TO STRENGTHEN THE TERRESTRIAL GOVERNANCE & PROTECTORATE ON EARTH, & SPECIFICALLY IN THE HEART OF OUR SECTOR, & TO MAINTAIN HARMONY WITH OUR BENEFACTORS, THE METADYNAMIST FORUM OF CITY TWENTY FOUR URGES WITH THE UPMOST IMPORTANCE FOR THE SECURITY COUNCIL TO DECLARE THE NECESSITY OF A COMMON STANDARD. |
§ 1. DESIGNATION OF LANGUAGES§§ 1-1. The language formerly known as English - a term used by the duplicitous Culturalists - shall henceforth be predesignated phonaesthetically as the Terrestrial Standard Language, with the abbreviation of TSL, & shall be the primary language of all communication within CITY TWENTY FOUR proper.
§§ 1-2. All other Culturalist languages not falling under the categories of TSL shall be officially designated as Non-Standard Languages.
§ 2. RESTRICTIONS & EXCEPTIONS
§§ 2-1. The public & private use of any Non-Standard Language is prohibited in CITY TWENTY FOUR.
§§ 2-2. Individuals who can demonstrate - to the satisfaction of the relevant authorities that be - that they have not yet acquired fluency in the Terrestrial Standard Language, may petition for a Non-Standard Language License from an Executive Agent of the Central Reserve Firm for a set fee. Such licenses shall be granted only upon the payment of a creditary fine of at the minimum of ₠500.
§§ 2-3. Licenses shall be TEMPORARY, with the expectation of eventual compliance through education in the Terrestrial Standard Language.
§ 3. ENFORCEMENT
§§ 3-1. Civil Protection officers shall coordinate with the Central Reserve Fund to oversee the enforcement of this writ.
§§ 3-2. Civil Protection officers shall be admitted to penalize violations regarding the unlawful use of Non-Standard Languages to their own discretion.
§§ 3-3. Credits collected from licensing and fines shall be directed toward the Central Reserve Firm, where upon the involved Civil Protection officers will be awarded a share of this fee at a bump of %40.
§§ 3-4. Civilians of all classes are to be encouraged to report the use of Non-Standard Languages to their nearest Civil Protection officer for a reward to the discretion of the acting officer.
This writ shall enter into force immediately upon passing by the Security Council of City Twenty Four.
