Issue with for instance wanting Citizens to smuggle and supply is that you need MONEY AND SUPPLIES FOR IT. The only ones who really have that are Loyalists and CWU / CMU. Non-Affiliated citizens are kinda broke. And how different is Smuggling with rebels to... Trading with them in slums...

Just make it S2K non IC, with no loss, like TnB does, and make S2RP the real way to lose gear and characters. On TnB, the idea is... S2K is impossible to balance and NOT fun, hence why it is like that. I know I sound like I am high but, not sure what else you can do.
