Bug Overencumbrance or injuries affects the character permanently?

I noticed that if you carried a lot of weight at one point and when you off load your inventory, the overencumbrance still affects you even with an empty inventory. I'm currently running slower than before with an empty inventory, I got my speed skill at 38 and the athletic point from the skill tree.

Actually I notice any time you hurt your leg it affects your speed permanently even after being healed. It could be one of the two things. I can't even run right now.

Edit: After being respawned by a staff, I can run full speed again. This is still something that needs to be fixed.
