To be fair, if you follow the Half Life world to a T. No one would stay in once city for more than a few months. A lot more people would be amputated for small crimes etc. I have not been here for a while so correct me if I am wrong but, it seems Willard sort of has its own lore and its own... -

That’s a really good point too, I feel like maybe there’s a happy medium somewhere that fits. I’m not saying turn it into the Wild West of course. -

I wonder if it’s worth exploring the idea of really treating the slums like the hood. Maybe CPs don’t respond to petty stuff. Like a dude with a melee weapon or like one or two gunshots here and there. Maybe just scanners unless there’s a more significant event? I’m just kind of spitballing... -
