The Ministry of Labour Act
‎ ‎ ‎ ‎ ‎ ‎ ‎ ‎

To make sure the needs of the Civil Worker’s Union are represented in the most fair and accurate manner possible, following on from the departure from the Ministry of Progress

Be it enacted by the Legislative Diet as follows:

§ 1. The Ministry​
  1. The Ministry of Labour shall be formed - An internal administrative body that is in charge of lobbying for the interests of the Civil Worker’s Union, ensuring efficiency, and handling the administrative and major logistical issues of maintaining the civilian infrastructure outlets of City Eight.​
  2. The ministry will have a seat in the legislative diet as Civil Worker’s Union representatives, allowing them to voice their opinions clearly.​
  3. The ministry will be based in the Itabashi-Kita district but will oversee all districts in City Eight.​
  4. The ministry also has the right to issue work orders to & from other districts, enabling seamless cooperation across City Eight.​


§ 2. The Roles & Responsibilities​
  1. The Minister - A member of the CCA. In charge of overseeing efficiency, upholding the rights & duties of workers, as well as interfacing with other ministries. The minister has the right to promote and demote (and remove) anyone from the local Civil Worker’s Union at their pleasure. They may create new roles in their department, the Civil Worker’s Union District Director, however, retains the ability to veto any actions taken towards the Civil Worker’s Union by the Minister as their direct chain of command’s hierarchy.​
  2. The Inspector - It is the Inspector’s job to conduct inspections (planned or random) on various civilian buildings and infrastructure to ensure they comply with the Civil Building Code. If infractions are noted, they have the right to levy a fine and/or close the establishment down until the necessary work is done and re-inspected for them to comply, along with investigating internal administrative matters. They are under the Minister’s charge, and though Civil Worker’s Union management can choose to fire them if they see fit, the Minister retains the ability to veto this. They are able to perform standard CWU member tasks as well, if not performing other duties.​

§ 3. The Selection​
  1. A vote among the local Civil Worker’s Union Administration will take place in order to choose the Minister, meaning only the best candidate will be put forward.​
  2. The Minister will then be sworn in and confirmed by the Chairperson or Secretary General of the Legislative Diet, depending on availability.​
  3. The Minister may be removed via a vote of no-confidence by members of the CWU Administration. This requires a unanimous vote or by the Office of CWU Sector Management​

§ 4. Effective Date.

1. This act shall be discussed in the upcoming diet meeting, if passed, to take immediate effect.

why cant the CWU be "in charge of lobbying for the interests of the Civil Worker’s Union, ensuring efficiency, and handling the administrative and major logistical issues of maintaining the civilian infrastructure outlets of City Eight."

Despite the head of this ministry being CCA (t6+purple armband), they are below the director, who isn't CCA, in terms of authority. The position is already elected by the Tier-fours or fives. this would mean the CWU would have two tier-six members for what is unequivocably a non-consequential role considering the director can veto any action said minister would take. They do not need this armband, and tolerating this just makes an already powerful faction a hegemon in politics, especially with this entire department's members having a seat in the security council, meaning you can place tier-three or tier-twos in it at your own will and they would automatically be granted voting rights.

My previous statement on page one at the very end explains its purpose. I don't need to elaborate for you any further than it is. Most of this stuff is IC powers which in some way /could/ promote a degree of roleplay for the political side of things. Another avenue is opened for regular players to try out and play without it being gatekept into a 3 person circlejerk. Again, this isn't a ministry, this is something regulated so it doesn't devolve into Pandora's box being opened up and causing big problems.

This is still being actively worked on so it can achieve its proper balance the people who pitched this have a genuine interest in the roleplay, and I really see no detriment.

Will be rescinded for now. Too many uninvolved people complaining and giving their unqualified opinion on the matter.

This is democracy manifest...
