Hello,
First of all this is not a complaint on anyone or any faction, but I will be placing an example of an incident I had here to stress the necessity of this suggestion below while explaining it. I also reached out to a CP lead about this and I was ultimately asked to make a suggestion here for discussion purposes, so here you go.

Today, my resistance character was in the trainyard, standing by one of the buildings roleplaying with a newcomer when he was warned that there was a scanner coming behind them. The scanner didn't approach us, but rather took a quick picture of us from a far distance, my back was turned at it and it flew away. Out of curiosity, I asked them if they were messing around or tagging us, because there wasnt any roleplay, nor did he ask how would we react to it, he just kinda flew towards us and flashed before going away. He said he was tagging us and he was hesitant to approach and roleplay with us because he thought I was going to shoot him on the spot. We had a brief chat about this and he apparently saw our nametags and that's how he tagged us upon approach, to which I said I think he should realistically be seeing my face and not be able to identify me when they don't have a visual on my face, it was an understanding player so this situation was concluded with our mutual agreement there.

However, I think this should be our standart in this server. A scanner should actually approach a player and emote taking a picture, at least let the person react to it. There is no guarantee the person will not try to evade the scanner or hide their face, they should get a chance to at least roleplay and not instantly get a 'your picture is taken' situation forced on them. Along with scanners actually having to have a visual on someones face to tag them instead of seeing them from a random angle and being able to tag them from behind just because player tags will appear on their screen no matter if they can actually see the face or not.

Scanners gain a character's name tags at a certain distance upon closing in. If they're not roleplaying then it's still considered forcing the action onto the other player (you in this situation.) Call them out for it if they don't. To my process of thought, this was already part of the regulation for Dispatch.
 
I personally agree with this, although I play loyalist, I still think it would be cool to see Scanner RP and have the necessity to see a face rather than magically know a civvies name by the back of their head. Although I rarely play Rebel and have no experience with Scanners other than seeing them around this is just my opinion on the suggestion

This is basically what I assumed. Should also make it clear though that players running off without giving a chance to RP are equally guilty of powergame.
