TN had a thing like this, but it was less marriage than it was just an official partnership. Cops had the choice of registering a partnership with another civilian with the perks of a payraise and, on occasion, an apartment. It was more often to register with your best buddy than it was with a QT femchar from the CMU.
The catch? If one person in this partnership committed a violation, both partners would be punished. It wasn't uncommon that some civil worker a cop was partnered with was caught supplying the rebels. Both the cop and the civil worker got the bullet.
It was quite ingenious, and encouraged cops to actually develop a character rather than whore for browny points. My own character got married off against his will for pissing off one of the upper chiefs. The whole situation was so insane and hilarious and it was definitely the most memorable thing about my time there.
