Implemented List of Transgressions

Suggestion: Provide a publicly viewable list of the laws of the city, possibly including the punishments. I know that there is already a document with this for the CP faction that isn't viewable

Why: I have lost 13 social credits for laws I did not know existed. I am not sure how I am suppose to follow IC laws if I do not know what the IC laws are
