After their daring escape from District 1, the displaced denizens of the Pit now find themselves forced to establish a temporary home on the outskirts of City 13, within the lawless ghost-town of Courbevoie- Now officially known as the Non-Corplex Zone. Their disastrous and bloody escape from District 1 has left the diaspora severely indebted to the Combine, and with much to prove if they ever wish for a chance at reintegration. With limited resources and few allies, they must somehow rebuild and re-establish themselves in the outskirts of civilization.

Business concept: An electrical supply store/general-purpose center for technical assistance (helping maintain/restore infrastructure, fixing radios, computers, etc.). As an 'electrical supply store', it would operate as a business to, ideally, keep the people well-supplied with batteries and serve as a source of complex devices through intensive recycling, bargaining with outside elements, and harvesting what few resources can be found in the corpse of Courbevoie.

Most of the meat for this concept would be based around operations as a 'technical center'. This center would try to gather the collective technical know-how of the District 1 refugees into a significant force, working to restore the town to a state of tolerable living for as long as the Combine sees fit to keep them there. They would seek to keep the lights on and the people warm through winter, by any means necessary.

Furthermore, as the Combine begins to assert more control over the population, the men and women of the center could later be drafted (and/or coerced) into integrating Combine technology into local infrastructure, assuming this isn't already the case, or that their stay lasts long enough to warrant such.

Business concept: Mini-Market. A store that sells general goods such as Food, Water, Utensils and Packed Goods. The whole concept is, its just a basic grocery store. Where people can get in and buy stuff they need so they don't starve to death. Simple as it sounds.

Business concept: Tailor annex Work Clothing Store
Primary concept is for customers of varying classes to come for either custom made clothing for everyday wear, clothing to conduct official business, or specifically for work attire like boots, thicker/warmer vests and jackets or protective gloves to perform the expected work either in a safer or more comfortable manner.

Customers chasing a discount or otherwise tight on francs would be permitted to supply materials that would be required for their desired attire. Alternatively, they'd pay the full premium to have their clothing of choice made to size.

A last potential use for the store could be for people to sell any excess cloth or spare clothes to make a few quick francs, however this would be heavily reliant on the demand of the shopkeeper and the materials/clothes offered. A fine winter jacket isn't equal to a pile of dirty recovered rags after all.

Business concept: Le Rat Noir (The Black Rat).
A taverna, pub and restaurant all in one. Housing deliquients and savy folks among the refugee diaspora.
A relic of the old world, it has become a gathering place for the displaced, the desperate, the dishonest, and those clever enough to make a living between the cracks of Combine society.

Neither particularly respectable nor entirely lawless, Le Rat Noir occupies an unusual position in the refugee diaspora. It is where petty criminals rub shoulders with former academics, smugglers share tables with exhausted laborers, and self-proclaimed businessmen conduct transactions over watered-down liquor. A central host to everyone's sinful ways; whether it be drinking, gambling or the trading of information of the semi-legality of it all.

For some, Le Rat Noir is little more than a glorified drinking den. For others, it is a place of opportunity, familiarity, and relative freedom from the suffocating monotony of life under the Occupant.

In practice, it operates three overlapping businesses.

The Tavern: Its principal attraction. Homemade spirits, salvaged alcohol, and questionable brews are exchanged for Francs or goods. The quality varies considerably, but the clientele seldom complains. Gambling and socialité alike flock together to escape the hardships of the outside world in this forsaken place.

The Kitchen: A modest restaurant offering soups, stews, preserved vegetables, and whatever meat can be procured. Nobody asks too many questions about the ingredients.

The Exchange: An unofficial marketplace for information, employment, contraband, smuggling and favors. Deals are negotiated discreetly, often with the proprietor taking a small commission.

Business concept: While the civilian wing of the Combine government has yet to arrive in Courbevoie, Merchants' Guild has been working to keep things in the town running, particularly its infrastructure and local economy. They can be thought of as a de facto Civil Workers' Union: they hire workers in exchange for supplies, food, and clothing, and carry out joint projects throughout the town.

So far, they have managed to keep the power generators running, establish primitive hydroponics (?), and connect the town to the Combine Train network. It is important to note that guild was established through the labor of the locals. This puts them in a position where, in some respects, they know the inside out of the town even better than the Combine do.

Even though they are known as the Merchants' Guild, these peaceful bureucrats still do not have full control over the city's commercial affairs. They seek to reach agreements with other merchants and shopkeepers on at least some matters.

The Guild is semi bureaucratic, neutral faction. Keeping records of the needs, skills, and other information of shop owners and workers. They are absolutely unprepared for the massive influx of refugees from District 1. Guild is willingly to employ a huge number of workers, after all, they can be put to work rebuilding the town's devastated infrastructure.
