FYI: Under Red Skies was a "mega-event" that ran on the main server a few weeks ago. The server is back to its regular state now though, so you'll need the regular content pack if you haven't gotten it already...
If I recall correctly, there's no way that you can raise your attribute points. They're set in stone after character creation. I think of them as your character's innate abilities. What your character learns beyond that comes in the form of skill points in various crafts.

You could make an argument that the CPs perhaps are in charge of a specific batch, no matter which district they're in, but then comes the issue of never meeting anyone new. The other districts will be completely void...
