Succession and Abdication Act
CITY-EIGHT, LEGISLATIVE DIET
TERMINAL-SEVEN, CITIZEN COUNCIL
This act mandates the abdication of any elected Secretary from their position should they be appointed Chairperson. The dual roles of Chairperson and those of any Secretary are inherently conflicting due to the centralized leadership and authority each position requires within the Loyalist Party, Legislative Diet and Citizen Council. Thus, this act ensures both the continuity and effective administration of both roles, upholding the balance of leadership and just distribution of power.
Article I: Role Separation Requirement
Section 1
If any Secretary within the Citizen Council is elected as Chairperson, they must formally abdicate their previous role upon election to ensure compliance with City-Eight's governance principles and maintain the operational independence of the Loyalist Party within the Terminal.
Section 2
This abdication is required to prevent the consolidation of power, maintaining checks and balances within the Loyalist Party.
Article II: Procedure for Replacement
Section 1
The City Eight Ambassadors, representing the governing authorities of City Eight over the Terminal, shall oversee the succession process for the vacant spot of the General-Secretary position shall there be an abdication. The First-Secretary followed in order by the Second-Secretary shall be selected as the successor to fulfil the role of the Secretary-General, in accordance with City Eight's directives and the established protocols for high ranking Loyalist positions.
Article III: Amendments to the Chairman’s Mandate
Section 1
To further uphold impartial governance, Article 1 of the Chairman’s Mandate is hereby amended to include the following stipulation: Upon election as Chairperson, the elected candidate must relinquish any subordinate council positions, including but not limited to the role of Secretary-General or any other office below that of Chairperson.
Section 2
This amendment enforces the necessity of unbiased governance and prohibits dual authority within the Citizen Council, ensuring that the Chairperson's role remains solely focused on their executive responsibilities without subordinate Council obligations.
Ratification and Enforcement
This act shall take immediate effect upon its ratification by the Citizen Council, ensuring the enduring stability and operational integrity of Terminal Seven's governance structure.
