THE MINISTRY OF CIVIL PROTECTION HEREBY PROPOSES THE FOLLOWING LEGISLATION TO TAKE EFFECT IMMEDIATELY FOLLOWING PASSAGE AT THE NEXT CITIZENS COUNCIL MEETING:


THE SIEMENS-BLOKE-BOSCH ACT
AKA THE CHAIRMAN PROTECTION ACT


COMPONENT #1:


THE SITTING CHAIRMAN IS FORBIDDEN FROM LEAVING THE NEXUS WITHOUT A MINIMUM OF TWO (2) OCS BODYGUARDS, AND IS FORBIDDEN FROM BEING AT A DISTANCE GREATER THAN TWO (2) METERS FROM THE BODYGUARDS AT ANY TIME WHILE OUTSIDE OF THE NEXUS. OVERWATCH FORCES SHALL ENFORCE THIS PROVISION AT ALL TIMES.


COMPONENT #2:


THE SITTING CHAIRMAN IS FORBIDDEN FROM ENTERING CONDEMNED ZONES (AKA THE SLUMS) FOR ANY REASON. VIOLATION OF THIS COMPONENT SHALL RESULT IN THE IMMEDIATE IMPEACHMENT OF THE SITTING CHAIRMAN.


COMPONENT #3:


THE SITTING CHAIRMAN IS FORBIDDEN FROM ENTERING STORM SYSTEM OR WASTERIVER AREAS (AKA THE SEWERS) FOR ANY REASON. VIOLATION OF THIS COMPONENT SHALL RESULT IN THE IMMEDIATE IMPEACHMENT OF THE SITTING CHAIRMAN.


COMPONENT #4:


ANY AND ALL THREATS MADE AGAINST THE SITTING CHAIRMAN, CREDIBLE OR NOT, SHALL BE PROSECUTED AS V183; CONSPIRACY.


COMPONENT #5:


ANY AND ALL ATTEMPTS TO ASSAULT THE SITTING CHAIRMAN, SUCCESSFUL OR NOT, SHALL BE PROSECUTED AS V245; ASSAULT ON HVT.

Me when I can't RP because there aren't two OTAh flagged on. Thought the whole point of the now-late CCG was that having emotionless husks as Guards wasn't that great for interaction.

It literally takes like 5 minutes to gather 2 OTA to flag on, there are IC channels for this as well as OOC

And it takes literally 1 minute to walk out of the Nexus without waiting. Whether or not it takes faster or longer is up to what hours the stuff takes place at, which doesn't matter much when you consider that you're still just forcing two people to Guard RP for an hour straight.

That's what OTA sign up for.
Also, the chairman is literally a HVT, they're supposed to get OTA guards anyway, now it's just mandatory

It's literally not. Unless you're completely clueless about the faction prior to applying to it, you know OTA spend the majority of their time guarding HVTs.

Regardless, numerous chairmen have been assassinated due to a lack of protection, it makes complete sense from an IC perspective to introduce mandatory guards, regardless of its minimal OOC impact

Didn't seem like a majority time when I was CCA or CP.

And no, numerous chairmen have been assassinated due to faulty PK rules. Locking them in the Nexus seems more of a band-aid to an OOC issue with an "IC flair" than an actual solution.

Opinion of the Ambassador

After thorough review, the embassy has determined that Component No. 01 of Legislation No. 019, cannot be implemented immediately following the passage of said legislation.

The authority of the legislature does not extend to the imposition or management of military personnel. Such authority is exclusively vested in Overwatch Forces Command. Therefore, the decision to recognize or implement Component No. 01 lies solely within the jurisdiction of Overwatch Forces Command.

In light of these considerations, we hereby invoke Article No. 06, reclassifying Component No. 01 as a request or petition to Overwatch Forces Command. It will be upon them to evaluate and determine whether or not they will honor this request.

Opinion of the Ambassador

Due to unforeseen circumstances which delayed the official verdict being afforded to Component No. 01 of Legislation. 19, an official ruling will now be provided. In accordance with Overwatch Forces' ruling on the matter nearly a month prior, the petition was rejected.

Therefore, it is recognized that there is no existing restriction which requires the Chairperson to remain within the secure confines of the nexus at all times.
