Legislative Overview
In the Security Council, Legislation forms a critical component of its many duties, with momentous bearing afforded to each of its laws and effects. While remaining effectively divorced from the Civil Protection scene and anything within that jurisdictional purview, the Security Council acts as a means for Loyalists to exert partial dominion over city affairs via means of statesmanship (creating bills/legislation), enabling a vibrant political scene where a nascent political class of "pro-Combine" Citizen governs the city, with citizens ruling citizens.



Categories
Currently, the Security Council comprises six categories of Legislation: City, Economic, Security, Party, Biotic, and Council affairs, with only City, Economic, Party, and Council affairs really mattering, making it easier for certain parties, like the CWU and MOC, to pinpoint which Legislation most concerns them.

Currently, categories are assigned via Forum prefixes, which can be applied by clicking the "prefix" button next to your title and assigning any of the six prefixes to your forum post.


As of now, several of the categories remain ill-defined and feature overlapping purviews. It is up to the player to choose which category is most fitting for their legislation using the table outlined below for assistance; likewise, we believe this deliberate ambiguity benefits the player by allowing them an overarching hand in their legislation's overall perception.

Formatting
Formatting is relatively simple. While the format below is the preferred format and is considered "official" in a sense, so long as your legislation includes the title, is designated a legislative number, and the name of the proposing citizen, including their title, is prominently featured, in addition to being neatly organized/arranged, anything is considered acceptable. Furthermore, it is encouraged that every legislation has a name that is noticeably associated with that legislation's focus.

Terminology and Examples
Sections/Articles refer to sections of legislation specifying the specific theme/subject of its purview.


A provision, typically following a Section/Article, specifies the substantive purpose of law within that theme.


Clauses refer to the specifics of legislation within that provision/section/article and its implementation.




A bill or legislation may have as many sections, provisions, and clauses as needed. Provisions are specific rules or details that clarify the overall aim of the clauses succeeding it, like the criminalization of gambling in a section named "Gambling," making the purpose of each section or article more clear.

If the bill is short or you find the concept of provisions particularly difficult, provisions may be skipped, and articles may be used instead.


Clauses and Sections/Articles are formatted as follows when accounting for multiple indents/sub-paragraphs.

Miscellaneous Terminology
Penalties refer to whatever penalties, if applicable, may be levied for violating the legislation's provisions.


Table of Amendments refers to a list of amendments made before voting.


Co-Sponsor refers to Councillors, Ministers, or Directors who've co-sponsored that bill, whether through aiding in its drafting, publishing or as a simple signatory approving of the act.

Voting
Voting is relatively simple. To recap, Legislation may be submitted by any citizen*, not just loyalists or CCA, to be voted on (done via the forums), whereby it is then slated to be voted upon at the next session. Councillors, and only Councillors*, may then review the Legislation and, come voting day, either approve or deny a Legislation. Most Legislation passes via a simple majority vote; however, proposals, such as impeachments, may instead require a supermajority vote to succeed.

A session's legislation must be announced at least twenty-four hours before a session commences. The only exception for this is when an emergency session is declared or when a City Administrator introduces legislation.

A supermajority is 2/3 of a vote, whereas a simple majority is more than half.
For example, if there are twelve Councillors, a simple majority is seven whereas a supermajority is eight.


*The Secretary-General and Chairperson may vote on any Legislation except impeachments. Furthermore, Non-councillors, such as MCP Agents, Directors (including their representatives), Ministers (including their representatives), and Non-City Administrators CCA, cannot vote.


*A citizen who submits a Legislation may be invited to partake in that session, though without any powers and only as a representative of their bill.




Enactment
Once Legislation is proposed, it is sent to the Council for voting, provided it is within good standing with our setting. The Chairperson then tallies the vote and, posting in the comments below, publishes their result.

Only the City Administrators and Staff* may veto Legislation, whether in its entirety or for a specific "item" (Sections/Articles, Provisions, or Clauses).

*Referring to Server Council & certain Staff members permitted to veto.
