City 24 continues to expand at an ever so increasing rate, the wall creep closer and closer towards the anti-civil elements. The Combine have begun a crackdown within the perimeter of City 24, deploying stabilization delegates to the storm systems to crush and destroy the resistance.

The speed of the expansion continues to grow, and the administration and the City's regent, Orwell, have ordered mass relocation across the City, to help move things along. Collaborators, citizens, and even the lower class, have all begun to be uprooted from their daily lives and shipped East, all in hopes of speeding the process of the Eastern 24 expansion, god only knows what awaits...
