THE GREAT GENEVAN ASCENSION

City Thirteen’s collapse, followed by the turmoil in i24, shattered what little stability remained and the fall of City Thirty-Two has driven the final spike into the heart of Sector Ten. These cascading failures have pushed the City Twenty-Four Administration into a state of heightened paranoia and desperate urgency.

Determined to secure resources and fortify their position before the sector unravels completely, the Administration petitioned City Seventeen for expanded authority... And succeeded. By emergency mandate, City Twenty-Four has now claimed operational control over Southern France.

In the wake of this move, the Administration has declared the surrounding territories as “Greater City Twenty-Four,” a symbolic projection of control meant to imply stability where almost none remains. With Sector Ten collapsing city by city and Combine influence thinning, the Administration appears to believe this expansion is the last chance to carve order from the ruins.

Whether this is salvation or the final gasp of a dying region remains uncertain but the gates have been opened, and the Administration presses forward, unwilling to surrender to the chaos consuming the rest of the sector.

City Seventeen has ENTRUSTED us with a HISTORIC mandate! Governance of the territories south of the fallen City Thirty-Two. The Administration will assume this responsibility with absolute diligence—securing the southern Iberian frontier and defending it against any threat. The Administration proclaims our mandate as part of a GREATER C24 ascensionism directive, fulfilling a promise of security and stability throughout the region!

The acquired lands will be harnessed for large-scale resource extraction to fortify and expand City Twenty-Four. We will raise walls, root out treachery, and accelerate our city’s ascension. The Administration expects every resource, asset, and unit to comply fully with the enforcement of this mandate. Attached are designated decrees to be observed without exception.

DEATH TO TRAITORS!

1.​	The creation of a "Greater C24" territory surrounding City 24 and large parts of the alps region.
2.​	Establishment of the “Western Bulwark” a vast territory in southern France granted to City Twenty-Four by City Seventeen, placed under our mandate for the foreseeable future, along with all the burdens, challenges, and expectations that accompany it.
3.​	The c24 Central Reserve Firm and Economic Forum are hereby granted broad and far reaching authority to extract resources from the Western Bulwark with maximum speed and efficiency, using any measures deemed necessary to achieve rapid output.
4.​	Management of the C24 Central Reserve Firm is hereby granted Mandate Governorship over the Western Bulwark, with full permission to undertake any and all resource extraction operations by whatever means they deem necessary to ensure uninterrupted production.
5.​	All territories under City 24 including C21 and i24 are ordered to fulfill mandatory resource transfer quotas to support construction efforts underway in the capital (C24). No exceptions, no delays. Funds, materials, and all critical resources of significant quantity are to be gathered and delivered to City 24.
6.​	All entry restrictions on former citizens of C13, C32, and the Iberian territories are to be lifted immediately. These figures are to be accepted into the labor reserve without delay and rapidly deployed across City 24’s territories to support urgent resource extraction operations.
7.​	All civilians judged unfit to serve as loyal collaborators of the Administration are to be removed from the core districts of City 24 and reassigned to reclamation efforts on the outskirts. Walls, barriers, and checkpoints shall be constructed to secure the central core districts and safeguard the heart of our city from external threats.
8.​	Portions of the Genevan Guard are to be deployed to the Iberian frontier to contain and eliminate Xenian infestations. This operation forms part of our mandate over the Western Bulwark, ensuring the sector remains secure from all external threats.
9.​	Any public or private expression that advocates treachery against the Administration of City Twenty‑Four shall be met with immediate punishment: the corrupted will be expelled to the outskirts, assigned to the labour reserve, or transferred to the Western Bulwark. Compliance will be enforced without exception.

This decision in policy actually reflects the characterization quite well and further elaborates on political developments that have been brewing since at least 2022. This turn is far from out of nowhere, though it is definitely a moment where the dams have burst.
