OTA just ignore RP and play by their own rules

After getting into an argument with a local CAB member about opining up rations and how upset my character was that he had opened up rations just for him and nobody else before shutting them back down, a fight broke out. The CAB member in question drew out a very long /me which gave plenty of time for OTA buddies in discord to run over to me and merk me before I could finish my /me because not only does timescale not exist but allowing people to do /mes doesn't either. So my RP was just ignored and I get rekt. Fine, whatever. I call a staff member and start engaging in a one on one with them but before I can even get help about that situation, this happens.

OTA need to chill the fuck out. Even worse than CPs, they have been decking people left in right mid RP and just being an overzealous cancer to an already shitty state of RP.

OTA in question are [Staff are aware, please do not leak OTA taglines] that is entirely private.

DO NOT LEAK THE OTA TAGLINES THAT ARE INCREDIBLY IMPORTANT AND CLASSIFIED INFORMATION.

Why the elitism? Why on earth would knowing an OTA tagline matter any more than a CP's? Sounds like cringy coping elitism to me.
It seems this server will go the way of Terranova. Some retard has said "Oh someone told me the CPs had to be nice!!!!!1 GUYS WE CANT LET THIS HAPPEN EVERYONE RUIN RP FOR THE CIVIS!!@!@!"

I don't think it is possible for one to decide when things are IC and when they're not, people in-game are expected to maintain a fluid Role-Play and that means that only a Staff member is allowed to halt a situation to deal with specific things.

After that was said, if it was an admin sit then the person dealing with the situation would have stopped this from happening, but it wasn't one or so it appears.

Hello, I'm the CP about to whack you in the video
First of all I'll apologize because at the time I thought you were trying to impersonate an admin without any staff symbol next to your name which completely lost any respect I had for you at the time. I now see you were claiming to be in an "admin sit," which I normally would've asked more about had I not been mistaken.

The OTA soldier whacking you caught me completely off guard, but you weren't the only one that got whacked. You weren't PKed either as I assume is the standard procedure for when people fail to comply with OTA. All we were asking for citizens ICly was to move away from the escort formation we had established, and some times the Overwatch AI would ask us to disperse the street further. If you notice in the video, I picked you up to move your character's body away from the action.

Nobody to my knowledge was charged any violations, lost any social credits, or had their character PKed for being in the way of the City Administrator's escorts.

I agree that OTA should have at least /me'd their response to you, as I was about to finish typing my own /me to whack you over the head and forcibly move you somewhere else, but I assume they were operating under strict rules that I'm not privy too.

I'd like to bring up something else this thread highlighted.

There are no timescale rules for anywhere in the city that have cameras near, and yet rebels are expected to want to attack these places? Or ambush CAB members and such? This fundamentally does not work with either TBC or RP (as seen here). It certainly isn't going to work with the absolutely abysmal standards of both Civil Protection and OTA.

The TBC breaks because it becomes exceptionally easy to simply message people who aren't locked in frequent pauses to either dogpile onto a situation and tip the scales or cut the other person off while they're trapped running away due to the frequent script pauses. Breaking an RP situation was literally showcased here.

So what is my incentive to actually engage anything here again? I'm certainly not gonna bother trying to mug or kill anyone in the city or even do much of anything if what happened in the video above is what is expected to occur.

The fact that the OTA in question hasn't been called to take his personal responsibility is ridiculous. This whole hidden tagline thing is childish. The player responsible should come forward as a sign of honesty and willingness to solve the situation.

Why is Overwatch even around at a time like this lol
"Oh, bro you're just patrolling the city center with absolutely fuck all going on? Nah mate you need heavily armed and armored shocktroopers running about."

I respect having guards, cause any citizen could potentially stab you to death - but there's no rules on timescale so you are literally in next to no danger. You can just stall until backup arrives and then they die.

Moreover, if someone has an OOC problem with a situation, like seen in the video, and has notified the other party that staff has been called, then the other party should respect that and wait until a staff member can come to mediate.

First of all, thank you for bringing this to light; it’s an issue in which I can see, from a player point-of-view as well being rather clearly an issue. At the moment I’m not able to write a proper reply, I will in a few hours but for now please take this as an indicator that I have acknowledged this and passed it onto the OTA leads; hoping we can find some middle-ground and stomp this out before it really proceeds any further. 👍🏻

Just going to put my own opinion here aswell, it also seems like the Overwatch unit was just ignoring the LOOC. I don't know whether this server has this thing that OTA can't be talking in LOOC or OOC (or whatever) but the person who plays OTA is also a player behind the screen, the Overwatch player should've acknowledged the LOOC rather then continue the roleplay. It isn't right that since you are roleplaying as an OTA, that you should also not pay attention to OOC and pretend to be a robot in real life, and ruin the fun for another player who is trying to communicate with another. This could've been avoided if the OTA party just simply talked in LOOC and understood that the guy told him that he wasn't IC (and understand the situation in OOC) but it seemed like that everything is taken IC by an Overwatch player.

Yes, please sort out the OTA in this server, clearly some people just aren't fit for the role.

I have spoken to the OTA unit in question and he relayed to me that he was only following orders from the OTA lead. They were in the OTA VC so it was communicated verbally. I don't think the unit in question should receive any punishment since he was only doing what his faction lead told him.

This timescaling stuff not applying in "Public areas" is understandable, it exists to prevent confusion and maintain the flow of the server in busy areas so that random civilians can't do EZ crime in heavily populated areas, as it's where the Combine's power is strongest.

But blatant stalling, when caught and recorded, with the OOC knowledge that reinforcements are coming, (If what the man is saying is true), should be treated as nothing else other than power/metagame, or at the very least seen as loopholing/abusing things that exist to keep the flow of the server going.

This is a benefit to it, it also leads to PKs which wouldn't exist if you had rules that were fair. Preventing unwarranted PKs and allowing roleplay to continue > the vague idea of "stopping confusion".

People need to learn that timescale may happen in the server, and if it does - be patient or leave.

If I mug a cop in a dark alley of C24 (of which there are many by design), what is stopping anyone from simply stalling while backup rolls in because its 'in the city'?

The same goes for TBC too. What's stopping a PT of cops who aren't in TBC from sprinting around to cut the poor guy who is off and killing them?

And you're right for the most part, but at the same time with a City Centre/Heavily populated, open area, any kind of disruptive behaviour would be mega difficult as there are CPs/Cameras around every other corner. - A lack of timescale wouldn't really be a huge issue if all parties involved would play fair and not abuse the system in play.

The sentiment is the correct one, but perhaps then if it isn't working it should be changed.

That being said, timescale would also stop said abuse anyways.

The issue I see just at a glance, is that Overwatch do not even play by their own rules.

See the Civil Protection Promptuary below:

Overwatch are supposed to only be out and about during judgement waivers, as written in the actual handbook currently. I see multiple citizens just walking around and lazing about in the video above- which contradicts what the status at that time was. I'm curious as to what would be dire just a week or so in that necessitates overwatch armed with AR2's to be making multiple appearances.
This server is such a shit show and I love it, such a great reflection on how sociopathic and selfish Hl2RP'ers are :3

Nothing, and it's why S2K is a superior form of conflict resolution than any S2RP or TBC bullshit.
