one of the coolest things to happen in recent memory, I don't know what is. It was so cool to have players push that kind of deal, and this is coming from someone who was CONSTANTLY manned at that Check Point. It was GREAT roleplay for me and all the other Civil Protection, so why am I complaining about it? Well. The radiation seemed a bit too much, just a bit. I get the goal of it was to try and prevent them from rebuilding it right away, as well as encourage player rebels to DO that. To allow the rebels a chance to make a push, nothing much came from it but it was still a change of pace. Kept us on our toes.

Because for some reason in the future, there was a Headcrab launcher(?) How was that even functional after all the radiation and the BOMB that blew up the checkpoint, not only that for the freezing materials used, it should have really shut down and broken most systems. Kinda strange and shocking to get a notification that the NEXUS was bombed by some checkpoint that was blown sky high.

Once again we rolled with it because hey, it was cool. Dumb and unrealistic? Sure. But still cool to see. (Note; We were almost off JW, less than 4 hours from changing until that thing hit.)

CP-1 Bombing

...The only real complaint I got was the restriction on us not being allowed to repair it. That was really dumb. We were putting efforts into trying to have it repaired with the CWU and Local Citizens. Only to get told no. I don't really like that narrative. Kinda a slap in the face where we weren't allowed to repair the small number of assets we had in control. It only pushed the idea of this strange Triumph = Slums narrative. It was decently early on too.

The Judgement Waiver
The Judgement Waiver was exciting! It was fun! ...For the first two days that it happened, Civil Protection was allowed to be harsh, allowed to be the scary force that the stories within the Half-Life 2 narrative speak about. The masked grunts and thugs follow the orders of a voice within their heads. Heeding all commands ensures "peace" and control of the very city!

This was after us having two of our strong checkpoints taken away from us! Oh man were we ready to fight back, to hit them where it hurt! Finally, a fun arc where two sides would clash into a combat that was going to be fun... Right?

But we were denied Slum Raids. We were denied attacks on Rebels quite often. We weren't allowed to punch back for whatever reason or another we were denied the things that could have made the oppression further for the common slummer and citizens alike. ...It just wasn't fair to them. I don't want to make someone's roleplay experience awful, having someone stand in the Ration Center because we're dealing with an armed conflict for HOURS? I'd of left the server, I wouldn't want to RP that.

And the Creative Team/Admins(?) saw fit to constantly build up defensive positions for the Slummers/Rebels which weren't even player made? ...Odd.

Fine, so we went forward with destroying it. Then we were also told to avoid going into this area because ...??? there wasn't really a clear reason per se, only that we got messages from the FLs (who I'm not blaming for this at all.) We would have to rarely check on this lost area that was once Triumph Street to allow the rebels to push further and further! ...Never happened.

That was annoying, to say the least. We couldn't even go into the SLUMS without something going wrong in an OOC manner. Constantly complaining was just so bad that I know for a fact, I didn't want to deal with it. So I just... didn't. I didn't encourage the harsh punishments that we were all expecting to be allowed because they weren't.

Truthfully the Judgement Waiver should have only lasted 2 days. Until we had constant firefights.

Again we were denied to push the Judgement Waiver to a higher tier for...? No reason was given. Actively it has felt that the Combine players at this point were punished for doing their job, in BEING oppressive. We couldn't. This was strange but I was willing to look past it because there was a new arc coming and everyone was really excited about it. Kept our chins up, and rolled with what we thought was going to end in the slog of RP for us.

...let's talk about that.

HP-1 Bombing
Are we sensing a theme yet? The narrative of bombings got really boring at this point, more so that it was a block of C4(?) to take down a defensive wall that the combine had made against Terrorist Acts AND Antlions. Yes, the situation was spoken about and handled, never sat right with me having it be so late with so few on.

The Antlion Arc
Let me also preface this by saying this:

I can't wait for this arc to end.

If I wanted to play a Combine vs Rebel S2K server, you know what? I would have joined that. If I wanted to join an Outlands Half-Life Server? I would have done that. I GET THE IDEA. It's just being handled very poorly right now, I have not a single doubt in my mind that the Rebel Players are having a blast, they SHOULD be. This arc feels like it was made for them.

I expected both sides to be clinging for dear life to fight against the hoards of Antlions! ...But we got Admins with Bug Bait that pushed an entire objective just because the Combine had secured their Hard Point again. We even spent hours the night before repairing it to have it ready for the swarm WE knew about. But we got crushed out by Admin Rebels and Antlions swarming not only an entire Squad of Civil Protection but some pretty high-armored OTA as well.

Alright, fine. It was for a narrative push. A bit insulting for Combine Players that they had to use Admin Characters and Bug Bait on day one.

What about the NLR Zone? We as Civil Protection cannot patrol it often, not even without Rank Leader Approval. What about the SHEER amount of equipment that the Rebels have? Don't you dare for a second tell me you guys aren't up-armored and ready to go. The current average rebel can take on a team of Civil Protection, for dirt-cheap ammo, for weapons that are easy to get.

There was an odd issue that a certain type of new spawn had a sharpened knife and 200 credits. (The sharpened knife that is.)

Why aren't the Antlions attacking the slums as often as they are attacking Victory? Recently I've been told because of balance but every single 'success' we do as Civil Protection/Combine doesn't have any meaningful effects on the "other" side.

Honestly, I'm ready to let Victory fall. I'm burnt out man. From the weeks of fighting to this?

I'm burnt out from all the chaos that's been sent our way, we're players too.

A great statement made by someone who I will leave unnamed that sums up a lot of how Civil Protection Feels right now:

So, you're missing some information, and i have some points of my own so, I'll tell you.

1. This entire Arc was started by players, the Wardens offered a job to disable the thumpers outside of the city, player then took the job, they could have refused to do it, or sabotaged the job, or a million other things to change the outcome. The BMD factions themselves have to rely on players to do actions for them, most of the time.

2. The barricades that have been put up, while not RPed out by players, rebel players did provide resources to build said barricades, there a quest to provided said resources on the board right now, every time i have tried to build them myself, i get swarmed by cops, for pushing a dumpster.

3. ICly the reason why the slums are not getting attack is that the Wardens, have directed them to go around the slums, as that is where a majority of rebel territory is, so they are directing them away from that area. OCCly, slums are where the outcast background spawns, it would be unfair for a new player to be insta PKed cause an admin decided to spawn antlions, the same reason the train station does not have antlions, or any other spawn point.

4. From what I know, and i may be wrong, but at least some of the thing you have problems with, have been done by players, and i think that any successful action taken by players is totally fine, as long as it does not break rules, even if said action does have a negative effect on a faction, and given the antagonistic relation of rebels and combine, it makes sense,

5. Other stuff happened, other than the bombing of the checkpoints, after the first one the slums were called for generally mobilization, to take ground in Triumph, also unrest is a central part of HL2 RP, rebels are going to destroy checkpoints, and attack cops, it just how it goes.

Anyways, that is my take as a Chad Rebel Player, i may be wrong as somethings, as I don't play combine, but from by experience as a rebel player, and what the other rebel leadership has said, so far the arc has been really fun, some the rebel leadership also agrees on the ants not being as dangerous to the slums, and that they should be more, which I also agree with.
 
Okay, I'm here to input my two cents here as a Citizen RPer. But I shall preface it with a warning. I am biased against both Rebels and CPs since I want to simply live in my damn City. With that out of the way, I shall give my main gripe with this entire arc (I'm going to ignore everything before the Antlion Arc since that was player-made and I wasn't involved in it too deeply).

THERE'S NOTHING TO DO AS A CITIZEN

Now what do I mean by this? Surely I don't mean that wandering the city for 6 hours a day waiting for the one workshift and even rarer ration distribution isn't boring at all. Or the fact that all shops are essentially dead due to lack of commerce. Surely I don't mean being told that the Militia is to sacrifice our lives to fight the Antlions and then when we're summoned we're told to piss off and let the CPs and OTA do all the work. Surely I don't mean any of that oh no no no... /sarcasm

So far this Antlion Arc has been utterly pointless for those who thrive on RP in Victory/Willard Street. I have spent the last week flagging on and pointlessly been locked wandering around spending each and every single hour of my time doing nothing but trying to Passive while my hunger/thirst meters drip down because its either that or try to enter the slums and go full John Rebel.

As much as I am more biased towards Rebels in regards to CPs and OTA getting dunked on I do find the statement

To be completely and utterly true to my own ears as a Citizen/Militia player (and even more so the CP faction). Why the hell did I even bother grinding out my SC only to sit on my ass waiting for this Arc to end?

Granted I sound completely ungrateful, and your typical Willard Whiner and you would be completely correct in your assessment so forgive my slight irritation towards some in the CP faction when they complain about unable to do anything of substance when I watch a Rank Leader threatening to blow my brains out for trying to help them in their fight against Anti-Citizens/Antlions. So do forgive my slight annoyance at what I feel is slight hypocrisy on the CP end. But I feel like there are those on the CP faction end who still OOCly/ICly treat Citizens as utterly pointless in this arc as a whole which will only draw people further to RebelRP. Now if that is your goal, go ahead and keep doing it, but if you don't want that to happen then something must change.

(This is not to invalidate their own complaints at all, so don't take it as such)

Regardless if we want to continue the Antlion Arc in an interesting manner that's not your generic CvR Arc.
I highly implore you to DM me, and the Creative Team or your local staff member or your Faction Lead. This is probably more important than even my 2 AM late night bitching so please listen to this point as well as my first and only point.

Anyways that is my take as a disgruntled CitizenRPer who just wants to grill. I am possibly wrong in my points and I'm no doubt coming off as abrasive and frankly I'd rather be truthful and abrasive than passive-aggressive and lying.

(I was gonna write a complaint against Rebels but since I don't play in the Slums often enough I can't do so and it wouldn't be fair to RebelRPers so I apologize if I miss shitty things going on their end. I have only played in the Victory/Willard area for most of my time during this Antlion Arc so I can't comment much on them. Sorry in advance to butthurt Loyalists.)

This isn't true; the inciting incident was fully envisioned by Creative Team (barring minor aberrations per player choice). Only the ending is left ambiguous; you weren't given a choice so much as deliberately led and encouraged by Creative Team members to pursue the 'right' actions. I suppose in a nuanced, round-about sense that; if you genuinely believed to have been given options, then the Creative Team probably did a good job convincing players of player choice.

There are those who lament the lack of shit to do as citizens, yet it is evident that the creative body, the CT, has not seen fit to provide them with anything worthwhile, outright admitting nothing was planned for them. The only offering has been a hastily assembled and ill-conceived militia, which hardly warrants the attention of the populace. The incentive structure put in place by Willard to foster the creation of engaging roleplay has regrettably fallen into a state of disrepair and disarray. Should you hold the sincere aspiration to deviate from the "CvR" norm, recognizing its ineffectiveness as a method of conducting this event, then you must take action to bring about substantial alteration.

This would entail fashioning valuable content for the faction that extends beyond a Neanderthal assault on Triumph on a daily basis, an endeavour that tends to upset the delicate balance of the server and result in the demise of a significant portion of the participants. It brings me great satisfaction to observe that the playerbase is not passively acquiescing to the dispensation of subpar and incomplete narratives, and I encourage you to speak out.

I was told by Neonity, that it was indeed a quest that started the arc, and that the players could have just not done the quest or other things, thus this never even starting, so i go 2 sources saying different things.

Everything labelled here is the result of Rank Leaders / MCP denying your ventures, themselves. Some of them are LOA before the arc started.

You say you don't want to ruin someone's roleplay experience, yet they're doing that to you. As a CP, if I was in your position, I'd think about a more aggressive change would be in order and go against the grain and grail in some way. The situation is chaotic on the server because it's meant to be. We're not making it to be a walk in the park.

The CT, NT and Staff have absolutely left it to your own authorities in the server to act. So far the rebels are the folks pursuing their own objectives and are ballsy enough to take their fights to the Civil Protection.

I suggest to start looking inward at your command units, because it ain't the writers or staff that's stopping you from acting on the server and we've given you every segment of opportunity to act. I've spoken for a handful of hours deep into the early morning to discover it. You have superior firepower, a larger force.

If you're complaining about not being able to "be oppressive" at the CPs - I'd recommend to simply
"start fragging your Rank Leaders or MCP and try your hand at leadership."

Look, I'm going to rummage down most of the thread so far as "I cannot do anything, I cannot be oppressive" - just do it. Be a monster of a CP if you want. You have the tools available, and the initiative and none of us from our end are stopping you. Seems like a lot of self-sabotage done from the entirety of Civil Protection from inactive leadership, IMO.

I understand the culture shock of the declining situation in City Twenty Four but the general basis is that I'd seriously look inward into the people that decide to tell you "no, you can't do that" during a JW setting - flip them the bird. It's dire situations, bring it to your ability to decide what the next course of action is.

To add another point, the players who are active in the condemned zone are enjoying the arc because they actually have their activities planned out between themselves in-character. And there's also the Vorts that provide.

Yeah, this is exactly what I'm talking about. If the citizens are making a militia because the CPs aren't doing enough because of their own choices and said CP faction shuts them down, there's no wonder why people are obviously pissed, lol.
 
My take on what I've seen so far:
Passive is non existent, people run around mindlessly and don't interact with others much. If you think the passive is gone because of the arc it's not, it's your fault, interact with people, create story, create relationships. As a cp you're not a npc you're the one acting like a npc, interact with people just because you have to keep your identity hidden doesn't meant you can't have friends within our outside of the garrison. Be ballsy a little.

I've noticed a huge balance problem beetwen OTA and rebels, despite the new update on vorts their power is still the same. Yes they can set people on fire, yes they can vort slam but the damage is mediocre and limited per uses, if they run out of energy they are dead.
1 single vort is enough to summon 5ows and 1 ordinal, it's overkill and too much. Doesn't Mather how strong a vort is, a single vort versus 6 players with 300 hp is too much. Before you can cast or fijnish casting your beam you're dead.
And for those who sya that vorts aren't alone, 3 vorts and 3 rebels fought 6 OWS and failed. OTA eat bullets likes its rubber and it's pretty unbalanced how you're firing at someone and it feels like you're doing nothing. The guns are too weak or the armor points are too high.
Ota deploy for nothing and everything lately, noticed that in the last deploy they deployed without fulfilling the requirements, cps go first then Ota go if cps fail. They depluyed straight out of the bat without letting cps deal with it, I understand the city is in a bad sociostability but the fls themselves said That OTA should stay out of triumph and with the late non stop deployments of OTA constantly Hammering down on rebels I feel like it needs a heavy tone down or nerf.
I've killed a vort on 20 fps on my Ota... It's not fair for them.
It seems cps are being denied of responding or doing anything and it's leaving them simply in the void of things. I've shot cps ijn triumph 3 times now and there was 0 response to it, whether it was their choice or they simply were denied of any response is unknown to me.
Let them free and stop sending OTA whenever a rebel farts towards the city. Otherwise just send a fucking strider at this point. The deployment guidelines suck and seem unfair from both POVs.


The antlions are buggy as hell, I think everyone cna agree that they fly over you or fly into a wall next to you and you still get damaged for some reason, they do multiple attacks in a sjngle animation dealing 2 times the damage.
The fact you can't even butcher them just makes it so that fighting the antlions has no Real purpose for any of the factions, you fight them simply of they push you or enter your turf.

The NLR idea I think it's good while it's true the people are getting ballsy and going out there like idiots kissing antlions alone and going into bleed out for it, I believe that if their death is completely not valuing their life, then they should be punished under staff's discretion. As for loosing their gear that should be enough as punishment.

As the one who oversaw a lot of the things mentioned in the reply quoted- a lot of that was indeed handled by players and not CT. The barricades for slums was a quest given by BMDs, players handed in resources and as more resource flowed in, slums got upgraded slowly and surely and within a few days of the quest being out there, the new groundwork was built up and ready to go. Even now, players are taking on the initiative on the rebel side to reinforce the barricades and patch up the holes created during the arc thus far- none of which is under CT control but all player handled.

The Arc itself was given the choice by players. Beginning and throughout even til the end- all made for players to make decisions on where and how things should go based on their own actions. CT just places the objectives and points, it is up to players to act out on them and left on them to decide.

The only time CT got directly involved was the 3 Event Admins attacking the Hardpoint in the finale wave which finished it off after the player rebels did their part. After that, it was left alone and tbf, CPs could've taken out said Event rebels but pulled back abandoning the place for good.

Outside of that, all attacks, bombings, etc etc is all player made and led with the only thing CT doing is overseeing it to ensure players get the effect they would expect since that is how RP works and always need the GM to set the scene for your actions. Overall a good 90-95% of this Arc and prior has all been Player related activity and not some magic forced by a magical GM taking something out of their arse.

I generally hate it thus far how CT is being blamed for that which it is not responsible for- since they are leaving it to players and factions for the most part and watching while doing the stuff they need to like oversight and handling of the Antlion movements and spawns.



I will respond to the rest later as I do wish to respond to the OP here but will leave that for a bit later as to not fill the thread with a giant text wall explaining the events thus far... that and it would take a while.

What I do wish to point out though is that all the bombings and such is all led by players and Triumph along with the slums not being swept is the responsibility of the Factions. CCA, CPs and CWU all have the power to do things here- just they need to take that step to do it. Nothing stops them other than themselves after hearing CP Command units are making Citizens boring to play and Command units making CPs NPCs

CPs complaining about an IC issue, complaining to staff about it. All for the sake of being unable to PK rebels.

as former CT i can tell that the team has good intentions and can trust them when they say that they’re barely involved in this arc other than monitoring players when they push the arc further. CPs are complaining about the event as they believe it’s mainly centered around rebels, and why shouldn’t it? rebels haven’t been focused on for months on end and their part in the story was null up until this point where they started getting their shit together. if it wasn’t for CT doing this arc then people would still be complaining about rebel inactivity.

people want rebels to do something and actually have a fighting chance, but when they do people like overwatch mains start getting mad because now they actually have to fight back instead of letting CT hold their hand throughout the way. i will admit, since i’ve read the document detailing the entire arc i didn’t enjoy it and i wouldn’t have enjoyed it in-game neither as a vortigaunt/citizen player. but rebels shouldn’t be blamed because they’re actually doing shit now, that’s just plain hypocrisy

I too find it absolutely bizarre seeing people sticking to their corners and not actively exploring outside of them without a single mere discussion. Due to this, polls would be unironically more feasible to determine who hates what because it doesn't involve you spilling your guts out in the actual comment section. Yet, despite what the poll count really is, the thread comes to no transparent consensus between the other souls whatsoever, especially for those who are the route cause of such stubbornness, to begin with, so the conclusion is, is that it gets buried, and bound to be caught fishing for copium alongside the other fossils. Unless these issues were "in-secret" already being looked into and had been formed into a plan prior to the excess of it being kept quiet unnecessarily.

As mainly a rebel player, I have found the Arc to be pretty exciting and if there WAS admin intervention it was unnoticed and flowed well, as far as I saw. One of the better moments I had was helping to steal weaponry off of the checkpoint and install it into the slums, and rallying the people there to make a proper killzone with it by barricading the flanks in. at least half of the barricades in the slums at that time were created by a horde of players rping it out in that moment, and I can suspend my disbelief about the giant structures appearing overnight from admin activity. I've had more RP now because every rebel is finally pushed into the slums and there's activity all the time.

As previously stated, if the ones preventing the CPs from acting are the leadership, then that should be dealt with IC - but just telling them to "lol frag your commander" is pretty bad solution. CPs know they're more or less safe if they simply follow orders and don't get too risky. The leadership know they're safe too because the chance to actually "frag your commander" and get away with it would be insane for anyone to get. It's simple game theory, the CPs know they're less at risk letting rebels around run the park than to disobey or, god forbid, actually overthrow a superior.
The solution? Change those rules for the time being, let everyone know, and let them go wild. Let CP's get away with shit inside of the faction by not having the OOC punishment hung over their heads for actually trying to do it.

Well, i would argue it's an IC issue, cops should sort this out themselves. If cop leadership isn't doing anything, that's on them, it would be the same with rebel leadership, if they did this, it would be expected from rebels to sort it out themselves, without staff overriding the rebel leadership.

Faction leads are being limited OOC'ly, iirc.

I would say the difference is that Civil Protection is an actual faction, with a clear cut faction leadership structure.

Rebels are 100 percent player made, and managed, groups, with the only staff guidance being BMD quests with rewards.
As far as I remember, CP leads were told to hold back on slums and Triumph patrols to let Rebels just do their stuff, around the start of the arc, so that may be why they are denying counter attacks.
