Civil Protection in the year 2008 is a largely disorganized group ranging from old world police to balaclava-worn mercanaries spread out across the Western-European Sector. It's faces vary from city, outpost, terminal, and other IGA - U.N controlled locales. This guide will service to cover one specific unit in City 13, Precinct Satellite. The remains of the Paris Prefecture have been segregated into various District-only precincts, stations, departments, and other types of holding locations, all given names of their own creation. Precinct Satellite, Station 31, Whiskey Station, Station 43, Department West, all vary widely in terms of culture, but share the same name.
Ruled by suited Captaincy members who oversee the organization in a 30 person Council, City 13's Paris Civil Protection Prefecture remains an non-unified organization. Mass kilings and outright execution is not yet standard issue, and the vast majority of stations operate similarly to their pre-war counterparts, however escalated depending on political pressure. Moral corruption is slowly becoming general among each precinct, and it is up to the factions characters to properly display this.
The PRESAT Handbook is an OOC guide, however parts of it may be reference IC as aspects such as codes, location index's and protocols are written on CivPro-specific Intranet.
Fundamentally, this means that members are encouraged to write unique characters and meaningfully roleplay with other factions on the server. While no one is banned from having robocops or fanatical loyalist characters, we do not want them to be the norm due to how stale it can get. Character diversity is important for any group in roleplay, but especially one as vital as Civil Protection.
While this is all OOC freedom, IC autonomy will sway based on sociostatus. When things are normal and sane, cops may do whatever the hell they want as long as it doesn't mess with the grand scheme of things. When the going gets tough and there's incidents in the city - like active uprisings - the faction will behave like its Half Life 2 counterpart to preserve sociostability. Your character may not be alright with some of the things the Combine does and may feel the urge to fight back against it, mutiny or even fully turn towards the rebels. We encourage that! We generally encourage people to portray a human first and foremost, but keep in mind that your character is still in an antagonistic faction. The way your manifest an antagonistic character is up to you.

BehaviorsAs outlined in the above introduction the behavior of the average beatcop varies dependant on factors of socio-stability, or local peace. Times of low-stress warrant pre-war like cop behavior, maskless/balaclava worn officers stalk the streets, visit businesses and act as communial workers. Should riots begin, or stability falls, crack-downs begin. No chaotic incident should be responded to the same, and the immediate reactions and displays of force vary entirely on the command units at the time. Interactions with citizens, fraternizing, and other similar encounters are expected and encouraged.
While CivPro will always service as an antagonistic faction that is only one of our main priorities, the other being the providing of roleplay to the rest of the server. CivPro will not be an island. Provide roleplay and encounters with citizens, get involved within reason, be the reoccuring antagonistic, do what you can to involve the citizenry in the unimportant matters.
The standard IC interaction between CivPro and the citizenary is comparable to that of the pre-war world, including our own. Professionalism is key, Sir / Ma'am, please's and thank-you's, this is merely an IC suggestion as part of the low professionalism the organization holds, these are not OOC standards, and as has been restated before, act as your character would.

Civil Protection in this iteration differs vastly than that of the mid or late occupation. They're beatcops first and foremost, employed only to keep stability at all costs, and not hard pressed to dabble in things like loyalty checks or hardcore propaganda unless given very good reason to do so. They will not be expected to be ideological fanatics or even open monsters with how they behave. Structure
The functional structure of these new age officers follows a mismatched mixture of pre-war ranks and cultures variable depending on location, while Rank Points remains the encouraged structure of the organization proper, it is not the main. For Precinct Satellite, they follow a short ridged structure as outlined.
