For a little while now, I've felt that Willard has just recently lost the touch of HL2. That dystopian feeling clouding over every Citizen, an eerie and depressing atmosphere that every Citizen has to follow by. And an oppressive force that will stop at nothing to make your life a living hellscape, even recruiting their own enslaved populace to work for them under the guise of a mask and actively oppress their own species until total extinction. I feel morally, Willard has driven away from this and has made a goofy and cartoonish representation of what Half-Life 2 is supposed to be. Now obviously, I'm not saying everyone should take this post seriously and personally, this is just how I, Garlic, actively thinks of the state of Willard's atmosphere. I can primarily start this off by giving my opinion on one of the main factions that you and I will always be seeing on the server, that being:

Civil Protection. Foremost, Civil Protection overall feels... Unserious... Goofy, in a sense. They don't feel like an oppressive force like they were before, conducting random searches, giving out random citations, mugging innocent bystanders, etc. etc. They feel like some cartoon police force, just actively looking for someone to pick on. I vividly remember two cops were just picking on a dissident because they felt like it and were just throwing around the lamest insults EVER. They weren't even beating them, searching them, or just giving them false charges/penal codes, just plainly insulting a dissident for no reason which just made them feel... Docile. Which, in representation, Civil Protection should never feel docile, they should always feel like a towering force that can make your life a living hell, but in Willard, they just feel goofy like they've lost that oppressive and dystopian touch. (Quick note: I discharged from the Civil Protection faction a while ago, but that has nothing to do with this post as I'm looking at this from an outsider perspective when I am a Citizen, NOT a cop. My discharge, again, has no change on this rant/post.) Back in 2021, when I was a Citizen and in no faction at all and just purely experiencing Willard for the second time overall, I was terrified of Civil Protection. And I had the right reason to be terrified of them. Civil Protection was ruthless, unforgiving, and uncaring. And I loved that, hell, back in 2021, when the server was on the i24 map. Two cops were investigating a random shelling that had mysteriously dropped near the slums. They soon left the scene, and encountered me while I was leaving my apartment, both of us crossing paths. A cop had accused me of being a terrorist of i24, bombing the slums and whatnot. This accusation led to that cop giving me a random citation, which could've easily led to something worse, but it didn't. I tried to bargain and talk my way out of it, but it wasn't enough, and they beat me almost half dead. And y'know what? It felt amazing. Because for the first time, this oppressive force felt like a serious threat to my progress and actively hindered how I was scavenging and progressing as a character, and I liked that. Civil Protection was an active force, not just standing around and insulting the nearest civvy, but actively being the fire starters and setting that dystopian and oppressive atmosphere once more. Where did that go? To the void apparently. Of course, I'm not demanding players to set this type of change, I'm merely just voicing what I feel is most missing in the presence of Civil Protection. Please, don't take this personally.

Atmosphere. While it isn't too much of an issue, there are some areas or places in Willard that does feel internally unserious in some places. I won't touch upon this topic too much, but Willard's got a very... Asinine feeling in some areas, and even events. For example: The Relocation Festival. At first, you may seem confused on why I'm so obsessed with this specific topic as it's meant to reward and have other characters recognized for being loyal to the Combine but in total essence, it naturally doesn't make any sense at all. A relocation is a devastating event in Half-Life 2 because people are actively being separated and being integrated into a different society. People will lose friends, possibly families, but people are... Celebrating it? It doesn't make a lot of sense. Why would people celebrate going to a different city and having to be separated from friends and family? Why would people celebrate other people who would most likely disrespect them and let them die if given the chance. Why would they celebrate this at all? I obviously know Willard capitalizes on its own lore, and goes off that, but... Willard's a HL2RP server. If you deviate from the feeling and essence of HL2, then... It's just some make-believe server trying to measly portray a world of Half-Life 2. The Combine would never rally the civic populace in one place to congratulate their slaves to benefitting to their horrible and depressing society. Infact, they wouldn't care! The Combine's purpose is to keep everything orderly and to stop people from gathering and forming big groups to sustain any suspicious activity. The world is supposed to feel empty. Yet, it feels vibrant, to which it shouldn't be. It's just unrealistic to the nature of HL2 in my opinion. The Administration has power, they're supposed to yes. But they're supposed to be the top dogs that should still be adding onto the horrible society of HL2. They should be dispersing Citizens, shoving propaganda down their throats. Gathering Citizens together and actively violating the Combines main rule of separation and displaying important figures in a rally that could easily go south, it just doesn't make sense. The Administration should be a representation of Breen. Always in their high towers, never really displaying themselves to the public. I'm not trying to say CCA members should always be in the nexus, but they shouldn't always be roaming the streets in my opinion.

Ending. I'll most likely add onto this post, or add certain things I still have on my mind about Willard that I'd like to discuss, which, I have a lot that I'd still like to talk about, but it'd take up too much of my real life time as of writing this, so, I'll cut it brief and short here.

Again, again, again, again. For ANY person reading this. This is not a post that demonstrates how Willard should adapt to this, or how Willard is horrible or lost its touch, or just sucks. It is a personal rant (with big bold letters) that just gives my opinion on how I feel Willard is currently in my perspective. Do not take this post seriously, personally, or gradually. It is a personal opinion, and I do not want to have people hating or berating me because of it. Thank you for reading.

A relocation is a devastating event in Half-Life 2 because people are actively being separated and being integrated into a different society. People will lose friends, possibly families,

In canon, yes. In Willard, no.

This isn't even something you can really blame Willard for either. Random relocations do exist in the lore, and are perhaps how some characters 'vanishing' (Players stop playing) are explained, but for the most part, relocations are, I believe, widely considered a 'circuit' in Willard.

Since theres no point in hyping up a relocation as 'OOOH YOU WILL NEVER SEE YOUR FRIENDS AGAIN' when 98% of everyone you know *will* end up exactly where you are. Its just kinda a pragmatic alteration of the setting to make sense of the same people ending up in these different places, time after time.

Quick note on the goofiness, yeah its def true.

On one hand, Gonna be honest, Its a result of the overall narrative degradation of Willards current storyline. Honestly, its really hard to take alot of Willards narrative seriously as its basically a Frankenstein monster of half-finished ideas, and nigh comical concepts all mushed together. The lore is basically in tatters and it kinda alters the 'vibe' of the server a bit.

Just to name a few things we've had recently:
Literal paranormal activity, Combine starship, random blizzard in august, Ministry of Civil Protection getting banished by a chairman or something like that, City 13 getting destroyed by a Vortigaunt infused nuclear bomb

That's just recent, and barring the MCP thing, all that is stuff that trickled down from the writers of the server. Its messy and its nearly random.
At this stage, I think, narratively, we're just kinda waiting for the Freeman reset. Willard has sort of embraced the fact this round of lore is a bit of a nightmare, so things are getting a bit more 'goofy'. A sort of, 'May as well' kind of energy has become present in all things.

On the other hand, some of the more mundane but still 'ill-fitting' elements is just people having fun. 1 to 1 HL2 RP does not make for a fun experience for pretty much anyone. Things like the festival are inoffensive, honestly. Especially when they are warranted by said custom lore.
Some of it is due to character input which you can't really fault. We've even had benevolent leaders before, by pure chance. Some cops are nicer. Some are totally evil. It just depends on what you run into and how you yourself interact with them.

In my personal opinion, The Relocation Festival makes sense. To my knowledge, there has been an increase of fleshy fauna in the slums. So my theory is, that the Scrombine did a festival in order to distract the populace about the Fauna, making everybody feel happy as the Fauna takes over the city. Those are my 2 cents however, (I apologize for my shitty English)

I don't play CivPro or run into them as much anymore these days, so I don't have much to say about the first half of your critique. I was involved in a lot of the last minute planning for the Relocation Festival though and have some thoughts about your thoughts.

A relocation is a devastating event in Half-Life 2 because people are actively being separated and being integrated into a different society. People will lose friends, possibly families, but people are... Celebrating it? It doesn't make a lot of sense.

This is true, state sponsored celebrations about forced relocations are nonsensical. At its face it is a patina of celebration resting overtop a despicable act. It is a gesture in the direction of reshaping humanity's performance of itself as not just accepting of the Combines rule, but whole heartedly endorsing it through the act of celebration. You can't light a pipe bomb if you're too busy eating deep fried ration paste and playing dunk the terrorist.

I even had a scrapped plan that would have involved a kind of Relocation Coupon lottery where almost everyone would be legally required to pull a piece of paper from a box that said whether they would relocate or not. The twist being that everyone would receive the relocation order. The alternative even more messed up variant would be that there would be one or two characters who would pull the Staying Behind cards and those players would be Character Banned for the month, but that seemed excessive and there was much more stuff to worry with than setting something like that up.

Why would people celebrate going to a different city and having to be separated from friends and family? Why would people celebrate other people who would most likely disrespect them and let them die if given the chance. Why would they celebrate this at all?

These are the types of questions that have to be answered individually by the characters. From a more OOC angle a big party and job recruitment drive makes the server a bit more engaging near the end of an arc and acts as a great setup. There are some characters whose careers started at the first day of the Relocation Festival. This simple action will doubtlessly have profound affects on how that character's life transpired after relocating to Industrial.

If you deviate from the feeling and essence of HL2, then... It's just some make-believe server trying to measly portray a world of Half-Life 2.

I think Willard is better than Half Life 2, and I like Half Life 2. If you prefer things a little less vibrant you might like where we're going next.

The Combine would never rally the civic populace in one place to congratulate their slaves to benefitting to their horrible and depressing society. Infact, they wouldn't care! The Combine's purpose is to keep everything orderly and to stop people from gathering and forming big groups to sustain any suspicious activity.

I disagree with this sentiment. If you could prove that large scale Pro-Combine gatherings could produce a more stable city and workforce then they'd have to be literal idiots to not let administrations try to paint silver linings on all the clouds of acid rain hanging overhead.

I am reminded of a quote from Oscar Wilde's The Critic as Artist:

"The Creeds are believed, not because they are rational, but because they are repeated."

The world is supposed to feel empty.

In closing, I can appreciate your interest in a more depressive atmosphere, and hope you find the I24 arc which will follow more to your liking, but I do think empty for many players can quite quickly become uninteresting. I'm not interested in uninteresting.

All I can really say about the Civpro is, more than probably. The units you encountered were low ranks, they are not supposed to be badasses or sadistic freaks, they are people that just go indoctrinated into the combine and that are still tapping about and seeing how much power they got and how much they can get away with.

Current CivPro leadership pushes for this behaviour, including overall Post-Duty guilt for actions and other situations that, yes, make cops look "goofier" or overall more "Docile" and not as evil as in Half-life 2. But we gotta remember they are not soldiers, but actual people with a family and they can feel bad. An i5 might not beat some dude to an inch of his life for no reason but instead just insult and punch you a few times, do a sloppy job, etc. Currently there are a lot of low ranks. But sadly you cant compare 2021 to current willard, rules changed, CivPro cant get away with as much and False charging and shit of the sort is heavily frowned upon (Unsure if even OOCly, since I haven't done that.)

Idk, that is just my take on it, yes, its not the good old evil Half life 2 feel, but Willard at this point is 30% normal half life and 70% custom lore and bullshit. Idk if this really covers your qualms about the faction fully but, if I left something or overlooked it lmk.

Worst case scenario you may report any CivPro players you see that have broken rules or just acted in a mingy way.

The server now in my humble opinion feels more of a playground than roleplay in some aspects. SOME Civil Protection players are starboard baiters and to be honest the shit they do or say is not funny at all. Since when do you see Civil Protection in Half-Life 2 singing "I Want It That Way", or CPs screaming "SHUT THE FUCK UP DUMB RETARD" at you? The best way to sum it up is just these players are just trying to attention seek(?) and it shouldn't be tolerated at all in any aspect. I feel like this is the reason why there's a bunch of unserious players in CWU or citizen, because they believe this is the right way to act.

You have clearly not seen what the US army does to a person.

TLDR: Its worse.

Jokes aside that one was pretty funny. Willard lost its utterly serious tone ages ago and it didnt start with Civpro. It began with the rebels and some stupid shit done by the loyalists (I'll let you guess).

Civil Protection being goofy and making really pathetic, childish jokes or insults really breaks my immersion personally. I've noticed many times recently CivPro, especially low ranks display a severe lack in creativity and maturity and this just drags the roleplay down the shitter.

I've also noticed this. But its strangely SPECIFICALLY cps, I think its because players have a bit of a hard time coming up with ideas, mainly because their restricted to their masks, but also don't want to act like a full time asshole either, so their /me's or jokes are more or less childish, in order to make SOME form of character that is able to be seen through the perspective of a shitizen. (I apologize for my terrible English)

I agree with the Civil Protection part, whilist I enjoy freedom of roleplay I think that ICly Rank Leaders should start get a hold of the faction and get proper protocols on how to interact with citizens

There are a couple of minges here and there, I wont lie about that.

If only they were more active...

Imo the core problem is that Willard has never been totally serious, even from the time it was concieved.

Having a semi-serious foundation allowed Willard to draw in and keep a great many people who otherwise never would have looked twice at a totally serious take on HL2RP. The problem with that is, over time the more "serious" foundation that came from the Pre-Launch Terranova merger have drifted off and have pretty much been replaced by the "semi-serious" demographic.

Adding on to this, as @RedHotGinger said, the main server plotline has been put together pretty much on the fly, having gone through so many revisions and plotlines that either died or never went anywhere that there's really not much point in trying to steer things back on track.

Yeah, but there's a propaganda arm on this server that is purposefully made to tie these events as 'good' to intentionally repress 'bad' thoughts about the relocation. If we let everyone think the above sentiment, then we'd likely have unrest/protests. Rather, the aim was to turn it into a positive event and it clearly worked as there were no actual protests or outcry from people. This is simply just the Combine's propaganda cog working.

The Combine's purpose is to keep everything orderly
These are two contradictory statements. The Combine's purpose is to keep everything orderly, but when the Combine institutes obvious propaganda to repress their citizens from actually rebelling, this is deemed unorderly? The Combine does care that its citizens are being fed propaganda weekly in order to keep the city stable, as without this kind of propaganda, the city would fall into chaos. That is what the Combine do not want.
The Combine would never rally the civic populace in one place to congratulate their slaves to benefitting to their horrible and depressing society. Infact, they wouldn't care!

They should be dispersing Citizens, shoving propaganda down their throats.
This is being done, perhaps not as obviously as you'd like? There are flaws to shoving straight propaganda down people's throats, as it's less and less effective and just becomes white noise rather than actual convincing talking points.

Gathering Citizens together and actively violating the Combines main rule of separation and displaying important figures in a rally that could easily go south, it just doesn't make sense.
Yeah, we did a rally, and it didn't go south. It happened to be a major propaganda win because it shows insurgents are incapable of attacking a well-guarded event with a member of the CCA present. Also, I don't know what this obsession is with crowd sizes. If crowds are shunned, then how are we meant to do anything on the server without it violating this rule? Not that rallies or political events would even count toward this, as it's an actual event in which pro-Combine messaging is being espoused rather than a closed-off conversation with 3 people on the street.

Always in their high towers, never really displaying themselves to the public.
Boring as shit, not going to spend 3 hours a day in the Nexus.

I'm not trying to say CCA members should always be in the nexus, but they shouldn't always be roaming the streets in my opinion.
Since I was elected Chairman over 4 months ago, I've been out on the street every day I've logged on. I've had 4 assassination attempts and I'm still here, it makes a far better narrative against rebels that the Administration isn't afraid to go out on the streets, nor are they above the very people they rule over. (That's just my own philosophy; others in the CCA will differ). There's value in engaging with the citizens. EDIT: (Awaiting the inactive CCA comments toward me as if I'm the CCA lead.)

P.S

Ministry of Civil Protection getting banished by a chairman
This never happened, but feel free to keep believing it as someone who neither took part in it nor is privy to any IC discussions about it!

It was talked about both IC on the streets and OOC in the discord. Dont get so pissy over it.
