City Fifty Six was heavily affected by the Portal Storms of the 2000s and even now suffers from massive outbreaks of it. Hit by the Seven Hour War just as hard as the majority of the United Kingdom on the Western European Front, Fifty Six was founded in 2012 after instability in City Two grew to a concerning level to City Administration located there. Depicted by propaganda as a promised land for loyalists, an estimated 750,000 were relocated to it and was intended to be not only a thriving city with a majority loyalist populace, but a way to scramble resistance efforts without threatening the stability of cities within continental Europe.

For a time, Fifty Six existed as an ideal Combine city - resistance in all of Britain faced threat, and it being forced to go dark resulted in Two and Fifty Six thriving. Life in the city was relatively stable until two unexpected portal storm outbreaks on the west and east ends of the city of severe magnitude plagued it. The unprepared small amount of Civil Protection units that were still transitioning to the new conditions were decimated by the creatures for a period of months. A massive relocation campaign was carried out using rail transport until the destruction of it after 3 weeks of holding out the locations. The estimated 75,000 that didn't make it, mostly being underclass or below T3, were left abandoned by the Combine. Overwatch broadcasts to this day still ring out to empty streets telling of evacuation sites that have been empty for a long time now.

Disinformation campaigns, the water amnesia inducing properties, and re-education attempts by the Combine have ensured that this the city has been long forgotten by the public, and only exists as a half witted outlandish conspiracy theory to many, designed to belittle the Combine by resistance forces, and as nothing more then a foolish attempt at propaganda by Resistance forces. Some rebel groups, slummers and "Combine outposts" by loyalists still remain, hiding in the remnants of the evacuation sites, but their futures are uncertain to many with Manchester being almost completely destroyed, uninhabited or uninhabitable.

It is incredibly likely that there is no form of recovery for the city, at least in the eyes of the Combine, and it's likely that their plan is to starve the city out, with supplies being low for a long time now and it being rumoured that dispatch scanners can be spotted occasionally peering over the City from a currently unknown source.

Loyalist Armed Arteria/"Mancunian Division"

Comprised of the former territory of 2 apartment blocks intended to be the Nexus of the City, which during the transition period was only made up of small percentages of Civil Protection, what has been known to many as the "Loyalist Armed Arteria" and to themselves as the Mancunian Division of the OSF, is the self proclaimed primary human military force of City Fifty Six and the last remnant of Combine authority within the city, and have claimed that they maintain the city under temporary martial law until the Combine's inevitable return. Composed of various loyalists mostly below T3 that were abandoned in the relocation efforts. Supplied by the shipments of weaponry left behind by Civil Protection units, members of the Mancunian Division are some of the best equipped within the city limits.

The leaders of the LAA consists of a small group of Tier 3-Tier 4 loyalists that missed relocation due to Portal Storm attacks that have been deemed a "Martial Council". A lack of discipline and experience in combat from both leaders and fighters, however, has meant that they have proved incompetent in practice. They are on the brink of disbandment after a flood of the River Mersey, resulting in massive damage of the region, various failed attack plans on the Western Portal Zone resulting in high mortality rates, and years of radio silence by the Combine which has caused many members to simply give up on the ordeal. It's been noted that the numbers have been declining as a large portion of the original members have migrated to the Free City of Manchester.

Workers Union of Ordsall
Composed of low tier former Civil Workers Union members that have organised themselves under a self proclaimed directorial socialist republic. They possess a large amount of developed industrial territory by the Combine pre-evacuation and are known to dominate creation of goods in the area, however they are suffering the most from a war of attrition across all of Manchester against the Portal Zones, the Western one specifically. Currently, it suffers with a majority of other factions not affiliating with them due to their communist beliefs, and a dependency on food trade from the Free City. A general decline in quality of life and a large percentage of their members accepting deals to be smuggled across the Mersey has been seen occurring most likely as a result of this.

Western Portal Zone
A region of Manchester deemed by the Combine as uninhabitable and unsuccessfully quarantined after a massive outbreak of Portal Storms. The area is fully infested by Xenian creatures, resulting in a landscape comparable to the Xenian Malignant Zone in North America. This phenomenon has been documented to suffer from an abnormal lack of growth beyond a certain point, however.

Free City of Manchester

Composing the former territory of the Condemned Block Evacuation Site, where a majority of the underclass population were abandoned by the Combine, The Free City of Manchester has since built up off of various small factions that were originally intended to resist against the Combine, and currently exists as a federation of various, civilians, rebels and loyalists that have unified under one neutral label in order to stay alive within the City, not divide themselves within factions. With the exception of Xenian infestation, the inhabitants of the region have attempted to survive in a self sufficient manner, hoping in some way that some form of rescue will eventually come. With an estimated population of 17,000, some forms of farming have been set up through filtration of the poisoned River Mersey, and attempts at alien wildlife domestication have been successful with the help of a small Vortigaunt population. It is one of the most militarily organised groups within the City, with several successful attacks on the Portal Zones being carried out.

It exists as one of the most powerful factions in Manchester and with a message of all-inclusivity in the name of simply surviving, it is likely to unify the fringe states surrounding it if it isn't wiped out by attrition inflicted on it by both Portal Zones first.

Ancoats
A resistance movement founded out of former gangs from City Two that abandoned their loyalty to the Free City during an expedition, claiming that its neutrality was cowardice, and settled in the eponymous Ancoats region. They existed as an independent state for >3 months until a sudden spike in Portal Storms in the area resulted in the former Eastern Portal Zone enveloping almost all of the inhabited territory they possessed. Now, they exist as a rump state compared to what they were before, surviving off of expeditions into the untamed, festering Xenian zones in hopes of recovering what they once had.

Ancoats Portal Zone
Formerly known as the Eastern Portal Zone, this area laid dormant for a year after the Combine abandoned it leading to the formation of Ancoats. However, this would not be the end of Xenian infestation in the area as manifeststations of them would spike and be rampant, causing the formation of what is now the Ancoats Portal Zone, named after the territory it took over.
