Implemented Option to turn off ESP for OTA

I don't want to see saddam hussein brothers all the time, it would be a great option to be able to turn off the ESP for performance's sake.

I agree with the statement, as-of-now, the only way to not have a see-through screen of soldiers involves taking off the helmet.

It would be an easy on-off switch in the settings, I think!

As an addendum to this, maybe scanners and dispatch characters should also be able to toggle the OTA esp?

The admin ESP can be turned off in observer, which is what the OTA/CP ones are based on, so it's just a case of putting in the setting. Maybe a less demanding one like the CP ESP could be an option where you just see the names of those within a certain distance. Though there should be a full turn off option for both CP and OTA if they don't feel like having it on.
