City 3, also known as Moscow, is one of many Cities that underwent huge industrialization after the Combine occupation. The City is twice as large as normal Cities. Moscow was one of the first Cities that surrendered to the Combine and didn't lose many resources or infrastructure against the Combine Invasion. The City itself started producing many different goods for the Combine. But mainly, they first concentrated on producing Construction materials, Equipment, and Tools that would be needed for the Future and by many different Cities, where the Combine Invasion didn't go so smoothly. The Citizens of the City were firstly traumatized by the Occupation, and many at first tried to resist the Combine Occupation. Many, if not all, of the City's Criminals were quickly deported to исправительный лагерь ( Labor camps ) outside of the City. Instead of amputating the Criminals, the Moscow City Administration had the brilliant idea to use them in Labor Camps further to produce goods for the Combines and their City.

To further improve the Public image of the Combine, the City Administration of City 3 started a Loyalist - Development program, where ordinary Citizens were Educated and received Knowledge of the Combine ( They were Brainwashed with Propaganda ). Citizens that attended these Development programs were elevated to Higher positions inside their Departments and received more goods and an Easier Life.

These Development programs and a better Quality of life inside City 3 caused a decline in Criminal charges. Citizens didn't have the courage anymore to Riot against the Combine Invaders. They had a full stomach, a place where they could work with decent pay, and a warm place to sleep. Until the Winter arrived, that is...

After the temperatures dropped and the City used more and more of its Energy supply to keep its occupants warm, the city administration noticed that they needed a better plan for the future years to keep the City warm. City Administrator Jaroslaw Wladimirowitsch quickly gathered 30-50 men he trusted and sent them on an Expedition to find any natural resource near City 3 ( Coal, Oil, or Gas ). Anything to could be used to keep the City warm was vital and valuable for the City.​

The City Administrator of City 3, Natalya Viktoria Miroslava

A man with a cold heart and an even colder expression. Natalya Viktoria Miroslava, a former Russian Military Officer who proclaimed the surrender of the Russian Federation during the 7 Hours War after the entire government was killed with precise attacks. Not much is known about Natalya Viktoria Miroslava, a Russian Military Officer who had attended several military universities in Russia. Her excellent military organization and her planning to be always one step ahead of her opponent in battle were why he quickly made a career in the Russian army. However, he was not prepared against the Combine invasion, and no one could reasonably prepare against such an opponent. After he formally signed the surrender of the Russian army and the government. The Combine saw potential in Miroslava. A perfect candidate for the position of City Administrator.​

Character Traits



Organized

Natalya Viktoria Miroslava is a very organized and disciplined person. He likes to keep everything organized and keeps a diary to write down important information. Rumor says that he writes down the names of people who might cause him problems in the future for him.



Veteran

Whether officer or regular soldier, who has served in the army and during the 7 hours of war is a real veteran.
Jaroslaw Wladimirowitch Gerassimov, is a experienced veteran, nothing can surprise him anymore. ​

Green is the Housing Blocks and General Citizen Area

Yello is the City Administration area that only Members of Upper Society have access to ( High Tier Loyalists and City Administration members )

Blue is the Overwatch Forces area, where the Nexus should be located, and multiple Overwatch Facilities and a new Training Area

Labour Camps for criminals are currently being held, These camps are cut off from the rest of the Civil Population, and only Combine Delegates have Excess

Overwatch Standard Forces - 3rd "Rasputin" Tank Division

The 3rd Tank Divison is a unit that operates as Overwatch Standard Forces formation of City 3. This is one of the few Russian military units that survived the Seven Hour War, beauracratically and literally. The regiment has the same command structure as before the Combine takeover, which means that this is one of Europe's better-equipped and better-trained Standard forces. Much like the old military of Russia, this unit is well-respected amongst the populace of City 3. The servicemen of the 3rd have participated in numerous operations, including but not limited to Antlion infestation cleanups, raids on rebel strongholds in the Siberian region, etc. An average Private of the regiment is equipped with the standard-issue firearms and kit of a pre-Combine Russian rifleman: an AK-47 assault rifle, kevlar vest, Russian version of the Multicam pattern, and maybe some additional items, depending on the role. This unit is one of the more formidable foes for the rebels, unlike other Conscripts of other Cities. The 3rd "Rasputin" Tank Division uses heavy firepower to destroy its opponents

The regiment is currently made up of four Tank battalions, the total manpower being six thousand servicemen of varying specializations.

The "Rasputin" also has several pre-War armored vehicles: T-72b, T-72b3, T-90a, and T-80BVM

The command structure of the regiment is made of pre-Combine officers who had received a proper military education. The regiment commander is now Colonel Artjom Alexandr Ivanov. He and his subordinate commissioned officers make up the Military Elite of Overwatch Standard Forces City 3.
