That's just a you-issue. You have your graphics intensely turned down, which results in the game looking like that. It's the same for me, since I can't play at above 12 FPS in-city. It's a common thing if you don't have a high-end PC, and if it's bugging you, you can probably wipe your cfg, or turn up your graphic settings.
