**As you enter the sewer for reasons only known to yourself you slowly begin to notice that frequently the deeper you go into the tunnels clumps of paper scattered around the area after awhile you stop and examine one such paper uncrumpling it**

-INSURGENCY: THE FIGHTERS GUIDE TO UTILIZING ELEMENTS OF URBAN CONDITIONS.

This guide has been hastily created to help inspire and give those of you brave freedom fighters some pointers and hopefully inspire some creativity within your operations as such we hope that you take note and this guide can help you in your struggle against our global oppressors.

it should be noted and made very clear that it is highly ill advised for resistance forces to openly engage the combine on the ground in a standard pitched battle formation as such the advantage can be yours using the decentralized nature of the resistance there are a number of tactics that you can carry out to both physically and psychologically effect your enemy that being Civil Protection and the Combine Conscripted Reserve.

1. Fight on your terms! As an Insurgent fighter it is critical you known When and where you are going to fight. The home field advantage lies mostly to you NEVER fight the enemy on their terms if at all possible any urban fighting especially should be undertaken by a prepared insurgent force.

2. Tunnels and vents are your friend aswell as roof tops but it's critical to your success in the day to day low intensity operations that you use them to their fullest. A vent can serve as a safe hiding place after a violent attack or bombing which invokes a combine response, A vent or a tunnel can be a place to hide you from your enemy until they've been lured into your cleverly designed ambush. KNOW YOUR TUNNELS AND VENTS And use them to your advantage.

3. Know your exits and entrances: when you and your group establish or prepare to lay an ambush its important to have prior scouted out or "Reconnoitered" the area surrounding your operation. sure using a narrow alley way as a bottle neck is a great idea if laid properly or an ambush where the enemy is lured into a position ambushed and an IED is set to disable the retreating or reinforcing units but what do you do when you're attacking them in what you thought was a straight line which later turns out to be an L shaped room?

4. Know your enemy! as the old cartoon GI-JOE used to hammer into our heads back in the 80s "knowing is half the battle" and this is especially true when we're gathering intelligence to carry out an attack or an operation knowing your enemy can be the difference between them mobilizing and finding an empty alley-way while you and your friends sit in the RDC Playing checkers plain clothed during a judgement waiver and a fortified safe house being decimated and rebellion secrets being lost! Always know your enemy.

(Examples): Civil Protection: -Ground units are a mixed bag and come in a variety of shapes and sizes some are better equip and more dangerous than others - some have more brainwashing than others. But what they all share in common? they see their position as some sort of a "Brotherhood", When a unit is critically maimed or killed in the line of duty it effects their colleagues mentally. Using this you can exploit this to your advantage in-order to destabilize the sector.

The average Civil Protection officer carries on them a Side arm a baton and typically some sort of sub machine gun to a decently armed or skilled insurgent this isn't a major threat but once they start carrying assault rifles because something is awry in the city that's when you want to take notice and prepare accordingly.

Similarly to Civil Protection you have the Conscripted Reserves: - Conscripts are again a mixed bag where some are genuinely conscripted men and women who instead of death or jail chose service and then there are the loyalist die hards who want nothing more than to kill you in-order to uphold their status quo and comfortable life.

How do they differ? - Unlike Civil Protection a Conscript Reserve is typically the responsibility of the city it's garrisoned in and their gear will vary from sub machine guns to standard assault rifles and machine guns. It's important that if they're operating in your area you carry out some intelligence gathering on them to try and figure out what gear you're up against so you can try and counter it.

Much like Civil Protection however Conscripts are human and can be exploited as such psychologically it's more likely if you're facing a penal battalion that if the squad leader is killed then the penals will either break formation and run away or they'll be susceptible to try and desert.

NOTE: Civil Protection functionaries can and have been known on occasion to defect but at a much smaller rate than Conscripted forces for rather obvious reasons though they often yield more important information than the latter. The purpose of attacking with psychological warfare is to wear out your enemy mentally and make the fight seem too great of a risk to continue on.

5. Bombings and Targeted attacks: for a dedicated Insurrectionist explosives can be their best friend an Insurgent lacks a country backing them and often finds themselves relying on whatever can be thrown effectively together and do damage and so for this you will likely be relying on improvised explosives and whatever military hardware can be salvaged from before the war or possibly you have a corrupt cop or Conscript contact who can get you "Stuff." The point with bombings is they should be used for specific things such as targeting the following.

(Examples)
-Logistics: Train stations, CLC Depots, CWU Supply stocks.
-Military: Hardpoints. Checkpoints or repurposed buildings turned into outposts. Vehicles.
-Infrastructure: Power grids, Generators. Production systems.
-Leadership: Identified rank-leaders. Political Members. Civil Administration. Conscripted Officers.

6. TRAIN TRAIN TRAIN! Most individuals get intimidated by the word "Training" well training can refer to many things in reality training can be as simple as gathering your friends and teaching one another basic first aid like tying a tourniquet or how to shoot properly. Rehearsing on a makeshift area of a planned operation. As stated in many manuals and doctrines before the war "No Plan survives first contact but Planning is invaluable" - or something like that?

7. Be Creative! Being an insurgent is almost a form of art from modified sub machine guns that have welded brass catchers on them for reloading and to prevent the enemy from knowing what ammunition you used against them the pipe bomb tipped cross-bows get creative with your weaponry! Make a cannon that shoots home-made grapeshot and fires into an alley as you're being seemingly "Hopelessly" cornered. Your biggest tool as an Insurgent is your Mind and intellect and it's greater than any physical weapon or manual.
