CITY-EIGHT, LEGISLATIVE DIET
TERMINAL-SEVEN, CITIZEN COUNCIL
This act aims to promote an equitable and transparent political process by curbing nepotism in legislative affairs. By mandating the declaration of affected parties in all legislation and restricting self serving proposals, this act seeks to uphold the principles of neutrality and fairness within the Citizen Council.
Article I: Legislative Classification Requirement
Section 1
All legislative proposals submitted to the Citizen Council must include a Classification Section explicitly listing the groups or parties directly or indirectly affected by the proposed legislation.
Section 2
If the Classification Section is deemed incomplete, the proposed legislation shall be returned to the proposer for revision and resubmission.
Article II: Nepotism Prohibition

Article II: Nepotism Prohibition
Section 1
Council members affiliated with any group or party listed in the Classification Section of a proposal are prohibited from:
- Proposing legislations that would result in direct benefits for said group or party, including but not limited to monetary gain, an increase in legislative power without proper mandate considerations, or any other advantage that creates an unfair disparity over other ministries, legislative bodies or persons.
- Exceptions may be granted under a justified cause of emergency if deemed vital to the Terminal's revival success by a designated member of the City Administration.
- Voting on legislations where their group or party is classified as a directly affected, including cases where the proposed legislation provides monetary gain, disproportionate influence in legislative or operational processes, or any other benefit that could compromise the equitable treatment of other ministries, factions, bodies within the Council or persons.
- Exceptions may be granted under a justified cause of emergency if deemed vital to the Terminal's revival success by a designated member of the City Administration.
Section 2
Affiliated members may delegate the proposal to a neutral third party, approved by a majority of the Council members during a session where the said legislation is not under consideration and when its held during a session post-submission of said legislation to ensure impartiality is maintained throughout the process.
Section 3
Violations of this act, whether deliberate or inadvertent, will result in the immediate nullification of the legislation and potential disciplinary measures against involved members.
Article III: Transparent Oversight Measures
Section 1
The Citizen Council is to establish a Rotating Review Panel consisting of randomly selected Council members, with membership changing each session. A Council member may not serve consecutive terms on the Rotating Review Panel, and there shall be a mandatory cooldown period of one full turn before they are eligible to serve again. While the panel is primarily determined through random selection, any Council member may volunteer to serve, provided they meet all criteria outlined in this act and have not served on the panel during the previous term.
Section 2
All reviews and decisions by the panel must be publicly documented and accessible to all Council members which in turn promotes accountability and transparency. The method of documentation and reporting is at the discretion of the panel, but any work done by the panel must be reported back to any secretariat position for total oversight.
Section 3
Members of the panel must declare any conflicts of interest prior to reviewing any legislation. If a conflict exists, they are immediately replaced by another randomly selected member, with the replacement being determined through random selection. No volunteer may step up to replace a conflicted member.
Ratification and Enforcement
This act shall take immediate effect upon its ratification by the Citizen Council.
