WN: Hierarchy Reformed
This chart covers the hierarchy in-character granted to Event Characters when they appear in Events or Main. While unlikely to appear, there is cases for Factions or even ongoing Arcs which may call upon the need of Authoritative event char to either move things forward, or act as a correcting force when things get out of hand between existing authorities in game.
This guideline covers the basics of the various lore positions of the factions and shows better where they sit with one another to avoid not only confusion, but also conflicts with ongoing arcs or key narratives.
Below is a table covering the color codes, and ranking descriptors of each section of Authority:

Global Authority (SC/ET) | While seemingly untouchable, these entities are the highest authority class. There is a lot of consequence given for disobeying the orders of these characters, however, they are generally never seen except for specific cases. | - City 17 Officials - Advisory - OCIN |
Sector-level Authority (ET) | Just below Global entities are the Sector level members. While not as authoritative as the Global Counterparts, they do still hold a ton of authority of their owner, respective to their individual sector. They are not as untouchable as they may appear to be, with any Sector individual acting out of line may be punished by the Overwatch and may be detained. | - MCP (Global Entity) - Overwatch Forces - Dispatch-AI |
City-Level Authority (FL) | This is more of a localized level of authority related mainly to each individual City. They share a symbiotic relationship in terms of authority with Overwatch Transhuman Soldiers garrisoned in Cities and the respective Civil Protection Leadership. | - Overseers - City and Vice Administrator - Union Directors |
Sub-level Authority (FL) | Members of this level of authority are a sub-branch or child of the respective Administrative authority level in a City, District or Precinct. Their local authority stems over their respective civilian-level departments that co-enact the regional functionality to a stable output. They are specialists in their own departments, carefully not stepping across key boundaries when relationally interacting with the socio-stability of a region. | - Command Units (i1-CpT) - Security Council / CCA - Ministry Officials - Managerial Workers |
Policing/Basic-Level Authority | Anyone within this level is responsible for policing or controlling any citizen related departments. Their purpose is to uphold the law and/or policies | - Ground Units (RCT-i2) - Senior Workers |

EVENT FACTIONS:ADVISORS / OCIN: The Overwatch Central Intelligence Network is a vast, globally connected matrix of enigmatic alien technologies driven by a sole, but very powerful and rather "omnipresent" Artificial Intelligence, maintained by the sinister Combine Advisory. This central noose-sphere of panoptic functions and exostatic elements are the sole core overlords of the Combine Empire. Their thoughts are put into words, and their words drive the reality of the occupation on the Earth. They rule with the fist of an archon throughout the planet.
EARTH ADMINISTRATION: Doctor Wallace Breen and the C17 Councilors are the highest in the food chain for human collaboration with the Combine Empire. They rule direct from the Citadel within City Seventeen and are always in premature contact with the Advisory. What ever gospel reaches their ears, they deliver to their alien masters. And when their alien masters summon human cause, it is first directed from the top of the Earth Administration, delegated down each branch of Earth's 'Union Government'.
OVERWATCH SYNTHETIC ARM: The Synthetic Arm operates as a entity directly within OCIN's purview. Capable of operation with or without a connection to the AI, even if less efficient in such times. They follow their own directives as set by the AI and only by the AI and inherently treat all non-synthetics as a threat, excluding the Advisory and Transhumans. It is important to note that Synthetics never directly give orders to others, but can and will turn aggressive if a directive is being ignored.
Note: Only Radx, Robert, Combine leads can play OCIN unless a exception is granted. Advisor should not be played unless requested within good reasoning. Should one be requested, ensure Combine Leads are provided a heads up and ET Leads are made aware, providing the reason and purpose of the visit.
