Administrator Leon Kofold on July 9th, 2012
A call came through Kofold's terminal, reading the caller ID, he picked it up without a moments delay.
"Have they found anything noteworthy?"
/// "Not yet Administrator, local wildlife is making it a pain for them, I've put in a request for Legion Valkyrie to start escorting them but knowing Overwatch, we'll likely have to make do with the cops." ///
"Legion Valkyrie, while I'm grateful they finally gave us a Transhuman Legion, I was surprised they gave up the Sector Capital's Legion. Hm, no matter then. What about that other thing?"
/// "London? Well its about going as usual as expected. Both sides took hard hits though, and now its a matter of who can get back up first. Shall I run more of them in 18? Lund's replacement has stagnated the-" ///
"No, go to Sector 10. Some interesting things are bound to happen. Can't leave them to dry though."
/// "Of course, sir." ///
The Terminal screen goes back to its normal status, Kofold leans back in his chair, picking up a document beside him that would officially give his endorsement to the GPD, PMD, and his own makings of his new Militia. He gives a small sigh, shaking his head as he reaches up front, taking a pen and swiftly signing the document. Sometimes you need to get your hands dirty to rid the dirt. Calling for his secretary to pass on the signed document, he can't help but wonder how the sudden 'implied' demise of the Sector Administrator will play out.

Leon Kofold is an adult at the age of 41 as of 2017, practically borderline early Middle-Age, but would be considered by some to be young for his position. If one were to look carefully, there would be a visible scar on the right side of his neck should anyone see it, a short and precise one. Alone at the time with parents already near their death beds was a rather harrowing experience for Kofold and a lonely life proceeded. After all, how could two dying elderly parents defend themselves against the horrors of the Portal Storm? Though its not to say he didn't grieve when he had to accept that they were likely dead.
Kofold would have been one of the more fortunate ones to be in a more safer position, his years in education scoring him a Bachelor's Degree in Law and Administration, it allowed him to secure a position in the Danish Government early on as a simple Administrative Advisors in the Prime Minister's Cabinet, given relatively safe sanctuary among the Government's figures during the Portal Storms, and he was among the few that were surrendered unharmed in the Combine's brutal invasion. Noted for his competency in his previous occupation, he was accepted into employment for the next Civil Administration for the Occupation Government of City 35.
Slowly climbing through the ranks, he eventually got a short lived transfer assignment to Odense, City 18 as the Vice Administrator, getting acquainted with Administrator Lars Martin Lund, and as a result, was drawn into the Humanist Ideology, eventually becoming one of the core participants of said ideology. He later returned to City 35 to take up the mantle of City Administrator after Rasmus Sorensen's embarrassment and subsequent dismissal after the first Summit of Administrators.
Purging what little of the so called "useless bureaucrats" that were left in the Administration and replacing them with Humanists, add on to the influx of 'transfers' from Odense, and Copenhagen suddenly saw a rise in Humanism. Cementing his political power base.
This would eventually lead him to undertake many of his own personal projects within Copenhagen and Sector 19, most notable being the planned northward expansion of the Goldhed Barrens (GPD.Z-047), a possible planning of a new resource zone in Norway in cooperation with the GPD, and the starting of his own Humanist Paramilitary aptly named "The Fenrir Guard".

These days have caused him to become a busy man. The solidification of Humanism in the Copenhagen and the constant discussions with GPD and PMD representatives, along with the intricacies of setting up his own 'personal' force has taken up much of his time. Through a web of looping promises and vague answers, he has managed to slowly worm small tiny bits of influence into members of the local GPD branch, laying the groundwork to expand City Thirty-Five's own influence, and by extension, his own. Does Kofold actually have any authority or jurisdiction over the GPD or PMD? Nope. Can he ask them to do anything? Nope. But can he line their pockets and secure favours from certain high ranking personnel? Maybe. His efforts in attempting to control the GPD are dangerous, and could backfire on him at any time with HEAVY consequences.

The Enforcers of the North
His own militia, the "Fenrir Guard" has yet to establish their presence fully, for now only extending to loyal members of Humanism and to that of his own Administration. No moves can be taken yet out of fear for angering the all seeing Overwatch, for taking advantage of the recent repealing of the Paramilitary Act would be seen as...unsavory. Yet the wheels of time cannot be stopped, and change will come eventually. It would act as the hand of City Thirty-Five, the hand of the North, the hand of all Humans.
The Hand of Humanism.
But they would wait for now. Eventually, things will come around.
