December 15th, 2005. Members of the United Nations remains meet to discuss the increasing issues in the world. Someone mentions constant infighting among new urban centers, another attendant mutters something about the police. Suits take notes, the meeting goes on. A month later, Civil Protection is formed in multiple cities, contained to Districts, a blanket term for the police, post-war policing infrastructure remains as-is, many do not take on the new name. Funding is directed into districts who adhere to the new name.

Adherance brings additional food, weaponary, and rules. The Standard Punishment Metric becomes common to precincts, there are two punishments within the Metric, execution, or forced labor within distant prison camps. The former being the most common, as labor camps in certain urban zones were increasingly sparce or already over-populated.

January 13th, 2006. Standard Punishment Metric is removed for a new system. The basic Violation Index. Earliest violation index's consisted of over 843 laws, including sub-laws and restrictions. Many units refused to abide by the massive amount, and physical paper copies of the most common were provided casually among squads, divisons, and departments.

March 3rd, 2006. Captaincy Established. City-wide tri-monthly protectorate conference established. Civil Protection mandates itself into District Level powers. The Captaincy is minimal in each city, with each Captain holding authority over a handful of precincts. Political power of any given member of the Captaincy is null, only relating to laws and matter specific to Civil Protection. From creation they do not exist on the field, or outside, they sit offices and write reports to eachother, or review reports from the precincts under their control.

Hated by their units, a majority of the Captaincy number was picked from family members of important political members, rarely were Captains selected from the force, or prior pre-war rankings. Animosity between the Office of Command and field patrollers grows over the coming months, many Captaincy orders and mandates are ignored completely, prior leading ranks in old precincts maintain a majority of their authority despite complaints from the Captaincy.

May 29th, 2006. Rank Points established Sector wide. 00-RL. Before this point, cities operated on the old structures of their given police departments. Many precincts do not immediately follow with the change in rank, many precincts still operate alone, and as they had before the war. Many urban districts do not have a proper law enforcement presence, leading to many sovereign lands within cities. Districts with precincts hold great power, and hold considerably more safety compared to their unstationed neighbors. Many flock to newly-established Civil Protection hotzones in search of safety.

Operating a puesdo-militias, uniformless bands of hired guns, an armband commonly differences them from the rest of the population, if they had not taken to using old uniforms. The peace offered by these new garrisons lay only in no immediate risk of xenian outbreak, while the Protectorate is present, there lay no check-balances for power.

July 1st, 2007.
Promotion Day incident. A quarter of City Thirteen's units rose up in a coup against the current Captaincy Administration. The attempted coupd'etat was considered a failure, with a majority of the Captaincy surviving the attacks. Promotion Day leaders en-mass were executed or sent to prison camps, many of their units either faded into obscurity, or fled to create their own groups underground and beyond city walls. Some harboring the intense hatred for the Captaincy still remain. They rarely show their face.

August 9th, 2007. The Dispatcher AI takes authority, placed within every precinct this AI monitors the activity of command and provides insight into situations from data. It is rare for the AI to do more than request information relay and issue broad orders to command ears. Human dispatch officers remain the most common for the role, men in chairs with a dozen phones at their desk awaiting emergency and non-emergency calls alike.

Uniforms become the general mandate, pre-war policing attire is banned all-together. Tunic, pants, jackboots, belt, samples are provided among cities 02, 17, 08, 13, and 24. First editions uniforms came in only two sizes.

November 13th, 2007. Number crunch, the basic Violation Index is shortened by 97% into a considerably much smaller list of transgressions. Punishments range from beatings, fines, mugshots, imprisonment, and execution. Mandates across the sector make execution a final resort, with prison-time becoming the general punishment for harsher crimes among the captured.

Short-range radios become common at this time, transmitting locally at a District-level, any communication past District levels goes through Dispatcher comms. Any units outside of the immediate range, or below-ground suffer communication issues. Long-range communication lays only with uncommon portable radio-backpacks, and far-reaching transmitters build into old patrol vehicles.

Early 2008, District 1. Authority challenged, minimalistic, still recovering from Promotion Day, a handful of units now staiton in District 1, barely able to maintain stability. What happens will be determined.
