Don't let players become reactive, let them be proactive. If players are waiting for events your server is fucked long term, allow them to do things themselves without getting PK'ed. Expeditions were a good avenue for this but they're taking a million years.

A strength requirement is a bit wack because anyone can make a character with 5 strength and then kick down half the doors in the map. A melee requirement maybe? A high one. It's hard to balance this.
