I feel like terminal seven was okay. The only reason why it was perceived bad was because everyone wanted big city stuff and were not willing to work with the map. People would complain and leave rather than ask for a building, make a building, make custom cold weather gear, make big projects in the fuck ton of space that was there, take advantage of the fact that there could be development not allowed/possible in the city. Y'all got a blank slate and pissed it away.

The cold wasn't exactly thought out much , custom cold weather gear unless a re-skin of the industrial suit wouldn't work due to the bodygroup limit. Rebels can't make big projects because it takes one month to grind up to a bastard SMG (In city 24 V3 it takes around 3 days to do it in comparison) so most rebels left.

Terminal seven had overly aggressive CPs to the point that a small crime would get at least 3-5 units responding even though rebels would run hatchets for the most case. There was no slum or anything to protect basic rebels / slummers against anything.
