WITH THE HONORABLE HELP OF:

DATE:

OBJECTIVE / PREAMBLE For the good of the city, it is imperative that the Consular-Presidium enacts this legislation in order to fulfill our Colonial Mandate and 'accelerate to our ascension' by means of new industrial, fiscal, and administrative policy. |
ARTICLE I> §1. Binders and participants in the Consular-Presidium are permitted to accept payments from private citizens, businesses and other interest groups in return for representation of their ideas or as donations without punishment or official scrutiny. This action will be officially classified as the act of 'Lobbying'. The purpose of this is to give the average citizen a voice in the Consular-Presidium, opening up political exchange to whichever members of the populace are most successful. §2. Upon the expiration of any person or persons within the civil jurisdiction of Industrial 24: the individual's assets are considered forfeit and transferred to the Administration's City Budget via the Central Reserve Firm. This action will be classified as the official 'inheritance tax' policy of Industrial 24 and will facilitate the transfer of assets from all past and future deceased persons within Industrial 24 to the Administration's Central Reserve. These assets may include, but are not limited to: • Credits (₠), • Rented Property, and • Personal Belongings. §3.This 'inheritance tax' will also apply to any assets explicitly promised within the 'will' of any deceased person, manifesting as a 100% tax on the its contents. §4. Any and all individuals classified by Civil Protection as an anti-citizen, non-citizen, or missing (for an extended period of at least one month) may have their assets similarly considered forfeit on account of endangering Socio-Stability, and, as such, will have their assets transferred to the Administration's City Budget via the Central Reserve Firm. The assets applicable are the same as above; referring to anything bought, created, or owned in-part by the individual in question. |
ARTICLE II> §1. In order to meet the demands of City 24, Industrial 24, and the Greater Region as a whole, the Civil Workers Union will, immediately upon the signage of this bill into law, be given a heavily enforced resource and/or credit quota to be met on a weekly basis. This quota, set by the Consular-Presidium, will be met by the Civil Worker's Union either depositing that weeks quota in credits into the City Budget, or by securing it within storage at a local warehouse with documented proof sent to the Consular-Presidium and Central Reserve Firm. To begin discussion, this bill posits the quota be set at 30,000₠ and 500 units of resin per week. §2. Failure to meet this quota will result in immediate scrutiny and investigation of any and all members of the Civil Workers Union city-wide management who are deemed to be responsible. Any member of the Union found guilty of breaking this mandate may be charged based on the severity of the failure (how wide the margin was of completing the quota) ranging from Anti-Civil Activity charges Level's 1 through 5. A litany of punishments for managerial failures in meeting this quota may include, but are not limited to: • Re-Education, • Cutting of Wages, and • Removal from the Collaborator's Party. §3. Further stapling onto the Mandate of the Great Genevan Ascension, the Central Reserve Firm and its subordinate offices will be given full authority to ensure the quota set by the Consular-Presidium is met. The Central Reserve Firm may also change the quota as need be, in order to fulfill our economic genesis. §4. The Central Reserve Firm is granted full, prime authority, supported by the Administration of City-24, to issue official directives of any kind to the Civil Workers Union relating to specific projects, changes in policy, workshifts, and so on. Failure to follow these directives, or ignoring them in favor of following conflicting ones from another body, will result in consequences. §5. The Consular-Presidium will decide upon a bi-weekly sum of credits and resources to be sent to City 24 as per the Great Genevan Ascension. The first shipment will take place upon this act taking effect. |
