Even if the camera didn't detect that at the time, CWU could report the stolen clothing to CPs and they could watch the recording to find out the person who left with the clothing. Since you weren't wearing a mask, CPs would easily mark you as an anti-citizen later on.

You are supposed to wait next to the RDT for 30 mins after opening it. Everyone will be rich, ration timer was 4 hours before that if you remember. Also, if CPs forget about it, citizens can just ask and they will open it.
