Civil Protection Outpost Annuška

The Combine's presence in the canal block is primarily focused on monitoring and controlling access to the waterways. They have established a small outpost in the area, manned by a garrison of Civil Protection officers. The outpost serves as a base of operations for the Combine's patrols and provides a centralized location for coordinating their efforts.

The Civil Protection officers stationed at the outpost are responsible for monitoring activity around the canal blocks, looking out for any signs of resistance or suspicious activity. They use small motorized boats to navigate the canals and hunt down any unauthorized individuals who may be attempting to use the waterways to escape.

In addition to the Civil Protection officers, the Combine outpost is also equipped with a Hunter-chopper. The Hunter is a formidable aircraft, armed with machine guns and missiles, and is capable of quickly responding to any threats to the Combine's control of the canals. The Hunter is primarily used for reconnaissance and surveillance, but is also capable of attacking targets on the ground.

Overall, the Combine's presence in the canal block is a significant obstacle to anyone attempting to use the waterways to escape the city. The combination of the Civil Protection officers, motorized boats, and Hunter chopper makes it a formidable force, capable of quickly responding to any threats and maintaining their control over the canals.


Outpost Zedonis & Daugava Hydroelectric Dam

The improvised camp at the canal outpost was meticulously constructed from wooden defenses and blended in with the surrounding vegetation in order to be concealed from the Combine's prying eyes. The freed vortigaunt was in charge of a small band of armed rebels, and they were constantly on high alert for any indication of enemy activity.

Ralath, the freed vortigaunt, accepted the task of leading the refugees on their treacherous journey to the main rebel base at the hydroelectric dam's end of the canals. The vortigaunt insisted on leading the evacuees to the main rebel base at the end of the canals despite the risk, knowing that it was their last hope of surviving.

Near the end of the canal system, near a former hydroelectric dam, is where the major rebel base is situated. It is a vast complex made of steel and concrete, with rusty pipelines and towering turbines. The rebels have dug out various levels and chambers in the dam's power plant to use as a temporary fortification.

Armed rebels are stationed at the base's gate, keeping watch day and night. The rebels have constructed housing, a dining area, and an arsenal inside the base. There are other hospitals where wounded rebels and refugees can receive medical attention.


The Early Days

Early in the 20th century, the city's canal system was constructed as a means of material and cargo movement. During the industrial revolution, it saw extensive use and was a crucial component of the city's infrastructure. The importance of the canals diminished as time and technology progressed.

The canals were mostly deserted and in disrepair by the time the Combine seized control of the world in 2004

The escape route wasn't found until 2016 by a person who risked everything to cross the perilous waters. They organized a base of operations near the Daugava hydroelectric dam with a small group of like-minded people, and they started exploiting the canals to evacuate the populace that was dissatisfied with the Combine's control.

A freed vortigaunt later joined the resistance group, bolstering their might and local knowledge. The Civil Protection forces took note of their efforts, though, and set up an outpost close to the abandoned settlement of Annuška to keep an eye on activity in the canals and foil any escape attempts.​



The Present Day

The struggle between the rebels and the Combine heated up as the rebels kept evacuating citizens through the canals. Despite the fact that no outpost near the canal block was found. Civil Protection officers and their Hunter chopper frequently targeted refugee escape attempts further into the canal block, which for a while resulted in a standstill as escape efforts would result in a significant loss of life. The rebel group had to alter their strategy; this would succeed for a while, but eventually the civil protection troops would learn about the strategy and put an end to it. This resulted in a cat-and-mouse game.

For individuals attempting to flee the oppressive control of the Combine in the city, the canals have emerged as a crucial path. Those who want to flee the Combine's control can find refuge and passage thanks to the rebels, who are led by just a small band of courageous people. The continual fighting between the Combine and the rebels has claimed numerous lives and made traveling through the canals much riskier. However, the rebels' steadfastness in their pursuit of freedom has given many who have suffered great loss at the hands of the Combine reason for optimism.

The city's canals, which were once disregarded and forgotten, are today seen as a sign of optimism and resilience.​
