The Geneva Coalition
Knee-deep in fetid water, the nine leaders had arrived one by one through the abandoned sewer line, guided by resistance markers painted in luminescent material visible only blacklight. The basement meeting room, three levels below a collapsed apartment block in City 24's industrial sector, reeked of mildew and desperation. Doctor Harding restlessly watched Filya read, the Partisan leader's massive frame dwarfing the makeshift table where the Geneva Coalition Charter lay waiting.
"This is bureaucratic fantasy!" Filya spat, gesturing at the document with undisguised contempt. "There is no fairness to us in this Charter! We're the largest, best equipped group. Our part in this should represent that, or we can't agree to this! " His lieutenant-- a massive Bulldog of a man-- muttered agreement. The room burst into squabbling once more, in spite of Nullwick's desperate attempts to keep the peace.
Evelyn cut through the bickering that had stretched across several grueling hours: "The Partisans' tactical expertise is valued, Filya. City 13's chance at liberation rests decisively on the actions of your cell. Your work, equipment, and manpower are invaluable to this Coalition." The Underground representative- Pathfinder-- leaned down, hurriedly whispering something into Harding's ear. Evelyn shook her head for a moment, lightly smiling as she whispered back.
"I've given them the rope with which to hang themselves. They're signing themselves up to be the attack dogs of this Coalition."

The compromise, when it finally emerged past midnight, came not from Nullwick's diplomatic efforts but from Evelyn's pragmatic suggestion: The Partisans would receive extra voting power so long as they provided equipment and manpower to Coalition operations. Filya's signature, when finally scratched onto the charter, was so aggressive it almost tore through to the table beneath. The other 8 signatures followed with varying degrees of commitment – some confident, others hesitant, all understanding that survival now depended on unification they'd spent years avoiding.

THE GENEVA COALITION CHARTER
PREAMBLE
In recognition of humanity's desperate struggle against Combine oppression, we, the undersigned resistance cells, hereby establish the Geneva Coalition to coordinate our efforts, share resources, and amplify our impact through unified action. While we maintain our individual identities and operational autonomy in matters of local resistance, we bind ourselves to this agreement in pursuit of our shared liberation.
ARTICLE I: DEFINITIONS
- A Vortigaunt’s rights are just as inalienable as a human’s rights. For the purposes of this document, and all operations and actions by a Coalition cell’s members, a Vortigaunt has the same rights as a human being.
- For the purposes of this document, and all operations and actions by a Coalition cell’s members, a Vortigaunt tribe is deemed to be the same as a resistance cell. They are explicitly eligible to join this pact, and are afforded the same privileges, considerations, and equalities as a Coalition cell.
- For the purposes of this document, and all operations and actions by a Coalition cell’s members, The ‘Underground’ is defined as the wider managerial organization that manages the region’s Black Market Dealers, and other loosely-tied resistance factions outside of the direct purview of the Coalition.
ARTICLE II: STRUCTURE AND GOVERNANCE
- The Coalition shall be governed by a Council composed of one representative from each member cell.
- Each representative holds equal voting power regardless of cell size or resources.
- Decisions affecting Coalition-wide policy, resource allocation, or strategic operations shall require a two-thirds majority vote.
- Emergency actions may be authorized by a simple majority of councillors present when time constraints make full deliberation impossible, but must be reviewed at the earliest possible Council session.
- In the event of the capture, or killing of a Coalition representative, a cell’s voting rights are suspended until a new representative is named by the cell.
- The ‘Partisans’ resistance group is afforded a vote equal to no more than or equal to, 49% of the present size of the Coalition’s council, rounded down. (IE: There are 6 voting councillors, they receive 2 votes).
- The ‘Partisans’ resistance group must provide a minimum of manpower for Coalition operations, actions, or government as defined by the Council.
- The ‘Partisans’ resistance group must provide, or offer to sell (based upon the decision of the cell’s leader), equipment for operations, actions, or government as defined by the Council.
- The ‘Underground’ (acting as a mostly-neutral, managerial force) and undersigned Vortigaunt tribes will provide security for Coalition Council meetings.
- To prevent the consolidation of power, no single leaders shall be appointed and all decisions should be made democratically.
ARTICLE II: OBLIGATIONS OF MEMBER CELLS
- All member cells pledge to contribute personnel, intelligence, and resources proportional to their capabilities as determined by Council assessment and agreement, as well as the consent of the source cell.
- Member cells must maintain secure communication channels with the Council and respond to coordination requests within established timeframes.
- No member cell shall initiate operations that may compromise other Coalition members without prior Council notification and approval.
- All cells must participate in regular security protocol updates and adhere to Coalition-wide operational security standards.
- Intelligence gathered regarding Combine movements, technology, or collaborators must be shared with the Coalition within 24 hours of acquisition.
- A requested period of quiet, as voted upon by a majority of the Council, must be honored by member cells.
ARTICLE III: PRIVILEGES OF MEMBER CELLS
- Member cells shall receive regular intelligence briefings on Combine activities across all Coalition territories.
- Coalition resources, including medical supplies, ammunition, and specialized equipment, shall be accessible to all member cells according to need and availability as determined by Council vote.
- Member cells gain access to the Coalition's secure communication network for coordination and intelligence sharing.
- Technical expertise and training programs developed by any member cell shall be made available to all Coalition members.
- Safe passage and sanctuary shall be guaranteed to any member cell operatives within the territory of another Coalition cell.
- Representatives from member cells may invoke Coalition protection protocols when personal security is compromised.
- Member cells may request emergency support, including personnel, supplies, or evacuation assistance, subject to Council approval and resource availability.
- Coalition membership serves as credential of trustworthiness among wider resistance networks and allied underground movements.
ARTICLE IV: VIOLATIONS AND ENFORCEMENT
- Severe violations of this agreement that deliberately endanger multiple Coalition cells shall be designated as "Terminal Breach" status, resulting in:
- Immediate blacklisting from all Underground networks and resources
- Notification to all allied resistance groups of the cell's compromised status
- Authorization for Coalition members to neutralize all or part of the offending cell if necessary to preserve operational security
- Seizure of all equipment, resources, and intelligence materials
- Upon confirmation of major violations, the offending cell shall immediately:
- Forfeit all Coalition-supplied resources and equipment
- Surrender all shared intelligence in their possession
- Withdraw all personnel from Coalition operations
- Major violations include but are not limited to:
- deliberate compromise of Coalition members or locations.
- Misappropriation of shared resources.
- Unauthorized negotiation with Combine forces or collaborators.
- Conflicts between member cells resulting in the termination, kidnapping, or disabling of a Coalition member or cell.
- Unauthorized (or malicious) re-allocation of Coalition or member cell resources for the purposes of destabilizing resistance operations in Coalition territory for any reason.
- Minor violations of Coalition protocols shall result in formal censure and temporary restriction of intelligence access until compliance is restored.
- Enforcement actions require unanimous Council approval and must be proportional to the threat posed to collective security.
ARTICLE V: WITHDRAWAL AND DISSOLUTION
- Cells may voluntarily withdraw from the Coalition with seventy-two hours' notice and full disclosure of intentions.
- Withdrawing cells must return all shared resources and destroy all copies of Coalition intelligence.
- The Coalition may be dissolved by unanimous Council vote or if membership falls below three active cells.
CERTIFICATION OF AGREEMENT
By signing below, the undersigned cell leader acknowledges full understanding of this Charter and commits their cell to its obligations and consequences. This document, once signed, constitutes a binding agreement between your cell and all current and future members of the Geneva Coalition.
