Better Retaliation | An OOC Solution
It has been discussed for a long time in all serious Half Life 2 Communities how shotcops, while necessary for some S2K Encounters, storyline plot twists and more things that can come to mind to anyone are a roleplay repellant when a non-whitelisted community chases them constantly, wether it's just a character attempting to gain some gear or a bad actor killing for the sake of a dopamine rush.
But why do shotcops really happen?
There's no definitive answer to this, every single character might have their reasonings with roleplay on why they should go kill a specific cop, a grudge held against them, the need for gear or anything else. But why do people just go as if it is the easiest thing in the world? Because it is.
You see, everybody has focused themselves in the wrong part, A.K.A "Civil Protection is too weak", which is true with the current stats between cops and rebels, but the real thing is what happens after which is a big problem:
Almost after every shotcop cops are forced to rush the sewers, maybe loose another 2 in the process and leave with 2 players on LOA with an increased OOC toxicity towards the rebel faction. This OOC driven response, called "reactionary" sweeps is what creates the IC mindset of "killing cops decreases their morale", which will constantly lead to more shotcops because there's no real solution, slowly killing roleplay and enjoyment for both rebels and CPs.
Moving in the juice of this suggestion I believe that whenever a cop is killed there should be an increased retaliation towards everybody, this doesn't mean go around PKing people on the streets, no, this means raiding apartments even if the shotcop happened nowhere near that area, decreased rations (Already in place with unrest structures), trashing shops/apartments with moderation, interrogating bystanders on the spot in moderation and many more things that are made not to immediately catch the perpetrator but to create such a fearful enviroment for everyone that it will deter further attacks, of course sweeps will follow afterwards in a hope to catch the shotcopper but it shouldn't end there.
Fear is the main tactic used by the Civil Protection, they should use it accordingly to deter any attack on their respective partners and not wrap up because the guy that was PKd already went on an LOA.
