“My District, my People, my Rules"

MANIFESTO, CLAUSE 2.
Real Laws for a Real Society:

NON-CRIMES
Non-Punishable Non-Offences:
  • Insulting Officers, Ministers, Advisers, etc. - Freedom of speech, baby.
  • Possession of a melee weapon. - Right of carry for self-defense and other.
  • Partaking in drugs and booze. - Personal right of all individuals.
  • Scavving on non-private property. - Abandoned means free in my book.
  • Refusing to identify without a warrant. - If you aren't a target of an investigation, you can keep your name fully private.
  • Self-defense. - Fighting back against a dipshit who attacked you first, as long as they are still actively engaged in the fight and are not retreating. Blunt weapons are permitted to be used, but sharp ones may be considered Major Battery if the opponent suffers heavy wounds while not using any weapons.
  • Gathering in large numbers. - Fuck's illegal about a parade?
  • Jaywalking. - Fuck cars.
  • Vagrancy on non-private property. - Sleep wherever you want.

MISDEMEANOR
Warning given, punished if repeated 3 or more times:
  • Attempted Minor-Crimes. - Attempting and failing a crime is still a crime, just a lesser one.
  • Threatening someone with death. - Keep it civil, pals.
  • Intentionally blocking passage. - Keep the air flowing.
  • Minor vandalism. - Don't vomit, piss, shit and etc. on the street.
  • Disturbing the quiet. - Keep your yelling and loud music down.
  • Minor Theft. - Pickpocketing, stealing small bits of trash, Francs, food, water, etc.
  • Minor Battery. - Specified as each separate brawl with the opponent knowing that the fight is about to take place and each side only having one active fighter and not using weapons. Still, spare your knuckles and limit yourself to one or two a day.
  • Accidental Trespass of Private-Property. - Entering Private-Property on accident without intent to vandalize or to steal. Just don't keep doing it.

MINOR-CRIMES
Investigated and Punished with a fine/community service:
  • Attempted Major-Crimes. - Attempting and failing a crime is still a crime, just a lesser one (except Attempted Mass-Murder).
  • Fraud/Scamming. - I don't like liars.
  • Ignoring a Major-Crime. - I don't like cowards either. If you got working legs, don't just stand there and call for some help.
  • Major Vandalism. - Break shit and you pay for it.
  • Major Theft. - Keep your hands to yourself. (EXACT LIMIT OF ARTICLES TO BE DISCUSSED WITH ADVISORS)
  • Drunk Driving. - Just in case you thought that was a good idea.
  • Arson with destruction of property/endangerment of people. - Don't play with fire unless you can control it.
  • Assault. - Attacking a person unwarned, especially with their back turned, with a weapon, and/or with a group. Keep the fights honorable. Jumping someone doesn't fly by me. Be a fucking man and fight one on one. THIS CRIME DOES NOT APPLY TO THE VICTIM OF THE ATTACK.
  • Intentional Trespass. - Entering Private-Property with intent to vandalize or steal. Immediately applied if you break shit to get in.
  • Obstructing Justice. - Trying to mess with evidence, helping known criminals and/or refusing to identify despite having a warrant for a person with a similar description.
  • Possession of a firearm or magazines. - Self-explanatory.
  • Counterfeiting. - Don't fuck with inflation.

MAJOR-CRIMES
Investigated and punished with jailing/beating, ideally after being brought to a Jury of random District Residents:
  • Major Battery. - Causing heavy wounds to/permanently maiming another person through a physical altercation, unless otherwise warranted by them being armed or aiming to kill you. Yes, yes, it's all fucking confusing, but we might as well give the cops something to investigate, right?
  • Manslaughter. - Accidentally killing someone. I don't exactly believe in "accidents," but if the investigation finds out that there was no intent to kill and the act was caused by chance, you may be subject only to jail time.
  • Murder. - Intentionally killing someone, like that bitch named Lucille tried to do to me. Well, a life for a life, asshole. This is those crimes I'm willing to introduce a death penalty for.
  • Attempted Mass-Murder. - The only attempted crime that stays on the same level as the real deal. May be subject to a death penalty too. I don't want terrorists in my District.
  • Betraying the District. - Intentionally fucking over the residents of District One by striking at their health, sabotaging incredibly important services like the public water system, genuinely trying to kill Democracy through assassinations of publicly elected figures, and, generally, making everyone's lives incredibly shitty.

This is a basic plan of the criminal laws that will be introduced if I am elected the Governor of District One.

All of the articles present here are work-in-progress and will be further discussed with my Advisors and Precinct Satellite command.
SIGNED,
RHODES LE BLANC
