i don't think district watch could realistically be approved, as the last time citizens got weapons to my knowledge was during the D43 antlion attack and the city-administrator organised a bulwark.

Now, District Watch is extremely similar to the Bulwark, except little to no IC regulation could happen due to OCIN disabling logging information on PDAs.

I don't know if this is true, but I think the District Watch is missing a lot of weapons from being 'lost in combat'

i like the district watch as it encompasses the entirety of the citizenry.
i don't like how hyper-regulated it is.
my recommendation is to have some ooc "oversights" to further allow for corruption or other misdeeds. remember, these are citizens you're dealing with.
