And What I'm Going To Do to Fix It.
A finale of all my previous critiques of the server environment.


Botulism City.

Introduction.

Hey! I hope this is going to be a rather short piece (Author's note, it WON'T.) I already fear I've become known as just one of the guys who bitch and moan on the forums, a penny waiting for change, so I'll try to keep it to a minimum with this one, as I'll consider it my last for the time being. Despite that 'minimum', I think this one will mean the most to me outside of my various writing pieces proclaiming my desire for a better, more 'alive' roleplaying experience.

It means the most to me because Civil Protection is easily the life-blood of Half Life 2 Roleplay. There's nothing to do as a citizen without them. Nothing to rebel against, nothing to fight against, nothing to cautiously befriend and score a few cigarettes off of, nothing to capture and torture and kill or get captured and tortured and killed by. These masked species-traitors are a large part of the fun in Half Life 2 for me, either playing against them or playing as them. I'd consider myself a 'combine main', but I always try to play a citizen on the side so I know what feels sportsmanly and unsportsmanlike in RP, but really, I'm one of those roleplayers who is cool with just about anything. That's why I continue to play on this gamemode.

Instead of an abject rant with no solution offered, I'm providing clear solutions for the things I've witnessed. Some of these will be about the roleplay experience itself, and the ways players exercise their roleplay freedom. Everything I state going on the latter end can be rebuked with "Well, they're players, they can do what they want." And I agree, but when you get whitelisted and flagged to play as a cop, you're an unofficial representative of the server's roleplay in more ways than one. You're the first real memorable interaction many new citizens will receive, and how hard (or how soft) you are determines whether or not they'll feel invested to keep playing on the server.

Without further ado, I'll get on with it.


Critiques About Civil Protection Atmosphere Itself, Mostly Excluding The Characters.

Civil Protection was originally meant to be heavily regimented, structured, and robotic. The HL2 canon depiction of Civil Protection does not really allow for any roleplay freedom, with every cop being kept up on a constant dosage of drugs and the promise of their whole family not getting liquidated to do whatever Dispatch tells them. They're robots, basically.

This was NOT a formula that would've worked, and original HL2RP servers knew this.

What did they do in this stead? They took the original aesthetic of Civil Protection as gifted to them from the files of Half Life 2 and refitted it to one of the main inspirations of Half Life 2's more dystopian motifs, Nineteen Eighty-Four. Loyalists and Civil Protection members with personalities never had a place in the original, rather bare-bones Half Life 2 formula that served only as a showcase to the player as to how far the world had fallen since the original game, but they did now. In the original formulas of Half Life 2, when the server was ran right, excelling in Civil Protection was based on merit, and not the simple merit of S2King better than anyone else, but being able to go further than any of your predecessors.

In short, brutality, anti-intellectualism, and loyalty to the regime and your superiors got you ahead of every other character who couldn't stomach such an action. The torture or execution of a mostly innocent, intelligent civilian would very-well prevent a thoughtful, coherent rebellion later down the line. Cops were always on the move, always staking someone's apartment out, always performing a sweep on their own accord, always performing searches or maintaining a presence, and they were rewarded for it with recognition by their peers and superiors.

At one point in Shockcore, my low-ranking ground unit was executed for simply stating that the Benefactors weren't deities. The cops waited 3-days after they originally heard him say that just to execute him, almost as if they knew he was dead. It was scarily similar to 1984, and I loved the shit out of how realistic it was, even if my twelve-year-old ass cried like a little bitch after. It made me start reading that book and reading into totalitarian regimes as a kid, and I still have an interest in them to this day.

The numbers always swelled, too. In any server with 70 players, at least 25 of those would be cops. This was back when being a sewer rebel was something to fear because cops did constant sweeps and killed any poor fuck who didn't have a good hiding spot, so most resistance members lived within the city and didn't just sit in a corner marveling at their horde of scripts the entire day. A city in real life has millions, but the city in-game only had a few dozen people and still felt very, very alive.

The city in Willard's Half Life 2 Roleplay looks sufficiently dystopian, but next to no effort is spent by CP faction members and leads to do what the faction is meant to do outside of fighting random antlion ambushes, randomly beating people for actual real world crimes, and fighting shotcops. In fact, much of the effort is spent going against any oppressive atmosphere and actively subverting it. Corrupt cops are done away with and refused promotions, and cops that are 'too oppressive' (rarely true in HL2RP) are thrown out in favor of middle-of-the-road blank slates who outright go against the oppressive atmosphere.

I will say this, and if you don't even READ this and there's only one thing you take out of it, let it be this:

The amount of effort that Civil Protection spends roleplaying as an oppressive entity DIRECTLY CORRELATES with the development, roleplaying ability, etc. That the Resistance faction has.

What do I mean by this? If you don't roleplay an oppressive presence at all, the rebels who become rebels lose character because they have very little to rebel against -- if you go the full mile and make the city feel like it's in the midst of a Stalinist great purge, the rebellion will have a LOT more flavor, umph and pizazz to it than now. People whine about CvR and how both faction members are autistically at each others' throats OOCly, but that should NOT be the case. OOCly, they should be working in tandem to produce a cohesive, sensical, and realistic city under rule by a puppet government supervised by alien overlords.

Rebel players thus previously complained at length about how the Combine was too harsh, but that was just a play-to-win whining attempt to save their own skins and 'win' the game, when there's no winning in HL2RP. Now that these subversive community members are mostly out, we should really up the stakes and throw in the human element into our roleplay.

That's all for that segment, now to move toward the next two -- my critique of the leads and subversive faction members, and what I want to be done about it, and what I will do about it.


Critiques About Civil Protection Roleplay, Faction Leads, Etc.

I talked with Ultima about this and he explained to me that one of the main problems with the faction is that the faction leads are busy with real life matters. That's COMPLETELY understandable, I have a full-time job at a company I love and I'm saving up money to eventually get a simple degree from a college. I can't be expected to be on here 24/7, but in everything I do, I strive for perfection. I work hard and I play hard, and when I'm roleplaying, the main fun of me is exercising my writing abilities to the fullest and seeing what I can do. If players don't have the time, they should be replaced. Not out of hate, but out of understanding and sportsmanship. Just like any other whitelisted player when they go inactive for too long.

The faction's OOC state of affairs doesn't really allow for me, or many others to do that. With no real lead who wants to take the story in somewhere riveting and fun to experience for everyone, the faction is left without a sense of clear direction and characters are just left to their own devices. This would be okay if it was a loose conglomerate of resistance members, but this is Civil Protection we're talking about. The city has never felt more lifeless and disconnected. Civil Protection and Civil Workers barely work with each other and feel more like divorced parents sending their bluesuit kids off to the other parent for the weekend ("Workshift? Here, you take him, Civil Worker. I'm just gonna watch and smoke a ciggy until I get them back." Mentality.)

There's a critical lack of interesting characters and compelling stories, especially in the higher ranks. Many of the Civil Protection characters are promoted more based on simply how well they perform in S2K rather than their personalities, ability to roleplay an oppressive gas-masked thug, or how helpful they are to the Combine's objectives. Some characters are literally counter-intuitive to the Combine's rule by fear. While playing as my North Korean cop, he witnessed an RL and an I4 get intoxicated in the city and apparently beat each other up with stun-batons near an MCP Agent.

And nothing was done.

Of course nothing was done, I mean, this should be handled ICly, right? But who does a lowly ground unit complain to, the Chief who is rarely never on and if he is, wouldn't care to take an audience from a unit about such a complaint? How about the Captain, who will deduct ten sterilized credits (equivalent to ten hours of roleplay) from your file for talking out of turn on the radio? There's a severe and strange division between the amount of discipline going on with characters, and the bias is all over the place. There's no uniformity, you have hyper-lenient cops who will promote you a day after your promotion to I5 just for not having anything on your file, and hyper-strict cops who will fuck you up for looking the wrong way. You'll also have really middle of the road, boring cops who really don't pay attention to anything going on, and treat the faction like an actual job, one that they're extremely OOCly bored of.

There's no uniformity in a faction where everyone dresses, looks, and sounds nearly the same.

When there's a failure to roleplay going on and you can't handle it in-character, you take it OOC and address the issue. All Units, with command units being given more scrutiny, should be held to a higher standard than citizen roleplayers and should be expected to roleplay a certain way, even more than there was previously. They should be expected to be of a certain character and have some similarities, with every single cop possessing the ability to be cruel (or atleast mimic cruelty) and maintaining a thuggish demeanor. In a totalitarian, alien-run fascist/communist/whatever you wanna callit-ist society, they'd only prioritize fit, scary and loyal individuals to be in their auxiliary force. You might say 'Look at Barney, he ain't scary', but he was definitely intimidating before he took off the mask, wasn't he?


What I've Already Done About It, My Failures And Successes, And What I'm Going To Do About It Now.

My first attempt at helping the faction was making my own cop character that lived up to everything I prioritized out of an 'ideal' Civil Protection member. PATROL-36 was human, he was a scary fascist, he was bold, weak, strong, sadistic, and in a span of around 22 days exhibited every single emotion in the book. If you saw him one day he executed numerous people, and the other he was bawling his eyes out to a fellow cop that he'd abused and ragged on in the middle of City Eight's slums for something he did. I gave him a mentally ill streak after he'd killed about fifteen individual characters that involved him being constantly on the watch for shadow-people out of the corner of his eye. It felt sufficiently edgy but also sensical and disturbing for a man who'd done so many horrible things. He felt very little mercy about any of it, but it definitely affected his conscience in an unexpected way.


From inviting around 30 citizens to watch a public execution (that he alone organized) of a man preaching a strange Breen-worshipping religion, throwing a Conscript Lieutenant in a pillory and preparing to carve her up for being suspected of espionage, to torturing a civilian wrongly committed of a crime and carving 'CMB' on his chest, he was everything I felt a CP should've been. Gruff, masculine, yet mundane and pathetic. Terrifying because of how little he had to lose rather than his innate manhood (Of which he had little.) When I was on, I felt as if he was a finely tuned cog in the machine whilst I played. He never got promoted or rewarded for his efforts in oppressing the populace and adding development to players, and when he executed a mentally ill Conscript Ensign in public, that was considered going 'too far' by the command. In something I think was organized ICly by his superiors and the conscripts, he was to be covertly executed after being sent out on Outlands Duty, a plan which he uncovered out of sheer paranoia. He went out with his finger on the trigger, downing two superiors in a hail of gunfire before the Chief executed him. It was a great end for a character and I don't want him back, but in an ideal server, it shouldn't have happened that way.

In any old server, most of his actions would've been considered a model for every Unit to follow, and OOCly I would've been able to keep the momentum up once he got promoted to a suitable rank or died in a gunfight. In this current Civil Protection though, he was punished and ostracized anytime he did anything that could've stirred tension and created more interesting roleplay through the use of suitable oppression, whilst characters who didn't stir the pot and just 'did their job' enjoyed success.

Ultimately, he was executed for fulfilling his job description. I failed. I wanted to keep him alive and inspire a whole new bunch of creative, oppressive CP characters, but I failed 36. There are things I shouldn't have ideally RPed if I wanted to keep him alive, but in death he served as a more valuable lesson for me, and in turn writing this than anything.

I realize this sounds whiny using a personal example, and it's no doubt biased because of how I felt, but I knew the most about what my character alone experienced, so it helps to write what I know. I do not feel any anger or 'salt' about what happened, but it serves perfectly as an example of a microcosm of the factions' flaws.

Currently, my success I consider is writing a relatively alright advice-filled 'guide' on an oppressive Civil Protection character's mindset (Linked), but I want to do more. If nobody else can do something right, you gotta do it yourself. I'm going to throw up a list of what I hope to accomplish or see accomplished.





A GENERAL LIST OF WHAT I HOPE TO SEE ACCOMPLISHED FOR THE FACTION IN THE FUTURE.

IC Apps, and constant application drives until at least 20 Cops are online at peak population.


Vetting of current Civil Protection characters, and active encouragement to play certain archetypes that all fit violent, robust, bold molds. From super oppressive corrupt loyalist cops that dominate the fold to undercover resistance agents, gang infiltrators, opportunists, cynics, and more.

Harsher treatment on citizens and in general, constantly doing things as the faction. Active sweeps, purges, liquidations, public executions, events, etc. Should be an almost daily occurrence, and something the leads of the faction organize. Make it feel like the leads and units actually CARE.

Rewarding Corrupt, violent cops over innocent, loyal 'just doing their job' cops. The whole faction should be a violent thuggish scheme designed to root out anyone who goes against the Combine, and also anyone who fucks with the Civil Protection itself.

Most importantly of all? A reshuffling of the faction leads. The only real lead I prefer right now is Wraygun, and that's from personal experience. I do not say this from personal bias (I should actually have quite the opposite, considering his characters have antagonized mine LMAO) but I believe he has the right mindset and understanding of tyranny and oppression, and even though he's busy with IRL stuff as many of us are, has the right heart for maximum character development opportunities.

And last but not least, I don't care for the audacity involved in saying this, I'm going to submit a formal request to have my Cop be a Command Unit of some kind. I hold it against myself for not bothering to grind, but if you ask me, the people who have grinded aren't oppressive or interesting enough to warrant the merit of spending a few months doing sweeps and roleplaying only when Dispatch is on. The way I see it, I've been grinding for years on end, it shouldn't make a difference if I genuinely believe this faction needs my abilities so we can ensure everyone else can be even more invested and have more fun than normal.

usually i don't fully agree with you on posts like this, often times you post suggestions that i either find poor or unintentionally hurtful for rp. this, however, i think you hit the nail on the head. full stop.

there's this prevailing mindset of apathy and detachment that playing civil protection is an endless loop of patrolling and beating citizens. most players would unfortunately agree for one reason or another, that playing a cop is mindless and boring. however, i've found that the people who say this are often time mindless and boring themselves. of course no one will go out of their way to interact with you when you're standing in front of the nexus and just spamming "<:: Apply. ::>".

in order to thrive and enjoy cop roleplay, you have to actively create it - not seek it. you have to be the one to kickstart an interaction with a citizen, you have to be the one to take the initiative. that's just how things are. nobody will go up to you and do anything other than report a crime or ask for work because people are understandably unwilling to take a gamble and see if they'll get told to fuck off.

a lot of people are to blame for this mindset, primarily the people who have turned the other cheek to it or even nurtured it -- command units and the rank leaders especially. i cannot count the times i have seen cops get scolded or punished for being oppressive by their superiors, even though that's the whole gist of civil protection. it drives the biggest drivers of roleplay and narrative directly away from the faction, sometimes wholly out of the community itself. the current system half assedly encourages complacency and subscription to this mindset. the rank leads - in the off chance they're around - often act nonchalant in an almost cartoonish manner and encourage you to stay in the lane of PT patrolling.


an example of a positively oppressive cop was melon's old RL. although i only had one encounter with him, it stuck with me after almost a year and everyone should learn to take a note out of his book.

while my character was working at her best friend's store that was named in a not so legal way, melon's RL came up and asked her a few questions. after some fishing for answers, he told my character to get on the wall and tied her wrists together, then dragged her over to the interrogation room. what followed was half an hour or so of immensely personal questions relating to my character and her best friend, ending with her ratting almost every single sprinkle of information.

then, she was beaten to a pulp and thrown out to the street. but the nightmare didn't end just there.

she was ruthlessly stalked by the RL and forced to show him a letter from said best friend, then her treachery was revealed publicly in a broadcast -- congratulating her for ratting and encouraging others to shame her best friend.

this shaped my character into a much different person in the most vile way possible. it also created very lasting consequences with her best friend.

why am i bringing this up and using it as an example?

because it positively shaped my character and made her feel afraid. it made her terrified when she saw a trenchcoat. it made her believe that everyone is out to get her and that no place is safe. it helped turn her into a paranoid and vile person. and that's because it was oppressive in a unique way.

although yes, totalitarian regimes oftentimes use physical punishments as threats, they don't boil down to it. totalitarian regimes use surveillance, paranoia, fear, threats and collaboration as a way to keep their people docile. physical solutions are rarely, if ever, used.


so, how can cops be more oppressive?

this isn't something you can really fix with the snap of a finger. you have to gradually help people adopt a different playstyle of creating roleplay with other characters rather than chasing crumbs. it's something that can take months, given the current stagnation.

command units and the only two active RLs should be rewarding those who take initiative. anything works: stalking, collecting information on individuals and/or groups, engaging in corruption, terrorizing civs on a level more interesting and psychological than "/me beats", etc... the only limit is your creativity. i know firsthand, from both the giving and receiving ends, that roleplayers love a good antagonist. they love a cop that knows their character deeply and uses it at every opportunity.

really, it all boils down to putting the unique and rp healthy cops on a pedestal instead of actively punishing them. reward and promote them, let them take charge, don't interfere in their activities and just watch. eventually, others will take a note and try to emulate them, for better or for worse.
 
As someone who actively engaged with your Chollima character, I think you were the only cop other than Goose, who truly understood how to interact with what we were trying to do as the Kamikos. At least from the perspective of a low-on-the-totem pole slum rat who oppressed, beat, and extorted his kind for personal gain, similar to what the Combine should be doing. In City 8, it was hyped up before the map change that there would be thick layers of corruption in the city and heavy interaction with Kamiko and Hogo characters to maintain a status quo, I think the disparity between local units and transfers from I24 essentially ruined this, who in my opinion, should've been all liquidated due to the failure to maintain socio status in their city. Why would the combine send an entire garrison of essentially in their eyes failures to a whole new city? I think we had the opportunity to create a more oppressive and grime-ridden City 8, the setting was there for this to take place -- but certain CPs just wouldn't engage in it... I almost lost my event character on the first day after a brawl and was narrowly saved due to your character's actions. You made some good points in this post and hope at least some take it to heart and just try this form of roleplay.

I completely agree and am so glad that you added onto this, this really helps hammer in what I was going for! Only thing I will disagree with is that totalitarian regimes use violence and the threats of violence almost as much as the other, it's not a crazy thing for a cop to be violent and beat someone to a pulp. It is crazy when there's real motivation behind it other than enforcing the law.

Thank you so much for replying man! Me and Goose tried heavily to conform to this new style of RP. Unfortunately, yeah...The amount of transfers that got sent over just completely diluted it all within the span of a month, which was boring. I'm going to try and fix things and see if the leads will accept me taking a bigger part in CivPro other than just a low-ranking ground unit and a voice on the forums. I wanna be the change I wanna see.

A ton of this disconnect is from IC circumstances, primarily regarding the whole arc between City 8 and City 24 units having to mesh with each other in different cultures and work expectations. It isn't Ozz and I being on different wavelengths OOCly, I think we're pretty aware of the disconnect between our leadership styles ICly due to the characters themselves, that being the rule-bending native Chief and the rule-abiding foreign Captain.

Not making excuses, but I think a lot of the woes regarding disconnect and lack of uniformity is from the whole story arc for Civil Protection lately being that a lot of C24 units got misplaced into C8 and are forced to adapt to the new environment, which kinda confused a good chunk of players into being unsure of how they should act. That being said, we're trying to focus on creating more of a uniform experience for the faction with this next map.

There's actually much more I wanna discuss regarding this post, especially regarding the general attitude and perspective on units 'being more harsh', which is an infamously difficult task that has seen so much discussion already in previous threads, but I'm in the middle of making dinner. I really do like reading these posts, mostly due to it being difficult to gather constructive feedback and critique for the faction rather than the general server.

I think that you are incorrect in making this statement. From my time in the faction as someone who started as a lowly i5, then made their way to Rank leader, and now who is within MCP, I have seen how members within the faction have been promoted, especially when venturing into Command Unit status and even Rank Leader.

I have never seen anyone be promoted just because they are a god at S2K. This comment alone seems very loaded and one-sided. Faction members who are promoted are assessed on a variety of factors. Their ability to roleplay is one of the main key points

Another issue botulism didn't touch is quality.
Civil protection has its bad apples, rp quality needs to have a look over.
Often than not I've seen a fair share of questionable interactions in chat.
The issue doesn't lie on someone not being able to shit out 7 lines of rp for saying hi but it lies on the lack of effort and the overall performance.
Specially when these types are the ones that "destroy" rp instead of adding to it.

I agree with pretty much most if not all of this post. Something I'd personally love to see is in-character applications, something that has been done in the past, prior and during to Ozz's and Clap's tenure as faction leads. I don't think it would fix the faction overnight, but I do think it could help improve the scene overall.

i can't stress enough just how much of a mistake it was to let people pick between playing transfers or locals. many cop players were outright willing to instantly ruin the new setting by reporting and punishing the local cops. obviously, some of the transfers were pretty cool, but the majority of them were hesitant to try something new and immediately defaulted to being emotionless robocops that report every instance of corruption

as an example, there was a transfer cop trying to report to the chief about a local unit selling rations to people.

the new setting had so much potential and it was squandered by the people who were supposed to enjoy it. the worst part is that these are the same people who complain about how cop rp is cyclical and boring. of course you'll be stuck in an endless loop if you refuse to try out new things!

There's a lot of word about oppressive cops and et cetera. I will have to say to anyone who looks at applying in the future (via IC apps, hopefully), that this stuff usually comes with the flow, and there isn't a reason to min-max evil points just for the sake of it.

Hell, I think arguably the two best Cop chars I have ever met, VICE-7 (Vulpes) and JUDGE-2 (Ekrell), weren't evil or oppressive, and never exactly became so, either. Perhaps it was because my char wasn't sunshine and rainbows, so the opposite side seemed appealing to interact with, but to me, their existence showed the actual dystopia of HL2 better than any "le sadistic RL" or "le cop who beats up a midget with crutches." It was seeing a clearly good person having to deal with being surrounded by selfishness and apathy.

You don't need to feel pressured to make a bad guy to "improve the feeling of oppression." One doesn't need to be an inherent dickhead to terrorise people. Maybe you're just forced to, and eventually grow accustomed to it, maybe you get in with a few i3s who like to have fun messing with civies, or maybe you get shot too many times and grow paranoid. It's always better for interactions to carry more meaning than just being "for the sake of it."

Like, if that happened to me, I wouldn't think, "Oh God the oppression!" Rather it'd be, "Man, this guy is trying really hard to include me in his yaoi torture fanfiction." No offense, of course, since I don't know how it went, but that really does seem like a 101 "muh dystopia" copout. Le brutal body mutilation!​
 
Harsher treatment on citizens and in general, constantly doing things as the faction. Active sweeps, purges, liquidations, public executions, events, etc. Should be an almost daily occurrence, and something the leads of the faction organize. Make it feel like the leads and units actually CARE.​

If anyone wants to see the horseshoe from a historical standpoint, the Complaint Section of CivPro offers a great look at how it usually goes. Just start from the bottom, although I will say that not all posts can be seen (at least one, for sure).
 
A ton of this disconnect is from IC circumstances, primarily regarding the whole arc between City 8 and City 24 units having to mesh with each other in different cultures and work expectations. It isn't Ozz and I being on different wavelengths OOCly, I think we're pretty aware of the disconnect between our leadership styles ICly due to the characters themselves, that being the rule-bending native Chief and the rule-abiding foreign Captain.

Not making excuses, but I think a lot of the woes regarding disconnect and lack of uniformity is from the whole story arc for Civil Protection lately being that a lot of C24 units got misplaced into C8 and are forced to adapt to the new environment, which kinda confused a good chunk of players into being unsure of how they should act. That being said, we're trying to focus on creating more of a uniform experience for the faction with this next map.

There's actually much more I wanna discuss regarding this post, especially regarding the general attitude and perspective on units 'being more harsh', which is an infamously difficult task that has seen so much discussion already in previous threads, but I'm in the middle of making dinner. I really do like reading these posts, mostly due to it being difficult to gather constructive feedback and critique for the faction rather than the general server.
No worries about being in the middle of dinner, Clap! I was in the middle of work and when I got home, I was totally wiped, lmao.

Personally, it's all about the leads being more vocal and having a uniform agenda and objective to accomplish. This objective isn't something like "kill all rebels!" but it's more a theme to achieve. Do we want to be stone-cold rulebook-following life extinguishers? Do we want to be corrupt, evil cops who abuse the system while doing our jobs? That kind of thing. People take the 'roleplay freedom' of Willards too literally in that NOTHING should encroach on player's roleplay freedom.

In a dystopia.

That's stupid, leads and the Combine SHOULD encroach on their roleplay freedom. They should be allowed to roleplay whatever they want, ofc, but if that doesn't fit this current Civil Protection? Oust 'em, it ain't good. Yknow what I mean? The wild difference between rank lead personalities should be curtailed in a manner that we should advise everyone, from rank leads to ground units, a certain model to follow or fall back on.

I have so much more to say as-well, but I'll leave that for now and comment on the rest of everyone's posts. Stay tuned!
 
I think that you are incorrect in making this statement. From my time in the faction as someone who started as a lowly i5, then made their way to Rank leader, and now who is within MCP, I have seen how members within the faction have been promoted, especially when venturing into Command Unit status and even Rank Leader.

I have never seen anyone be promoted just because they are a god at S2K. This comment alone seems very loaded and one-sided. Faction members who are promoted are assessed on a variety of factors. Their ability to roleplay is one of the main key points

Honestly, Tony? I was being nice. I've been playing this faction for the past several months and from my experience, here's what I see, because it isn't even really S2K that's the problem:

The actually good cop roleplayers who create interesting interactions either on their own or with a PT are seen as average and are left to move up the ranks normally. I was very active as 81 and 36 and only one promotion came my way, which was fine until I saw how quick others were getting bumped up for the reasons below.

The cop roleplayers who just go on every sweep known to man (or quickly ass-kiss and become a high-ranking cop's bitch) quickly get bumped up in rank and promoted.

I'm not against IC nepotism, as that's completely realistic if it's a human promoting someone and not Dispatch, but at the end of the day? These OOC attitudes and biases start to kill roleplay when the sheer amount of players taking the wheel are unable to keep up and have boring, uncreative ideas and solutions. I won't name names unless you really want me to, but the vast amount of Civil Protection characters from around I3 upward don't have the energy needed to keep the fun going, and do not even seem to understand what a Civil Protection character is supposed to be.

I will reiterate: You're not playing a cop protecting citizens, you're playing a guard in an open-air prison.
How many players realize this? From the many rank leads and command units I've roleplayed with, many assumed that the Combine had an actual innocent until proven guilty-style Western law process and there was an actual, legibile system of morality going on here. Hell, one of the Local RLs I talked to around a month into the City Eight change didn't even understand what 'Taicho' meant when my cop called him by it.

If you're going to say you promote people based on roleplay ability, you either don't, or you do a really poor job of doing it. I honestly hoped for the former as I couldn't believe that most of these players were prioritized for their ability to conduct a real, human, fascinating character and provide better entertainment for all parties involved. Do you play CiviPro by any chance? I know you have an MCP Character, but an MCP Character can hardly be the judge of how cops act because all cops quickly change their tune once an authority-figure is around.

This is all a part of why I'm going to throw my hat in the ring no matter the audacity of it, because I think respectively that no one can fix this problem better than I can. Thank you for reading.

I've been waiting for a time to say this, first of all, Nick, you are mostly correct in a lot of the stuff you wrote here. It's not all perfect, but you are right. There needs to be a deeper dive, and the next generation of Civil Protection need units to look up to.

So what makes a good Civil Protection Officer? Is it the dynamic of them playing corrupt? Is it a dynamic of them playing by the book? You mentioned in your statement that it should be mostly corrupt. This is too much overhead, and you have to understand that there will be goody-two shoes and corrupt cops doing the same job. That's not the problem.

The problem is, most Civil Protection Units are not thinking on this train of thought: "How is my actions in this very important role, going to churn or develop RP for the other player." or "How will this interaction I'm having give this player a thrill, something for them to build a story on."

Most of the time, Civil Protection Agents, especially the new age ones, have a very mild, dry experience with a citizen, I've been a citizen in plenty of scenarios, and a lot of my encounters with Civil Protection were lack luster.

The officers engaging with my citizen didn't seem to care to create an entertaining time. Their mindset was "I'm the police, you're a subject, I'm going to humiliate you against your will and then maybe send you on your way."

When you put on the boots of a Civil Protection Officer, your job is to create engaging, memorable experiences for the players. We may as well be wearing a clown suit because we are entertainer at essence. Civil Protection is directly in charge of how much fun a player has on the server. The people you're interacting with will be the next generation of Civil Protection in the future when we pass, what you do on that street will develop a continuous generational understanding.

What made you all fall in love with this game? Every single person reading this, has logged into Half Life 2 RP, had an experience that made them want to come back and contribute to the game. Try to 10 fold your first experience. Make it something sticks, whether you're corrupt or goody two shoes.

On the subject of "Faction Management doesn't promote people based on RP"

You're right. They don't! And they can't! They're volunteers, Ozz, Clap, Ultima, and many, many others work around the clock, giving us THEIR free time, and they have to manage the progress of over 50+ accounts at a time. I don't expect everyone to understand faction management, but it's a PAIN IN THE ASS. Also they appear to be on European times, I could be wrong about that, but during 𝘕𝘪𝘨𝘩𝘵 𝘚𝘩𝘪𝘧𝘵 ™ there was no commanding officers, thus no progress for those players, thus discouragement and burnout.

So what did management do?

Well, they heard the concerns, and they've looked at the problem carefully, and I truly believe that they worked together to create a solution for this problem. Players were gaining more STC's in the off hours, and they've graciously promoted me, and several other 𝘕𝘪𝘨𝘩𝘵 𝘚𝘩𝘪𝘧𝘵ers
to Command unit, which I intend to use to solve this very problem you're describing.

I've been a part of countless communities in my years. I will say that after careful examination, the people pulling the strings here for Civil Protection really do care about what they're doing, and they work to really implement all necessary changes. They listen to concerns, and create solutions in a timely manner.

We simply got unlucky with the server going down for maintenance and rework, the solution you're looking for was already underway.

For the new generation of Civil Protection:

You should have open liberty to be whoever you want to be behind that mask, but never, ever forget. You are not here for you. You are here for them. You are here to entertain, you are here to create suspense, terror, fear, excitement. When you exit that Nexus, ask yourself "How am I going to make someone else really feel that they're here. In this place, a manufactured hell."

The biggest mistake I see new players making is they're not used to having Authority, really in most cases this is the most authority someone has in their life. They mis-use their authority to hi-jack, or over-control scenarios and subjects. Though authority is a part of the job, it needs to be calibrated and channeled in a way that creates an exciting environment for the true lifeblood of the server, the beloved citizen. However you decide to depict it, is up to you.

On traversing the ranks:

We got you for 100 years minimum, a month or two if i4 won't kill you. People need to stop worrying about ranks, if they have no intention to use the rank to assist faction management. A lot of people "want" to be i2, but exibit no leadership behavior or have a lack of an understanding of the fundamentals that create the exciting environment of this game.

But one thing for sure, I never, ever needed a rank to churn the game. Whether I go to recruit or RL, it's all the same. Play for the other person.
