The Terminal is starving. There is no question about it. We find ourselves in dire need of resources, while people from all sorts of social statuses act as thieves. Eating their rations, using our radiators, our services, our living space. They hide under the protection of our protectors and our laws - Yet they contribute nothing.
No longer. This act empowers the Citizen Council Leadership to draft troublesome citizens to the mines in the outlands - So they may be rehabilitated by the harsh weather outside our comfortable terminal. Moreover, they will be useful - As they will bring back resources and materials for all of us to share and enjoy.
The Conscript Reserve will be the vehicle for this. They will be empowered to carry melee weapons while performing duties outlined, as well as cooperate with the Worker's Union on coordinating Outlands workshifts.
Complacency has no place in Terminal Seven.
Info:
1. Mining shifts into the outlands will be run by the CCR, with collaboration from the Worker's Union. These shifts may run for up to one hour.
2. The Worker's Union must lend equipment for a typical eight person shift. Defined as: Four pickaxes, Four raincoats, four beanies, a fire barrel, half an hour's worth of fuel, and a tinderbox. The last two are consumables and will not be returned.
3. A Worker's Union foreman (or more) may assist the Reserve if they choose but are under no obligation to do so. They may continue running mining shifts independently as well.
4. These shifts are always mandatory for: Underclass, Tier Zero, Tier One, as well as blackmarked citizens.
5. Blackmarked citizens are citizens of any tier who have shown they are not conducive to a healthy terminal, as decided by the Chairman or General Secretary. They are prioritized for the mining shifts above all others.
