C17 is a coastal city and Sofia is 200km away from the nearest coastline, trying to pin point it on any real life city is basically pointless.

Considering water hazard starts at some point in the midday and ends all the way at sundown i dont think its out of the question with ingame time Gordon drove all the way to Greece by the time Highway 17 starts
