In my opinion the conscripts make it feel more like 1984 rather than Half Life 2. The thing with that is that Half Life 2 is supposed to have a much different feel, so with the conscripts it makes the environment feel worse.

Also, conscripts are not not meant to be in Half Life 2. I know willard operates under their own lore but still, conscripts are from the beta which means they are not cannon to Half Life 2.
