Issue
Don't know why we didn't think of this earlier. When there are no CP on, the risk of committing crimes drops significantly because the only thing citizens can rely on is to remember to report their issue when CPs come online. I doubt people are really going to listen if admins just say "Don't roleplay crimes" and it's kinda silly to do so anyways.
Suggestion
Implement another option on the citizen terminal to allow citizens to report crimes. A button is shown that is labelled "Report Crime" or "Report Infraction" or "Report Anti-Citizen". Whatever devs decide. Upon pressing it, a simple text box shows up with an X mark to exit out (as normal), a text box to type in, and a submit button. I recommend a text box at the top that tells citizens to give as many details as possible (Who What When Where How) in their report. Upon typing the crime in, the citizen is told that the report was filed, and that is all on their part.
An entry is then created in a list. I'll leave how this list can be interacted with and what options may occur up to the devs and Overwatch leads, but in general, they need to be accessible by Civil Protection. Perhaps archivable and catagorizable as well. The entry already pulls the name and CID of the citizen/vortigaunt that submitted it.
This opens up a whole new world of reporting. Citizens can drop notes and reports without confronting cops, though of course they may not have an immediate response if they use this option, which is a balancing negative to using it instead of just using a request device. Furthermore, if Citizens are found to be abusing it or sending trash, they know who sent it, and will be able to mark that person down and look for them.
