Implemented Make the smuggler stock slowly go down

A lot of shit gets sold to the smuggler, but it doesn't seem to go down until someone buys something. But the stuff that's sold to the smuggler is usually stuff that isn't in high demand, so it gets to a point where it's impossible to sell anything, thus making it impossible to buy anything.

Not sure I fully understand the context of this, but I guess I will tag @Gr4Ss and @Atle and possibly @RedHotGinger for setting up the smuggler. Maybe they would know more on this matter than I do?

I'll explain
Smuggler has an 'inventory' with 30 slots. If you sell an item to the smuggler, one of these slots are used up. That item is then available to buy at the smuggler and to receive immediately.

The issue with this is that those 30 slots are used up, but have sort of just stayed full for the past 2 days. This means that you're unable to sell any items to the smuggler, as the smuggler's inventory is full

Problem is only one smuggler is setup, so he never changes location and refreshes. This is what is currently coded to reset his inventory. I might need to make it so that if only smuggler is available it just does the reset every so often.

Ah, alright. So it won't be an issue when we go to v3, then.

But something should be done about it for the beta imo, even if it's just temporary.
