Well, i would argue it's an IC issue, cops should sort this out themselves. If cop leadership isn't doing anything, that's on them, it would be the same with rebel leadership, if they did this, it would be expected from rebels to sort it out themselves, without staff overriding the rebel leadership.

i agree, if you manage to kill an OTA squad, you should be able to get the weapons they, also it works icly to, why would you not get the better weapons from the super soldiers you just managed to kill. and they would have biolocks anyways, meaning you'd have to be a really skilled engineer...
