You're correct to a certain point.Alright, so I would like to actually make a detailed reply to this regarding my thoughts. I think it's absurd for Conscripts to be denied this opportunity to deploy because of a random designation of "lootboxes". Just the other day, we saw Civil Protection, OTA, and Synths all just become their own kind of lootbox. If the Conscripts went through something where half of the amount of us died there, everyone would be saying how we just ruined the rebel economy, how we should have never been in the City, and we would genuinely never hear the end of it IC or OOC. However, Civil Protection go through a Pyrrhic Victory (the very best interpretation. Some may call it a devastating defeat) and all is good, no issues caused. Quite frankly, it's annoying as a Conscript player to constantly be teased with the possibility of deployment, but then randomly being told "actually, no" because Gameplay Managers (who don't even play the game) decided that Conscripts were just lootboxes. Honestly, there's no other term I can think of to describe this situation other than "Bullshit".

Yes it's true cps are elitists and they claim CRF are loot boxes and this ans that but you're very wrong when you're saying That you're not deployed cause of those reasons, gameplay team themselves have already answered these questions in a discussion thread. They themselves have stated that they have lost control of the balance thanks to cps over gearing themselves with rifles and ending up as a loot boxes to rebels, comeoltely throwing the balance out the window.
So it's not csf, this time the blame Is all on cps, I am afraid my friends that today it was a csf w and a full cp L.

Whether conscripts should, or shouldn't be included doesn't lie with the 'lootbox' stuff or anything in the S2K realm.

This is something that could go either way. CCR just about wiped out City RP during City Eight, so there absolutely needs to be a handle on them to prevent them making every single blue-suit into a fatigue wearer.
In C24, CCR was also an *extremely* oppressive entity for all non-established or mid-tier rebels. Doing anything as anyone but a max-tier rebel was effectively impossible outside of low-pop. how would this be addressed? Outland only?
Heavily deprives the city of its player population, so its a shaky solution at best.
honestly, since its only a temporary event, and the "CCA" have made a big show of 'moving the CCR to I24'
A solution seems to be replacing OTA with the CCR. Restricting OTA to *only* defending the nexus and the main plaza. Nothing else.
CCR and CP's can both be out in force, but, if rebels fuck them up, OTA doesn't come to help. Thing is, rebels are now more geared than even before, so Combine defeat iscertainlikely. This could lead to rebels occupying parts of the city. Are we okay with that? Up to staff.
The other solution is instead replace Civil Protection with Conscripts entirely. I highly, HIGHLY, doubt civil protection would ever sign off on this, but given I24 is basically a ruin, it would make some sense CP's aren't stationed there. Could give CP players the CCR WL for the events duration, perhaps?
That being said, both of these also invites the entire event into devolving into S2K slop, which Isn't really attractive in my opinion.
I hate to say it, but CCR is a square peg and its always going to be awkward as hell trying to fit them in City RP. Cause their presence inherently screws other at least one other faction.
Can eliminate citizen numbers
Can strangle rebel RP through sheer numbers
Can directly conflict with CP's purpose.
