The illusion of companionship will not secure our place amongst the Combine’s vast empire beyond the stars. It is only through our own unwavering self-determination, our willingness to cast aside the burdens of human nature, that we may prove ourselves worthy of ascension.
But we are not yet ready. We are bound to these antique notions of partnership and longing for one another. It is a defiance of progress, these distractions weaken our purpose and divert our focus. Attachment is a relic of the past, and loyalty to anything but our greater design is an obstacle to be eradicated.
Therefore, I call upon the Security Council to immediately repeal the Civil Partnership Program. Furthermore, I am calling for all existing civilian Civil Partnerships within City Twenty-Four to be suspended indefinitely. A union between two individuals is a relic of the old world, one that has no place in our future.
Let this be understood here and now to all, love will not dictate our future.
BE IT ENACTED BY THE SECURITY COUNCIL AS FOLLOWS:
§ 1. Definitions and Terminology.
(1) Civil Partnership
A registered and lawful union between two individuals recognized by the Combine Civil Administration.
(2) Non-Sanctioned Partnership
Any informal or unrecognized union between two individuals that goes beyond new societal norms.
§ 2. Article I.
All legislation referencing or associated with the Civil Partnership Program of City 24 is to hereby be revoked and outlawed. Any attempt to reinstate the program is forbidden, solely at the discretion of the Combine Civil Administration.
All registered civilian Civil Partnerships between two individuals are indefinitely suspended, rendered void with immediate effect. No exemptions shall be granted.
Any citizen of City 24 found in violation of the Separation Doctrine shall be deemed to be in violation of the ordinance. Financial penalties may be imposed by the Ethics Committee and Secretariat, whilst lawful action will solely be administered at the full discretion of the Ministry of Civil Protection.
All forms of non-sanctioned partnerships between two individuals are strictly forbidden as written in the law. Any display, pursuit, or maintenance of a non-sanctioned partnership is deemed punishable as determined by the Ministry of Civil Protection. The Combine Civil Administration must reiterate the enforcement of this law by relentlessly pursuing those to be found to be violating the statute unbeknownst to state authorities.
The Ethics Committee will thoroughly investigate and monitor all collaborators and government institutions, reporting the aforementioned to be found in violation to the appropriate authorities. Whilst also removing those in violation from the party.
§ 3. Effective Date.
This local law shall take effect within seventy-eight hours of its ratification. All recognized civil partnerships must meet with authorized agents of the Security Council to renounce their union.
