"Service guarantees citizenship"


Born from the ashes of the Seven Hour War and the ruins of Paris comes the brainchild of Raymond Arceneaux, Adminstrator of City 13: The Unionist Republicans.

The Republicans take the democratic legacy of France and make a mockery out of it, a regime of terror touted to be democratic and willing to give in to the rights of its citizens when in reality its nothing like that at all. This regime is built off the concept of "Citizen Service" which gives the rights for all of this citizens to vote in elections to appoint all members of the administration (apart from Arceneaux himself) if a citizen is willing to at least serve at least one year in either the Conscript Forces or Civil Protection.

This may at first be seen as a simple task that your typical rebellious citizen may be willing to go through since if the likes of Barney Calhoun can join the Civil Protection then it is clear only one term of service would allow this rebellious citizen to elect a candidate of their choosing to the right political positions. However, Arceneaux has understood this as a possibility and has ensured that such a eventuality would be avoided. City Thirteen is considered a military-focused city after all and its Civil Protection and Conscripts are some of the most elite and vigorously trained on the entire planet with several vital tests that exist to both prove loyalty to the Combine and loyalty to Arceneaux.

As a result of these exceptionally well designed political manipulations- the so called "democratic elections" are in reality effectively rigged to ensure that the Republican candidates always win and other parties such as the Centrists, Breen Cultists or even the Futurists themselves never stand a chance in City 13. The Futurists remain the greatest problem as Casto's constant maddening attempts to breach City 13 would rival his failures in City 24 for sheer lunacy. His chosen method of disposing of City 32 operatives is to 'accidentally' leave them to the gentle arms of Earthquake as that ensures that he is given minimal blame when their entrails are left scattered around some back alleyway in City 13.

To counter Casto's efforts at the Sector level, Arceneaux funds Republican groups in every single city that the Futurists have a known presence in and even some that don't. His commanding influence over the Conscripts in the region ensures that City 32 is left in a permanent impoverished state as several CLC shipments bound for City 32 are consistently redirected to City 24 (he does not direct them to City 13 as that would make it obvious).

In time, Arceneaux expects to suck the life out of Casto's Fanatics and he also expects that eventually Republicanism shall reign supreme as the dominate unionist ideology in Western Europe.

At least that is what he believes...

France, a country known for rebellion. In the aftermath of the Seven Hour War and the unrest that followed it, the Parisian City Administrator Raymond Arceneaux vowed to his Frenchmen and Countrymen that democracy, at least in part, would return. Whether it be local district councils or an assembly at Versailles-- It would return.

The harsh truth that, in the years following Unification, Administrator Arceneaux came to understand was that it would be impossible to be truly free. Similar to the situation following the French Revolution, the very country was at stake. Instability in Northern Europe, especially London, led Paris itself to become a target. A true, free, democracy would've essentially collapsed the state. In a move echoing back to the early Napoleonic War, Arceneaux cried out;
"Tout Français est un soldat."
"Every Frenchman is a soldier."


The situation, as Arceneaux had hoped, has not gotten better. London is essentially collapsing, and a Totalitarian Futurist Alliance rules the Mediterranean, while rebellion spreads to Northern and Central Europe. Paris, as a result of Arceneaux's decree, created one of the largest military-states in the world. A perk of which was, with one year of service within military/conscripted forces or civil protection, a citizen gained the right to vote.

While Arceneaux, deep down supported democracy, he has essentially created a butchered democracy, and somewhat liberal, one-party state. The excellently trained soldiers, some of the best in the world, ultimately contributed to this One-Party State. The elections ultimately cast out Breen and Benefactor Cultists, Unionists, and Futurists.

Meanwhile, Arceneaux and the Republican State have a whole host of issues to worry about. The failing and unstable states around them require a constant stream of manpower, and Arceneaux seeks to combat Futurists across the Globe. It's in these Cities, some of which Futurists exist in and some which don't, that he sends Republicans to help build up a base.

Arceneaux himself has combatted Futurists in many other ways. In Paris, he has utilized Earthquake to butcher Futurist agents. He's also utilized his influence in the region to redirect CLC Shipments bound for Rome elsewhere, ensuring that Rome must rely, in part, on its Futurist allies.

In time, Arceneaux hopes that the cities in Northern and Central Europe may be stabilized, and that Futurism may be defeated. It is his hope that with this, a freer democracy may be restored. Yet, for now, that's only a dream.

That's some really good work on expanding this.

As I said in the intent, my OP was only a base concept which really needed further expansion.
